Editor's Column<br />
Ninety-nine percent of the<br />
Committee assignments were<br />
made at the February Board<br />
meeting. On <strong>March</strong> 18th, the<br />
new Board will meet for the<br />
second time. The final<br />
standing committee appointements<br />
to be made are<br />
for the Insurance committee.<br />
The expiring terms of office<br />
affect three of the five seats.<br />
Dan Lynch and Tony Bell<br />
(retired) remain. There may<br />
be three new members, or<br />
three re-elected members, or<br />
some combination thereof.<br />
Some candidates have<br />
mentioned to me. that they<br />
believe the entire insurance<br />
program can be improved,<br />
and they think they can do the<br />
job. It should be an interesting<br />
election.<br />

The Budget Committee<br />
should have their hands full<br />
this time around. They have<br />
to draw up a budget for the<br />
SFPOA for the next fiscal<br />
year <strong>1975</strong>-1976. Our budget is<br />
not unlike any other budget.<br />
As the standing committees<br />
project their work, and the<br />
accompanying costs involved,<br />
to properly represent the<br />
membership, the sums always<br />
come to more than the total<br />

Message Treasurer's Report<br />
dues paid. The POA, as a<br />
business, is experiencing the<br />
same inflated prices that any<br />
single consumer knows about<br />
whether it be at the super<br />
market, doctor's bills, or<br />
what have you. In order to<br />
keep the POA office open and<br />
serving you, the Budget<br />
Committee may have to<br />
consider a slight raise in the<br />
dues structure.<br />
Ladies Night is a subject of<br />
controversy or indecision.<br />
Prior to 1973, the Installation<br />
of <strong>Officers</strong> I and Ladies night)<br />
was usually held in a large<br />
hail. There was a musical<br />
group, a buffet, a few<br />
speeches and terrible<br />
acoustics. Then in 1973 this<br />
was changed to a nice dinnerdance<br />
at a downtown hotel.<br />
The POA subsidized these<br />
events, and both types were<br />
well attended. Then in 1974,<br />
about half of the in-coming<br />
Board, members decided to<br />
boycott the dinner affair.<br />
Although attendance was<br />
good, it could' have been<br />
better. So what is in store for<br />
this year? Please let your<br />
Director know which way you<br />
would like to have it. Let him<br />
know right away, so we can<br />
gather the necessary opinions.<br />

SUBJECT: BOARD MEETING. FEBRUARY 21, <strong>1975</strong><br />
I wish to apologize to you for missing the Board of<br />
Directors meeting on Friday,. February 21, <strong>1975</strong> and dispel<br />
some of the rumors that have arisen since, regarding the<br />
same.<br />
When the election results were completed I arranged my<br />
schedule to insure that I would be able to attend the<br />
scheduled meeting on the 3rd Tuesday of the month Feb. 18,<br />
<strong>1975</strong>). When informed of the late change in dates I determined<br />
that I had a previously scheduled personal 'commitment<br />
which could not be postponed. I then arranged a<br />
meeting with President Crowley and Treasurer Ballentine for<br />
Thursday Feb. 20, <strong>1975</strong>. The purpose of this meeting was to<br />
attempt to reduce some of the discord so apparent with<br />
previous Boards thru a balanced philosophy- among the<br />
various committee appointees. I must say that I was not<br />
completely satisfied with the results. The pat petty bickering<br />
among a few members often resulted in important<br />
<strong>Association</strong> business being ignored. Each and every member<br />
of the Board, I'm sure, are working for the same goals,<br />
however divergent their methods of attainment.<br />
I promise to continue working for a more unified and<br />
productive Board of Directors.<br />
Uniform & Safety Report<br />

Since my assumption of the office of Treasurer I ha,ve been<br />
busy trying to absorb as much information as I can about-how<br />
to keep a close watch over your monies and how to disperse<br />
them as you direct. -<br />
I must thank Paul Husby for the continued help and<br />
support to this end. Now let me list a number of things your-<br />
Board of Directors should be thinking about;<br />
1) Does our Constitution need changes to reflect the way in<br />
which our monies are allocated for spending in light of -<br />
recent changes in the election laws? i.e. State Proposition<br />
9 and how it will affect future spending in the political<br />
area. ( After a talk with our auditors Dodge and Devlin it<br />
looks like we'll need legal opinions in this area).<br />
2) Will our <strong>Association</strong> be spending more money in the<br />
future in the legal area? i.e. Arbitration, legal research<br />
and opinions, Civil Suits brought by the <strong>Association</strong> to<br />
resolve issues that affect individual members and our<br />
membership as a whole, defense and legal consultation<br />
for memberson duty andoff duty doing police work.<br />
3) For the welfare of its members, should our <strong>Association</strong><br />
continue to be involved as much as it can with national<br />
andstàtewide groups of <strong>Association</strong>s in forming policies<br />
that will be consistent so that each separate <strong>Association</strong><br />
won't have to fight individually each time a new issue<br />
reaches it.<br />
These are questions which all of you should be thinking<br />
about now. Each Board member should be looking for answers<br />
to these issues. -<br />
As Treasurer I know that a unified -decision on these<br />
questions, and others, will be the key to a smooth running<br />
budget and <strong>Association</strong> in the up coming fiscal year.<br />
Now a note to the members of the Board of Directors and<br />
Committee members. I will be asking for your participation in<br />
up coming budget meetings very soon. So -please -talk with<br />
your electorate so that we can try to anticipate what our up<br />
coming priorities are going to be in the Fiscal Year <strong>1975</strong>/76.<br />
We must indicate our priorities. We only have a limited<br />
amount of money to spend and it should be placed where it<br />
will do the most good.<br />
Active participation by a Board of informed Directors, who<br />
will strive to make themselves aware of problems prior to<br />
meetings will solve many of our problems and point us all in<br />
the same strong direction.<br />
might also add that in up coming issues of this paper I<br />
plan to print generally the dues and budget structures of other<br />
<strong>Police</strong> <strong>Association</strong>s in California and the western states so -<br />
that you may have a gauge to measure out <strong>Association</strong><br />
against.<br />
Lt me close with an invitation to all members, that the best<br />
w4yto have a, question regarding the direction ' f ' ydur,<br />
Assochrtion aiswerd , ilght , é to get involved. I atn. op,-":<br />
timistic that our money problems can be solved and I invite<br />
your questionsand your help.<br />
Bulletproof Vests: The Department testing of the 12 vests<br />
submitted for consideration has been completed. The vest<br />
recommended by this Committee to the City Purchaser for the<br />
<strong>Police</strong> Department is made by Armour of America.<br />
The testing was handled by Captain Andy Kristensen, Sgt.<br />
Ed Epting and Officer Bob Bernardini . They secured every<br />
type of handgun known, and every type of ammunition for<br />
these handguns known, and fired several hundred rounds at<br />
the vests from a distance of three feet. Depending on whose<br />
statistics you read, most shootouts are within a 3 to 10 foot<br />
distance) .<br />
Rather than to just fire at the vests as they laid on the<br />
gr, b)gd, or to affix them to woodenposts, the three officers<br />
Tad 'each vest supported by a content of duck seal. The<br />
purpose was to try to determine what the impact might be on- -<br />
the hunmWbódy if the round was stopped.<br />
Six of the 12 vests were eliminated early in the testing.<br />
Armour of America won the remaining competition. It weighs<br />
59 1/2 ounces and will have a blue tight weave outer cover,<br />
which is water repellant. The City Purchaser now has the ball;<br />
there is no way of determining any date of delivery at this<br />

The Board of Supervisors is to be congratulated for voting -<br />

would, perhaps, lend a better image to his appearance. A<br />
motion was passed to tabled this matter to allow more information<br />
to be learned.<br />
Uniform for Women: The Committee learned that a<br />
uniform designed for women to wear on patrol has not been<br />
completed as yet. -<br />
Future Subjects: You can help this committee by submitting<br />
your suggestions or comments on uniform needs and<br />
on safety equipment, either personal or vehicular, or other.-<br />
We of the committee don't have all the ideas or answers. So<br />
help us out. Please send a copy of your suggestion to Administration<br />
or the <strong>Association</strong>, or both, so we can act on it<br />
soon.<br />

jurisdiction over which<br />
department and which area.<br />
I believe that the <strong>Police</strong><br />
<strong>Association</strong> must, through<br />
informative investigation, -<br />
inform the people of <strong>San</strong><br />
<strong>Francisco</strong> as to which agency<br />
can provide the best police<br />
service. -<br />
