Ban Settlement Goods<br />

The joint TUC-PSC Ban Settlement<br />

Goods campaign has been launched<br />

in what is a highly significant move.<br />

The campaign kicked off with adverts<br />

in The Guardian and The Independent on<br />

March 27.<br />

Since the TUC took its historic decision<br />

at its annual congress in September to<br />

back a boycott of goods from the illegal<br />

Israeli settlements, we have worked hard<br />

to produce effective lobbying materials to<br />

turn intentions into action. Over six million<br />

workers now have access to information<br />

and campaign materials aimed at changing<br />

government policy on <strong>Palestine</strong>.<br />

Whatever government is elected,<br />

MPs will be subjected to our postcard<br />

mailshots pressing for settlement goods to<br />

be banned from our shops. We also have<br />

briefing materials so that trade unionists<br />

are informed of the political context of the<br />

campaign and will be able to discuss the<br />

situation facing Palestinians at their trade<br />

union branches and workplaces.<br />

The initial focus for trade unions on<br />

settlement goods is to enable us to raise<br />

important political issues with those who<br />

may not have previous knowledge of<br />

<strong>Palestine</strong>. However, active trade unionists<br />

have long understood the issue of<br />

colonialism and nowhere is Israel’s colonial<br />

project clearer than in the settlements.<br />

There is increasing evidence that Israeli<br />

exporters are misleading consumers with<br />

incorrect labelling. The EU-Israel trade<br />

agreement exempts most products made<br />

in Israel or the Palestinian Authority from<br />

tax, while goods made in the settlements<br />

are subject to different customs laws. The<br />

European Court of Justice ruled in February<br />

that products manufactured in West Bank<br />

settlements are not Israeli and must be<br />

taxed accordingly.<br />

Activists in <strong>Palestine</strong> and Israel are<br />

researching mis-labelling as it is clearly in<br />

breach of European Union agreements and<br />

customs laws. Ha’aretz reported recently<br />

that Shamir Salads, an Israeli company<br />

located in the West Bank, markets its<br />

products in Europe using a false address<br />

west of the Green Line, while its internet<br />

address is in Barkan Industrial Area.<br />

The PSC sees the Ban Settlement Goods<br />

campaign as part of the broader Boycott,<br />

Divestment and Sanctions campaign and<br />

will be seeking joint action with trade unions<br />

in the coming months. In particular we are<br />

urging all of our branches to make contact<br />

with local trade unions to plan a joint day of<br />

boycott actions on June 26th.<br />
