5) Funding for delivering public services to be<br />
given on a full cost recovery basis that<br />
recognises the vital roles <strong>of</strong> ‘core’ staffing in<br />
any organisation.<br />
6) Children’s service providers to manage<br />
volunteers in line with the best practice<br />
identified in the joint TUC and Volunteer<br />
England charter, ensuring that volunteers<br />
are valued and respected and that relations<br />
between volunteers and paid staff are<br />
mutually rewarding, based on good<br />
procedures, clarity <strong>of</strong> respective roles,<br />
mutual trust and support.<br />
7) Local and national levels <strong>of</strong> government to<br />
work in close partnership with children’s<br />
sector employers, to quality assure and<br />
jointly fund strategies for ensuring wellqualified<br />
pr<strong>of</strong>essionals. They should <strong>of</strong>fer the<br />
ongoing training that everyone, including<br />
volunteers, need to do their best for children,<br />
young people and families.<br />
8) Contracts to be designed and funded in a<br />
way that facilitates the provision <strong>of</strong> training<br />
and development to the children’s service<br />
workforce.<br />
9) Compassionate, safe and effective children’s<br />
services and care underpinned by adequate<br />
staffing levels, based on the compelling<br />
evidence <strong>of</strong> a link between staffing levels<br />
and the quality <strong>of</strong> service across a range <strong>of</strong><br />
settings.
