FUTURE OUTLOOK<br />
Solar Flagships<br />
In May 2009 the Australian Government announced a call for 1 GW<br />
of solar generation via 4 solar power stations (including solar thermal<br />
and PV). A total of AUD 1,5 Billion has been allocated towards the<br />
Solar Flagships program. The Australian Government has indicated<br />
that it expects to contribute one dollar of Commonwealth funding for<br />
every two dollars of private and state/territory government funding.<br />
The Solar Flagships program is split over two funding rounds with<br />
the first round to target 400 MW of electricity generation.<br />
Announcement of the successful PV and solar thermal projects for<br />
Round 1 is expected to be made in the first half of 2011. The call<br />
for Round 2 applications, targeting the remaining 600 MW of solar<br />
generation is expected in 2013-14. All projects must include a<br />
research infrastructure component.<br />
Proposed Changes to the Renewable Energy Target Legislation<br />
With small-scale solar installations taking up an increasing portion<br />
of the Renewable Energy Target, the scheme has been separated into<br />
two parts: a Large-scale Renewable Energy Target (LRET), with a<br />
target of 41 000 GWh by 2020 and a Small-scale Renewable Energy<br />
Scheme (SRES) for which the Solar Credits mechanism described<br />
earlier applies. Liable parties will be required to purchase RECs from<br />
both markets, with a limit of 14,8 % in 2011 from small generators.<br />
A government clearing house has been established for SRES, and<br />
provides a fixed REC price of AUD 40. Buyers and sellers of smallscale<br />
RECs can use the clearing house, trade directly with each<br />
other or via independent REC traders.<br />
