chapters for a more appropriate flow.<br />

• Clarifies and elaborates on the similarities, differences, and integration of<br />

homeland defense (HD), homeland security, and defense support of civil<br />

authorities.<br />

• Includes new, updated, and emerging threats in the discussion of the homeland<br />

threat environment.<br />

• Defines and clarifies the domestic use of rules of engagement and rules for the use<br />

of force in HD operations.<br />

• Highlights importance of information sharing between key players and the ability<br />

of the commander to tailor interagency coordination.<br />

• Adds cyberspace as a domain within the information environment, where HD<br />

operations will occur instead of including it in “combat supporting operations.”<br />

• Clarifies and elaborates thoroughly the role of planning for cyberspace operations<br />

and the duties involved.<br />

• Provides greater depth on command and control and relationships.<br />

• Adds and elaborates on specific protections such as missiles, missile defenses, and<br />

the coordination/integration of these assets.<br />
