homeland defense (HD), homeland security, and defense support of civil<br />
authorities.<br />
• Includes new, updated, and emerging threats in the discussion of the homeland<br />
threat environment.<br />
• Defines and clarifies the domestic use of rules of engagement and rules for the use<br />
of force in HD operations.<br />
