I. <strong>Plan</strong> Development Process<br />

The success of a debris management plan depends on a jurisdiction’s commitment to efficient and<br />

effective plan development, implementation, and evaluation. An organized approach to the planning<br />

process should be established before work begins on development of the actual debris management plan<br />

document.<br />

Where applicable, page numbers are included at the end of each item that<br />

identify where the topic is covered in the <strong>FEMA</strong> <strong>Debris</strong> <strong>Management</strong> Guide,<br />

<strong>FEMA</strong> 325.<br />

1.1 Identify existing documentation for the jurisdiction that will be used for the debris management<br />

planning process, e.g., documentation on solid waste management and emergency management.<br />

1.2 Review the current authorities, policies, and procedures established by the jurisdiction for<br />

developing, formally approving, distributing, and maintaining planning documents.<br />

1.3 Identify the organizational elements and individual personnel internal to the jurisdiction which<br />

should be involved in the planning process.<br />

1.4 Identify the external entities and individuals which should be involved in the planning process,<br />

including resources which will provide targeted input on technical items such as debris forecasting<br />

and debris management sites.<br />

1.5 Identify other entities and individuals which will not be directly involved in the planning process,<br />

but are stakeholders that will be engaged in some manner, such as by being afforded an opportunity<br />

to provide comments on a draft plan. For example, neighboring jurisdictions and regional<br />

authorities.<br />

1.6 Clarify the roles and responsibilities of personnel involved in the planning process, including the<br />

designation of a lead individual with overall responsibility for plan development.<br />

1.7 Verify that personnel involved in the planning process have the appropriate level of decisionmaking<br />

authority in the areas for which they may provide input.<br />

1.8 Establish a protocol for communication and decision-making among the plan developers.<br />
