The 2004 Presidential and Parliamentary Elections
VOTER REGISTRATION CHALLENGES
In the course of the registration exercise issues about the qualification of some applicants came up for adjudication
(see table (5) and figures (1) and (2)). Such cases related mainly to the age, nationality, or residential status of applicants.
In each district a District Registration Review committee (DRRC) was established immediately after the registration
exercise to decide such issues. The DRRC was composed as follows:
• The District Director of Education
• The Senior District Police Officer
• A representative of the Traditional Authority
• A Representative of each political Party active in the District
• The District Electoral Officer (Secretary)
A challenged person was not given a voter ID card until cleared by the DRRC. Anybody aggrieved by the decision
of the committee could appeal to the High Court.
