gangs in central and western Kingst<strong>on</strong> and the expansi<strong>on</strong><br />

of security rackets in the downtown area made that<br />

regi<strong>on</strong> of the city more secure for shoppers even as entry<br />

into particular poor communities remained restricted.<br />

Embassy in Kingst<strong>on</strong> indicated that high-ranking city<br />

officials in Kingst<strong>on</strong> actively worked with gang leaders<br />

to provide security in commercial areas of the city. 41<br />

Criminal organizati<strong>on</strong>s became more heavily involved in<br />

c<strong>on</strong>tracting, providing services to both government and<br />

private enterprises. At the same time <strong>on</strong>going political<br />

c<strong>on</strong>flict, especially in eastern Kingst<strong>on</strong>, c<strong>on</strong>tinued to create<br />

intense divisi<strong>on</strong>s and restrict movement. C<strong>on</strong>flict between<br />

smaller criminal organizati<strong>on</strong>s associated with efforts to<br />

gain m<strong>on</strong>ey through the myriad of micro-level extorti<strong>on</strong><br />

schemes operated throughout the city, and other smallscale<br />

criminal activity c<strong>on</strong>tributed to <strong>on</strong>going violence<br />

and exploding homicide rates that politicians had little<br />

ability to manage. On the positive side, the increasing depoliticizati<strong>on</strong><br />

of the police and of violence in general led<br />

to more peaceful electi<strong>on</strong>s. Unfortunately, however, the<br />

<strong>on</strong>going dependence of politicians <strong>on</strong> local area leaders,<br />

many of whom also c<strong>on</strong>trol gangs, for turning out votes<br />

and securing polling places in many parts of the city has<br />

prevented deeper reforms.<br />

Unlike Kingst<strong>on</strong>, there is less evidence of str<strong>on</strong>g politicalterritorial<br />

gang ties in M<strong>on</strong>tego Bay. With <strong>on</strong>ly 100,000<br />

inhabitants, M<strong>on</strong>tego Bay has <strong>on</strong>ly a fracti<strong>on</strong> of the<br />

populati<strong>on</strong> of the Kingst<strong>on</strong> Metropolitan Area and, perhaps<br />

more importantly, the city <strong>on</strong>ly really began to grow in the<br />

1980s, well after the establishment of the principal political<br />

gangs in Kingst<strong>on</strong>. M<strong>on</strong>tego Bay, as a result, does not have<br />

the same history of party aligned garris<strong>on</strong> communities. In<br />

recent years however, a number of territorial gangs have<br />

emerged to dominate the proliferating shantytowns in<br />

M<strong>on</strong>tego Bay. Of particular importance here is the St<strong>on</strong>e<br />

Crushers gang that plays important roles in internati<strong>on</strong>al<br />

drug trafficking. This organizati<strong>on</strong> has c<strong>on</strong>solidated a<br />

degree of power in the St. James Parish since 2000 as its<br />

leaders have violently pursued other gangs and gained<br />

c<strong>on</strong>trol of a sizable porti<strong>on</strong> of the local extorti<strong>on</strong> market.<br />

Pre-existing gang c<strong>on</strong>flicts had driven many gang<br />

members abroad in the 1990s, creating a solid internati<strong>on</strong>al<br />

distributi<strong>on</strong> network for members of this gang. 43<br />

Organized crime has a different history in the less densely<br />

populated western half of <str<strong>on</strong>g>Jamaica</str<strong>on</strong>g>. Large-scale criminal<br />

operati<strong>on</strong>s emerged historically out of much looser<br />

c<strong>on</strong>figurati<strong>on</strong>s with independent operators undertaking<br />

drug trafficking activities that dominated many elements<br />

of the underground ec<strong>on</strong>omy in the regi<strong>on</strong>. Specific<br />

individuals might grow drugs, set up clandestine airfields,<br />

load drugs <strong>on</strong> airplanes, and transport them to the<br />

United States. The result was the emergence in western<br />

<str<strong>on</strong>g>Jamaica</str<strong>on</strong>g> of a less structured more entrepreneurial set of<br />

criminal enterprises in which legitimate business people,<br />

often from the middle and upper classes, engaged in<br />

internati<strong>on</strong>al drug trafficking. 42<br />
