Home Health Care Programs and Short Term Nursing Home Care.<br />

»» Screens all applicants for domestic violence, drug and/or alcohol<br />

abuse and disabilities.<br />

»» Refer individuals to <strong>the</strong> Domestic Violence Liaison, Certified Drug<br />

and Alcohol Abuse Counselor, Managed Care Enrollers, Community<br />

Resources Programs and <strong>the</strong> Social Security Administration.<br />

»» Refer individuals to <strong>the</strong> Child Support Unit to assist in establishing<br />

paternity, support or health insurance coverage.<br />

»» Opens Food Stamp cases and does separate determinations for<br />

Medicaid, for those not eligible for cash assistance. Makes referrals<br />

for child care and for o<strong>the</strong>r programs available in <strong>the</strong> community as<br />

appropriate.<br />

MEDICAL ASSISTANCE (MEDICAID) INTAKE<br />

This unit:<br />

»» Determines eligibility for various programs. These programs<br />

include <strong>the</strong> Medicare Savings Program, Breast and Cervical Cancer<br />

Program, Family Planning Benefits Program, Child Health Plus,<br />

Special Investigations Unit<br />

»» Front End Detection is a federally mandated process that relies on “indicators”<br />

(such as working off <strong>the</strong> books) to target applicants for Temporary Assistance,<br />

Medicaid and day care for an intensive review during <strong>the</strong> eligibility determination<br />

process before a case is opened and benefits are provided.<br />

»» The unit:<br />

»» Researches, secures and recovers appropriate assets from assistance recipients, including<br />

taking mortgages on real estate, placing liens on lawsuits, and filing claims<br />

against estates.<br />

»» Processes retroactive Supplemental Security Income benefits received, determining<br />

what can be retained as repayment of assistance.<br />

»» Arranges and pays for indigent burials.<br />

»» Determines and recovers overpayments from assistance recipients.<br />

»» Makes collateral contacts, performs computer reporting systems checks and<br />

makes field visits to assist workers in determining eligibility.<br />

»» Conduct fraud investigations on all cases referred by staff, and reports from <strong>the</strong><br />

public, of recipients fraudulently receiving benefits. The investigation may include<br />

field visits, obtaining collateral verification, reviewing computerized records, and<br />

interviews to determine if fraud was committed.<br />

»» Investigates any instance of fraud identified through <strong>the</strong> Automated Finger Imaging<br />

System (AFSI), which utilizes <strong>the</strong> latest technology to establish positive identifi-<br />
