A 2012 World Bank survey of 70 countries offers a distinct<br />

challenge <str<strong>on</strong>g>to</str<strong>on</strong>g> prop<strong>on</strong>ents of health equity. In c<strong>on</strong>trast<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> expert opini<strong>on</strong>s, populati<strong>on</strong>s within rich and poor<br />

countries tend <str<strong>on</strong>g>to</str<strong>on</strong>g> place higher priority <strong>on</strong> the quality<br />

and innovati<strong>on</strong> in health services, versus equity of access<br />

<str<strong>on</strong>g>to</str<strong>on</strong>g> said services. As the study authors put it, “Our results<br />

indicate that residents of these countries may not favour<br />

the prioritizati<strong>on</strong> of within-country health equality and<br />

fairness <str<strong>on</strong>g>to</str<strong>on</strong>g> the same degree as residents of high-income<br />

countries.” Populati<strong>on</strong>s seem <str<strong>on</strong>g>to</str<strong>on</strong>g> c<strong>on</strong>sider the quality of<br />

services available <str<strong>on</strong>g>to</str<strong>on</strong>g> those with greatest ability <str<strong>on</strong>g>to</str<strong>on</strong>g> pay a<br />

more important measure of society’s medical success than<br />

the equitable distributi<strong>on</strong> of those services.<br />

This tendency <str<strong>on</strong>g>to</str<strong>on</strong>g> evaluate the quality of medical services<br />

based <strong>on</strong> provisi<strong>on</strong> of high technology, versus equitable<br />

access <str<strong>on</strong>g>to</str<strong>on</strong>g> care, poses a tremendous challenge <str<strong>on</strong>g>to</str<strong>on</strong>g> global<br />

health advocates in regi<strong>on</strong>s hard hit by ec<strong>on</strong>omic<br />

recessi<strong>on</strong>. The perspective has l<strong>on</strong>g explained American<br />

public opini<strong>on</strong> surveys, which c<strong>on</strong>sistently find the<br />
