Doctor of Humanities (Honoris Causa)<br />
Francisco “Isko Moreno” Domagoso came from a poor family in Tondo, Manila. A<br />
product of the Manila public school system, he graduated from the Rosario<br />
Almario Elementary School and Tondo High School. He earned his Bachelor of Science<br />
in Management degree from the International Academy of Management and Economics<br />
and is now in his sophomore year at the Arellano University School of Law.<br />
In 1998, at the height of his showbiz career, Vice Mayor Isko Moreno started his<br />
political and public service advocacies. A 3-term councilor, he is now serving his last<br />
term as Vice Mayor of the City of Manila. He is also the incumbent President of the Vice<br />
Mayors’ League of the Philippines.<br />
As councilor, he authored pro-poor ordinances and resolutions focusing mainly<br />
on education, health and medical care, and housing.<br />
As presiding officer of the Sangguniang Panlungsod ng Maynila, he guided and<br />
steered the City Council to pursue a legislative agenda with the best interest of Manila<br />
and its citizens as its primordial consideration.<br />
Vice Mayor Isko Moreno’s major public service initiatives<br />
are focused to help the poor and the needy. Perhaps, the Office<br />
of the Manila Vice Mayor is the only office in the Philippines<br />
with a mini-pharmacy. Called BOTIKA NI ISKO, medicines<br />
and vitamins are given for free. He established ISCOM,<br />
a computer learning center in 9 sites, which have graduated<br />
over 12,000 students. His ISKOLAR NG BAYAN project provides<br />
free scholarships to poor but deserving students. Through his<br />
TRABAHO PARA SA MANILEÑO program, thousands were<br />
provided with local and overseas jobs. And to bring these<br />
services closer to the people, district offices were<br />
established.<br />
Through his efforts, a speech laboratory was set<br />
up at the Ramon Magsaysay High School; a computer<br />
laboratory was established at Mariano Marcos<br />
Memorial High School; and language laboratory<br />
will soon be put up at the Manila Science<br />
High School. These projects will enable<br />
both teachers and students to be<br />
more proficient in the English<br />
language and in Information<br />
Technology.<br />
