provincial and local level. Some of the major functions devolved to
provincial councils include internal law and order, implementation of
provincial economic plans, cooperative development and local
government. At the local level the municipal councils, urban councils
and pradeshiya sabhas are charged with the regulation and control of
all matters relating to public health, public utility services and
thoroughfares and generally with the protection and promotion of
the comfort, convenience and welfare of the people. The pradeshiya
sabhas also have some additional development responsibilities.
