Foreword<br />
Dear friends <strong>of</strong> <strong>the</strong> <strong>ITPCM</strong>,<br />
welcome, <strong>on</strong>ce again, to <strong>the</strong> traditi<strong>on</strong>al<br />
appointment with <strong>the</strong> newest issue <strong>of</strong> our<br />
Commentary, which this time is dedicated<br />
to <strong>the</strong> situati<strong>on</strong> in <str<strong>on</strong>g>Yemen</str<strong>on</strong>g>. This country<br />
perfectly represents many <strong>of</strong> <strong>the</strong> c<strong>on</strong>tradicti<strong>on</strong>s<br />
and challenges <strong>the</strong> people <strong>of</strong> <str<strong>on</strong>g>Yemen</str<strong>on</strong>g><br />
and <strong>the</strong> internati<strong>on</strong>al community are<br />
facing nowadays.<br />
<str<strong>on</strong>g>Yemen</str<strong>on</strong>g> has been attempting to start a<br />
democratic transiti<strong>on</strong> with <strong>the</strong> Government<br />
<strong>of</strong> Nati<strong>on</strong>al Unity under <strong>the</strong> leadership<br />
<strong>of</strong> President Abdrabuh Mansour<br />
Hadi, who came to power in an electi<strong>on</strong><br />
held in February 2012 following <strong>the</strong> wellknown<br />
street protests that led to <strong>the</strong> resignati<strong>on</strong><br />
<strong>of</strong> former President Ali Abdullah<br />
Saleh. The political transiti<strong>on</strong> in <str<strong>on</strong>g>Yemen</str<strong>on</strong>g><br />
will be inspired by <strong>the</strong> guiding principles<br />
<strong>of</strong> <strong>the</strong> Implementati<strong>on</strong> Mechanism Agreement,<br />
which has been brokered under <strong>the</strong><br />
so called Gulf Initiative. The new instrument<br />
in this framework, which has been<br />
assigned a crucial role in preparing <strong>the</strong><br />
ground for a new c<strong>on</strong>stituti<strong>on</strong> and prepare<br />
electi<strong>on</strong>s, is <strong>the</strong> Nati<strong>on</strong>al Dialogue C<strong>on</strong>ference.<br />
The NDC opened <strong>of</strong>ficially <strong>on</strong> 18<br />
March 2013, and c<strong>on</strong>stitutes a historical<br />
opportunity for finding, through a dialogue<br />
which must involve all <strong>the</strong> relevant<br />
stakeholders, effective soluti<strong>on</strong>s to <strong>the</strong><br />
political, social and ec<strong>on</strong>omic problems<br />
that <strong>the</strong> country has been struggling with<br />
for years. The importance <strong>of</strong> this C<strong>on</strong>ference,<br />
and <strong>the</strong> risks that <strong>the</strong>re might be<br />
forces interested in preventing <strong>the</strong> NDC<br />
to reach a positive c<strong>on</strong>clusi<strong>on</strong>, has been<br />
highlighted by <strong>the</strong> UN Security Council.<br />
In a presidential statement, <strong>the</strong> Council<br />
stated that <strong>the</strong> C<strong>on</strong>ference should be c<strong>on</strong>ducted<br />
in an “inclusive manner involving<br />
<strong>the</strong> full participati<strong>on</strong> <strong>of</strong> all segments <strong>of</strong><br />
<str<strong>on</strong>g>Yemen</str<strong>on</strong>g>i society, including representatives<br />
from <strong>the</strong> South and o<strong>the</strong>r regi<strong>on</strong>s, and <strong>the</strong><br />
full and effective participati<strong>on</strong> <strong>of</strong> youth<br />
and women”. Last week <strong>the</strong> UN Special<br />
Envoy for <str<strong>on</strong>g>Yemen</str<strong>on</strong>g>, Jamal Ben Omar, said<br />
that <strong>the</strong> situati<strong>on</strong> in <strong>the</strong> country remains<br />
fragile and that many tasks lie ahead for<br />
<strong>the</strong> transiti<strong>on</strong> to succeed. “While progress<br />
has been made and <strong>the</strong> transiti<strong>on</strong> remains<br />
largely <strong>on</strong> track, it is clear that <strong>the</strong>re has<br />
been active resistance to <strong>the</strong> transiti<strong>on</strong>”,<br />
Mr. Ben Omar commented, adding that<br />
“it is clear to whom <strong>the</strong>se are attributable<br />
to”.<br />
In this complex situati<strong>on</strong>, <strong>the</strong> internati<strong>on</strong>al<br />
community is requested to play an<br />
important role <strong>of</strong> watchdog to make sure<br />
that <strong>the</strong> Guiding principles <strong>of</strong> <strong>the</strong> implementati<strong>on</strong><br />
mechanism are respected and<br />
that <strong>the</strong> C<strong>on</strong>ference is carried out in a<br />
participatory and peaceful manner.<br />
Bey<strong>on</strong>d <strong>the</strong> political transiti<strong>on</strong>, <str<strong>on</strong>g>Yemen</str<strong>on</strong>g> -<br />
<strong>on</strong>e <strong>of</strong> <strong>the</strong> poorest countries in <strong>the</strong> Arab<br />
world - faces massive ec<strong>on</strong>omic and social<br />
challenges. UN-OCHA, <strong>the</strong> United Nati<strong>on</strong>s<br />
<strong>of</strong>fice that coordinates humanitarian<br />
affairs, estimates that almost half <strong>the</strong><br />
populati<strong>on</strong> does not have enough to eat.<br />
In some regi<strong>on</strong>s, every third child is malnourished.<br />
Officially, <strong>the</strong> unemployment<br />
rate is 35 percent, with <strong>the</strong> young generati<strong>on</strong><br />
<strong>the</strong> worst affected. There are also<br />
power blackouts that leave even <strong>the</strong> capital<br />
Sana’a without electricity for hours.<br />
The difficult issues <strong>the</strong> country has to<br />
face - from poverty and food insecurity<br />
to <strong>the</strong> risk <strong>of</strong> disaggregati<strong>on</strong>, from fighting<br />
terrorism to dealing with significant<br />
migrati<strong>on</strong>s and IDPS, from incredible<br />
internati<strong>on</strong>al pressure to <strong>the</strong> revitalizati<strong>on</strong><br />
<strong>of</strong> <strong>the</strong> ec<strong>on</strong>omy - are additi<strong>on</strong>al elements<br />
which c<strong>on</strong>tribute to make <strong>the</strong> whole<br />
situati<strong>on</strong> almost explosive if not managed<br />
properly. In this issue <strong>of</strong> our Internati<strong>on</strong>al<br />
Commentary <strong>the</strong> various c<strong>on</strong>tributors<br />
share <strong>the</strong>ir knowledge to explain <strong>the</strong><br />
existing situati<strong>on</strong>, <strong>the</strong> political and legal<br />
implicati<strong>on</strong>s <strong>of</strong> <strong>the</strong> possible soluti<strong>on</strong>s and<br />
to suggest a few possible ideas <strong>on</strong> how to<br />
overcome <strong>the</strong> most dramatic and urgent<br />
problems.<br />
In additi<strong>on</strong>, you will find in <strong>the</strong> last pages<br />
<strong>of</strong> <strong>the</strong> Commentary some basic info about<br />
<strong>the</strong> next Courses we will be running in<br />
<strong>the</strong> framework <strong>of</strong> <strong>the</strong> Internati<strong>on</strong>al Training<br />
Program for C<strong>on</strong>flict Management<br />
<strong>of</strong> <strong>the</strong> <strong>Scuola</strong> <strong>Superiore</strong> Sant’Anna. Feel<br />
free to share <strong>the</strong> info with your colleagues/<br />
friends who might be interested in attending<br />
any <strong>of</strong> <strong>the</strong>se. As you will notice, we<br />
are undergoing a major effort to increase<br />
<strong>the</strong>ir number and scope, to c<strong>on</strong>tinuously<br />
update <strong>the</strong>ir c<strong>on</strong>tent and to <strong>of</strong>fer courses<br />
dealing with new issues that are becoming<br />
more and more relevant.<br />
