It is founded on health-related rights and obligations and has great potential to improve population health and equity. However, incorporating health into policies across sectors is often challenging and even when decisions are made, implementation may only be partial or unsustainable. This volume aims to improve understanding of the dynamics of HiAP policy-making and implementation processes. Nevertheless, this process of understanding the effects of other policies on health is a vital one, as the impact of other areas of European action on health is in many ways larger than the impact of the EU’s actions that have health as a specific objective.
