CLOSURE OF FIRE PROTECTION EXEMPTION DATABASE<br />

The purpose <strong>of</strong> this memorandum is to document the closure to Task 7, “<strong>Exemption</strong> <strong>Database</strong>,”<br />

<strong>of</strong> SECY-08-0171, “Plan for Stabilizing <strong>Fire</strong> <strong>Protection</strong> Regulatory Infrastructure.” The<br />

Government Accountability Office (GAO) Report 08-747, “Nuclear Safety: Nuclear Regulatory<br />

Commission’s Oversight <strong>of</strong> <strong>Fire</strong> <strong>Protection</strong> at U.S. Commercial Nuclear Reactor Units Could Be<br />

Strengthened,” June 2008, included a recommendation to, “develop a central database for<br />

tracking the status <strong>of</strong> exemptions.” The Chairman responded regarding the GAO report in a<br />

letter to Congress dated, September 11, 2008, committing to, “develop a centralized database<br />

<strong>of</strong> fire protection exemptions for operating nuclear reactors.” The staff has completed<br />

Commission commitment, “Developing guidelines for updating this exemption database” for<br />

Task 7.<br />

Enclosure 1 <strong>of</strong> this memorandum outlines activities that the staff completed to close out Task 7.<br />

As described in Enclosure 1 <strong>of</strong> this memorandum, the database was created and put in<br />

Agencywide Documents Access and Management System (ADAMS) December 2009, located<br />

at ML093560120. For convenience, Enclosure 2 <strong>of</strong> this memorandum is the updated exemption<br />

database. A link to the exemption database can be found on the external fire protection<br />

webpage located at ‘http://www.nrc.gov/about-nrc/fire-protection.html’.<br />

Having exemption documents in ADAMS makes the exemption information available both to the<br />

regional and site inspectors and also to public stakeholders. <strong>Exemption</strong>s for decommissioned<br />

plants were not included in the database. The <strong>Fire</strong> <strong>Protection</strong> Stabilization Plan will be updated<br />

during its next revision to show this task as completed.<br />
