A PARTNERSHIP SUPPORTING<br />
GROWTH AND DEVELOPMENT IN<br />
PAPUA NEW GUINEA<br />
The partnership between APTC and Port Moresby Technical College is<br />
not just about increasing the quality of training and the capability of<br />
graduates, it is also about upgrading infrastructure, funding utility and<br />
communication costs, refurbishing trade facilities, managing assets and<br />
establishing new training facilities.<br />
The partnership between Port Moresby<br />
Technical College (POMTECH) and APTC was<br />
established in 2008 and was extended in 2011<br />
for another four years.<br />
As part of the partnership, the advanced<br />
training facilities established by APTC at<br />
POMTECH are increasing the capacity of<br />
trainers and the number of graduates with<br />
internationally recognised TVET qualifications.<br />
POMTECH is the largest and longestoperating<br />
technical institution in Papua New<br />
Guinea (PNG). The PNG government currently<br />
contributes funding towards seven technical<br />
colleges (national institutions) and 132 vocational<br />
training centres (provincial institutions) across<br />
PNG. 10 However, without this partnership with<br />
APTC, POMTECH would not have been able to<br />
improve operations and resources.<br />
Allan Tira, POMTECH Principal, is grateful<br />
for assistance from APTC to upgrade technical<br />
skills and infrastructure. Allan believes that<br />
these improvements have raised the status of<br />
the college and helped it to become a highly<br />
regarded national institution.<br />
“Even our stakeholders from the industry -<br />
mostly in motoring, building and construction -<br />
who have employed our graduates in the past<br />
are starting to show their support by sponsoring<br />
and sending back those very graduates to<br />
undergo the APTC training, seeing it is world<br />
class,” says Allan.<br />
APTC also assisted in the design of the new<br />
National Automotive Training Centre, which is<br />
important for raising the training status so more<br />
industry clients consider the college for their<br />
employee training.<br />
Allan is excited that this centre is one of the<br />
best in the country, which means more people<br />
from industries across PNG can come and<br />
upgrade their skills.<br />
With an investment of funds over a four-year<br />
period, APTC has enabled new machinery to<br />
be fitted into the fabrication and welding and<br />
the fitting and machining facilities, as well as<br />
running operation training for the computerised<br />
machines.<br />
Some of the trainers from other TVET<br />
institutions coming to POMTECH have minimal<br />
or no knowledge of how to operate heavy<br />
machinery. With the APTC training, they can<br />
develop these skills by learning how to use the<br />
latest machinery.<br />
APTC Country Manager, Trevor Birney,<br />
believes that the APTC trade qualifications also<br />
allow trainers from other TVET institutions to<br />
upgrade their technical skills to meet current<br />
industry standards and practices using the<br />
latest technology.<br />
The campus is also the only college in the<br />
Pacific region where electrical trade workers<br />
can attain Certificate III in Electrotechnology<br />
Electrician.<br />
When PNG and Australia signed the PNG-<br />
Australia Partnership for Development in Niue<br />
in 2008, the Australian Government made a<br />
commitment towards greater cooperation with<br />
PNG to assist with development priorities.<br />
The support by Australia for PNG’s private<br />
sector led growth in PNG by improving the<br />
environment for business; supporting rural<br />
livelihoods and income-generating opportunities<br />
