to the hazard of aerial collision to bring<br />
these into line with other technical aviation<br />
problems, such as the risk of simultaneous<br />
engine failure and the like. For<br />
why should the collision risk be treated<br />
irrationally, whilst all other fiying risks<br />
are handled on a proper scientific basis?<br />
This highly technical task has been<br />
undertaken by our Airways Committee<br />
under the Chairmanship of Capt.<br />
H. C. N. Goodhart, R.N., whose achievements,<br />
including the invention of the<br />
mirror landing system adopted by the<br />
Navy for Aircraft Carrier landings,<br />
makes his authoritative standing impeccable.<br />
Your attention is particularly<br />
drawn therefore to the report of his<br />
Committee, printed on page 79.<br />
We are not attacking A,T.C. as such,<br />
but simply advocating that it should be<br />
applied only where and to the degree that<br />
it is shown to be necessary.<br />
Unless our National policy is revised,<br />
an eminent U.S. authority has written:<br />
" You will continue to have an industry<br />
devoted largely to a handful of aeroplanes<br />
and airline pilots. The comparatively<br />
few people you have involved in<br />
this industry will certainly have achieved<br />
a high level of safety - simply by keeping<br />
British Civil Aviation hamstrung to<br />
the point where it can barely exist. It is<br />
because of this philosophy, incidentally,<br />
that what we call General Aviation in<br />
the United States cannot possibly exist<br />
in the U.K. ..."<br />

A year ago we were faced with a<br />
large increase in running costs, due to<br />
the necessity of taking on more expensive<br />
offices following the closing of Londonderry<br />
House, and the general growth of<br />
work arising from the continual expansion<br />
of <strong>Gliding</strong>.<br />
It was extremely difficult to budget for<br />
this new situation, but we asked for increases<br />
of subscriptions and other<br />
charges, and in the result this has worked<br />
Qut very well.<br />
The form of presentation of our Accounts<br />
has been simplified and brought<br />
up-to-date, and it wiII be seen that we<br />
are in a satisfactory position. This coming<br />
year also presents its difficulties, not<br />
least of which is the fact that. at the time<br />
of writing, the costs of our entry to the<br />
<strong>1963</strong> World Championships in Argen,tille<br />
being much higher than usual, contrIbutions<br />
have consequently fallen so sliDrt<br />
of requirements that practically ~ dur<br />
special reserves fr'Om past years bUilt up<br />
for this purpose wiII be absorbed. The<br />
Council decided that we must nevertheless<br />
field our full team as usual, but our<br />
1965 entry wilt probably present us with<br />
serious financial problems.
