REPORT FROM: June 21-22, 2013<br />

<strong>CSHA</strong> <strong>Board</strong> Meeting<br />

One of the highlights of the June board meetings<br />

is always the presentation, discussion, and approval of<br />

the budget. This year, it was no different; however,<br />

the fiscal committee met the day prior to the board<br />

meeting. In order to make the work of this committee<br />

happen with efficiency, thoroughness, and attention<br />

to detail, a lot of preparation work had to be done<br />

behind the scene. Gratitude goes to the following for<br />

completing a lion’s share of the work up front: District<br />

Directors for submitting timely budgets, Beth Nishida,<br />

outgoing Treasurer and Commissioner on Association<br />

Services and Linda Pippert, current <strong>CSHA</strong> Treasurer,<br />

Ken Flatting, <strong>CSHA</strong> Accountant/Consultant, and most<br />

of all to the <strong>CSHA</strong> office staff, Kim, Heather, and<br />

Barbra without whom the committee may have taken<br />

days to sort, review, and develop a proposed budget.<br />

The budget presented to the board was unanimously<br />

approved.<br />

By way of brief review, the 2013 <strong>CSHA</strong> convention<br />

was held at the beautiful Long Beach Convention Center.<br />

I thanked everyone who made the <strong>CSHA</strong> 2013 Annual<br />

Convention such a wonderful, memorable event. Barbra<br />

O’Hara, Heather McGuire, Kimberly Swenson, Ben<br />

Viernes, Diane Blevins, Darlene Hopkins, Darla Hagge<br />

and Candace Vickers spent countless hours planning<br />

and organizing the convention programs and events,<br />

as well as overseeing the operations at the convention.<br />

The hard work of all involved, including the positive<br />

responsiveness of the attendees, presenters and the<br />

exhibitors, made this convention a huge success. The<br />

<strong>CSHA</strong> Operations, Social and Program Chairs and<br />

various committees worked countless hours to make<br />

this convention a success. In addition, I again, thanked<br />

the <strong>CSHA</strong> Office Staff for all of their hard work<br />

addressing the various needs of the convention. As<br />

the work of organizing a convention of this magnitude<br />

would be daunting to most, appreciation is the least we<br />

can afford.<br />

Finally, I thanked Dr. Paul Rau, ASHA Past<br />

President, who was our keynote speaker at our Opening<br />

Session as well as at various other events during the<br />

convention.<br />

Looking forward to the 2014 <strong>CSHA</strong> convention,<br />

we have a very talented team of volunteers making<br />

up our operations, program, and social committees.<br />

The chairs of these committees (Charlene Rau and<br />

Lindsey Jessup- Operations; Dan Phillips-Social;<br />

Nancy Robinson and Laura Epstein-Program) along<br />

with myself, the President-Elect, Dr. Debra Swain, the<br />

Commissioner on Professional Development, Kathy<br />

Little, <strong>CSHA</strong> Administrative Director, Barbra O’Hara,<br />

and Administrative Assistant, Heather McGuire will<br />

be meeting in August to complete the Hilton San<br />

Francisco Union Square walk through and planning<br />

session. We have a lot of amazing program options to<br />

consider and review. More details will be forthcoming<br />

at the September <strong>Board</strong> Meeting.<br />

I reported that on April 26th, the California<br />

Association of Health Plans (CAHP) hosted a<br />

conference call with the DMHC (Department of<br />

Managed Health Care) regarding SB 946. <strong>CSHA</strong> and<br />

ASHA had many representatives on the call, including<br />

myself. It was a unique opportunity to be invited to the<br />

table in order to begin to be part of the discussion and<br />

share input regarding current assessment measures,<br />

identification of specific diagnosis, identification<br />

of criteria for treatment, and discussion of what is<br />

considered medically necessary in the absence of illness<br />

or injury, the independent medical review process, and<br />

transition from non-plan providers.<br />

I have also been working with <strong>CSHA</strong> advocate,<br />

William Barnaby, to provide comment to the<br />

Administrative Support and Regulation Adoption Unit<br />

of the California Department of Education regarding<br />

the Title 5 Code of Regulations relative to language<br />

supporting eligibility criteria as well as differentiating<br />

the term aide from assistant.<br />

As part of the agenda for this first board meeting<br />

of my presidency, I felt that it was important to begin<br />

a series of trainings for the board. We will be facing<br />

significant change, as Barbra O’Hara, <strong>CSHA</strong>’s one<br />

constant through the past 30 years, will be retiring in<br />

May. It is imperative that we usher in this transition<br />

through a system that is sustainable and reliable.<br />

Therefore, the board members each took time to review<br />

the Bylaws and Standing Rules of the organization.<br />

Each one of us reviewed our role on the board and<br />

what that meant relative to the flow of information and<br />

how our work is related to members as well as each<br />

other. After some study and discussion, each board<br />

member shared one or two activities that they would<br />

complete before the next board meeting. In doing this,<br />

we affirmed that we are all working to serve the goals<br />

and needs of the organization.<br />

I shared the following as focused goal areas for the<br />

organization:<br />

• Continue to focus on increasing membership<br />

• Continue building leadership capacity for the<br />

future of our organization<br />

• Address concerns and timely issues relating to<br />

“encroachment” through building capacity for<br />

teamwork and interagency collaboration<br />

• <strong>Board</strong> Training; specific and ongoing; referring<br />

to updated bylaws and standing rules<br />

• Update the <strong>CSHA</strong> website, making it more<br />

serviceable and user friendly.<br />

• Evaluate and update <strong>CSHA</strong> Strategic Plan<br />

• Put the “H” back in <strong>CSHA</strong>… (Or amplify it to a<br />

more discernible threshold)<br />

• Hiring, reorganization, and transitioning <strong>CSHA</strong><br />

office staff<br />

The <strong>CSHA</strong> board, in light of our goals, as well<br />

as structured input from the District Directors and<br />

Commissioners, will be working to update and build<br />

a new strategic plan by January of 2014. We will<br />

continue the process of training as an element of each<br />

board meeting.<br />

The <strong>CSHA</strong> board is a working body. Each<br />

individual on the board serves as either an elected or<br />

appointed volunteer leader. Through our discussion at<br />

this meeting it was clear that our commitment to each<br />

other is to make this work meaningful to the members.<br />

We recognize our responsibility as well as our privilege<br />

to serve. We also acknowledged the vast majority of<br />

<strong>CSHA</strong> volunteers who are not board members, who,<br />

by their devoted contribution to this organization as<br />

well as the profession, are building capacity through<br />

their leadership. I expressed amazement at the work of<br />

<strong>CSHA</strong> standing committees, and look forward to their<br />

continued contribution and enlightened conversations.<br />

I had a meeting with the new Editor-in-Chief,<br />

Nicole Godfrey in May, and immediately following our<br />

meeting, she began work to get the summer edition of<br />

the <strong>CSHA</strong> magazine out. The theme of this magazine is<br />

teamwork, following the lead of ASHA in highlighting<br />

inter-professional education and practice.<br />

Lastly, as part of this report to the members, I<br />

would like to express my sincere gratitude to Heather<br />

McGuire who filled in at this meeting for Barbra<br />

O’Hara at the last minute. Our sympathy and heart<br />

felt concern and care goes out to Barbra as her mother<br />

passed away the day prior to the board meeting. There<br />

was simply no way she would be able to participate<br />

with us at this meeting. What was one brief second<br />

of panic for me, though, was quickly alleviated. We<br />

experienced no loss of support or teamwork as Heather<br />

stepped up quickly and without reservation to provide<br />

the <strong>CSHA</strong> office report and respond to the needs of the<br />

board members. This certainly was a testament to the<br />

efficiency and collaboration that goes on behind the<br />

scenes in the <strong>CSHA</strong> office.<br />

Commission on Professional<br />

This commission is tasked to monitor activities<br />

of four ASHA liaison positions, SLPAHAD (Speech-<br />

Language Pathology & Audiology & Hearing Aid<br />

Dispensers), the Audiology Standing Committee, the<br />

Diversity Issues Committee, and three task forces.<br />

CA ASHA SEAL (State Education Advocacy<br />

Leader) - Holly Kaiser is learning her new responsibilities<br />

and responding to member’s questions. She<br />

will participate in a face-to-face meeting at the ASHA<br />

Schools Conference with ASHA representatives and<br />

SEALs from across the country.<br />

CA ASHA STAR (State Advocate for<br />

Reimbursement) – Shellie Bader is also learning her<br />

responsibilities, and initiating email correspondence<br />

with the ASHA STAR Network Executive Staff.<br />

With assistance from Kathleen Catterall, SMAC, she<br />

responded to an ASHA Network question sent to all<br />

STARs.<br />

CA ASHA SMAC (State Medicare Administrative<br />

Contractor) – Kathleen Catterall, who continues to<br />

serve in this position, reported on G Coding, Therapy<br />

Caps, and the California Hospital Association (CHA)<br />

Update on Skilled Nursing Reimbursement. This<br />

important information can be found in an email blast<br />

that has been sent from the <strong>CSHA</strong> Office.<br />

SLPAHAD (Speech-Language Pathology &<br />

Audiology & Hearing Aid Dispensers) – Dr. Patti<br />

Solomon-Rice reports to the <strong>CSHA</strong> <strong>Board</strong>. The outcome<br />

of the Sunset Review is SB306 Price Sunset Bill which<br />

results in the SLPAHAD <strong>Board</strong> continuing to regulate<br />

the three professions in the current configuration.<br />

Audiology Standing Committee – Susan Clark,<br />

Chair, is in the process of reorganizing the committee<br />

to be prepared for member questions that may arise.<br />

Diversity Issues Committee – Sandy Gaskell<br />

& Pam Norton, Co-Chairs, along with members of<br />

<strong>CSHA</strong> <strong>Board</strong> <strong>Highlights</strong> u April 2013<br />

the committee have published an outstanding online<br />

newsletter which has been distributed to <strong>CSHA</strong><br />

members via two email blasts. The newsletter can be<br />

accessed via the following link http://old.csha.org/<br />

diversity.cfm . The 100-Word Glossary Project is only<br />

one of the projects currently in progress. The goal is<br />

“ to provide basic vocabulary in multiple languages<br />

to communicate vital concepts regarding health and<br />

communicative disorder issues”. Four languages are<br />

currently in the data base and three others are being<br />

discussed. The Glossary is expected to be available on<br />

the Diversity Issues Committee Website by the end of<br />

2013.<br />

Early Intervention Task Force – Nancy Robinson,<br />

Chair, states the purpose “is to define the issues of<br />

service delivery in EI…and to develop a position paper<br />

that will serve as guidelines”.<br />

Literacy Task Force - The Role of the School-<br />

Based SLP – Holly Kaiser, Chair, reports the plan is<br />

to create a “user-friendly, application oriented position<br />

paper … in support of the foundational language<br />

intervention needed for reading and writing”.<br />

THEREFORE BE IT RESOLVED that this Task<br />

Force be disbanded and these concerns be addressed<br />

through the Commission on Professional Services in LP<br />

– Other issues brought up by Rosemary Scott,<br />

Secretary of the <strong>Board</strong>, were updating the Speech-<br />

Language Pathology and Hearing Aid Dispensers<br />

<strong>Board</strong> (SLPAHADB) language regarding 100 hours<br />

of supervised practicum and supervision requirements.<br />

Bill Barnaby, Jr. Legislative Advocate, said that he<br />

will ask Annemarie DelMugnaio, Executive Director<br />

of the state licensing board. Rosemary also asked about<br />

uniformity of protocol regarding confidentiality among<br />

university programs for students to observe/volunteer.<br />

Steve Paulson, director-elect District 6, said that he did<br />

not know of any uniform policy.<br />

Workload-Caseload Task Force – Christina<br />

LeRoy, Chair is in the process of organizing the<br />

committee.<br />

DRDP – The <strong>CSHA</strong> <strong>Board</strong> voted to disband the<br />

task force previously created. This commission will<br />

research and monitor this issue.<br />

ABSTRACT: At the March 2013 <strong>CSHA</strong> <strong>Board</strong> Meeting,<br />

to address SLP concerns regarding administration/<br />

completion of the DRDP by SLPs for preschool-aged<br />

children receiving speech/language services but not<br />

enrolled in a special education preschool setting.<br />
