• Covering <strong>of</strong> approximately 2.5 acres <strong>of</strong> the site, including the area just west <strong>of</strong> the Axton<br />
Cross building and areas near the other on-site buildings, with a soil cover<br />
• Implementation <strong>of</strong> institutional controls to include an environmental easement.<br />
• Development and implementation <strong>of</strong> a site management plan.<br />
• A periodic certification <strong>of</strong> the institutional and engineering controls.<br />
The selected remedy, discussed in detail in Section 8, is intended to attain the remediation goals<br />
identified for this site in Section 6. The remedy must conform with <strong>of</strong>ficially promulgated<br />
standards and criteria that are directly applicable, or that are relevant and appropriate. The<br />
selection <strong>of</strong> a remedy must also take into consideration guidance, as appropriate. Standards,<br />
criteria and guidance are hereafter called SCGs.<br />
SECTION 2: SITE LOCATION AND DESCRIPTION<br />
The <strong>Three</strong> <strong>Star</strong> <strong>Anodizing</strong> Site is approximately 8.5 acres within the Market Street Industrial<br />
Park in a suburban area <strong>of</strong> the Village <strong>of</strong> Wappingers Falls, Dutchess County. The site consists<br />
<strong>of</strong> several buildings, remnants <strong>of</strong> destroyed buildings, weathered paved parking areas and access<br />
roadways. (Figures 1 and 2) The site is located on the south bank <strong>of</strong> Wappinger Creek<br />
approximately 1.5 miles up stream from the Hudson River.<br />
The adjacent Wappingers Creek has an approximate four foot tidal cycle that has significant<br />
impact on the site groundwater. The site topography is mostly level with surface drainage and<br />
general groundwater migration in the direction <strong>of</strong> the creek and lagoon to the north and west.<br />
The depth to groundwater ranges from three to fourteen feet below the ground surface.<br />
The depth to bedrock significantly varies from one foot below the surface grade (bsg) in the<br />
manufactured gas plant (MGP) area, to more then 60 ft bsg in the southern portion <strong>of</strong> the site.<br />
Bedrock is at least 40 ft bsg throughout most <strong>of</strong> the site.<br />
Most <strong>of</strong> the overburden is sand with some gravel. The overburden consists <strong>of</strong> various depths <strong>of</strong><br />
natural fill that consists <strong>of</strong> silt, sand and gravel. Wastes from the MGP process, cinders, slag,<br />
coke and brick fragments, were used as fill along the creek.<br />
A dense organic clay that ranges from 0.4 ft thick to 2.1 ft is present within the upper 5 ft <strong>of</strong> the<br />
native material on the south and west portions <strong>of</strong> the main site. The organic clay layer was not<br />
observed on the MGP area.<br />
Operable Unit (OU) No. 1, which is the subject <strong>of</strong> this document, consists <strong>of</strong> the entire upland,<br />
on-site area and excludes the <strong>of</strong>f-site Wappinger Creek. An operable unit represents a portion <strong>of</strong><br />
the site remedy that for technical or administrative reasons can be addressed separately to<br />
eliminate or mitigate a release, threat <strong>of</strong> release or exposure pathway resulting from the site<br />
contamination. The remaining operable unit for this site is the site-related impacts to the<br />
Wappingers Creek. Investigations <strong>of</strong> the Wappingers Creek has found significant metals<br />
contamination in the creek sediment.<br />
A subsequent investigation <strong>of</strong> creek biota directed by the Department’s Division <strong>of</strong> Fish,<br />
Wildlife and Marine Resources found that the concentrations <strong>of</strong> mercury and other metals were<br />
