(<strong>Research</strong> <strong>and</strong> Innovation)<br />

I am delighted to welcome readers to our annual<br />

reports from <strong>University</strong> <strong>of</strong> <strong>Ulster</strong> <strong>Research</strong> Institutes.<br />

We have had an excellent year marked by great<br />

achievements in recruiting superb <strong>research</strong>ers to<br />

academic <strong>and</strong> <strong>research</strong> posts, attracting external<br />

income <strong>and</strong> completing work that has led to highly<br />

prestigious papers, books <strong>and</strong> other outputs. There<br />

has been a very strong flow <strong>of</strong> <strong>research</strong> findings as<br />

new disclosures to our Office <strong>of</strong> Innovation. These are<br />

being managed as promising new intellectual property<br />

<strong>and</strong> that Office also ensures that the expertise <strong>of</strong> our<br />

staff is accessed by external organisations through<br />

consultancy contracts. Overall our Institutes provide<br />

high quality <strong>research</strong> environments that are strongly supportive <strong>of</strong> <strong>research</strong>. Our<br />

achievements point to improved <strong>research</strong> capacity <strong>and</strong> capability amongst the<br />

<strong>University</strong>’s staff – the best possible training environments for our increasing<br />

number <strong>of</strong> <strong>research</strong> students. We are very proud <strong>of</strong> every student who graduates<br />

with a doctoral degree <strong>and</strong> delighted that our statistics for successful completion<br />

rank very highly in UK national comparisons.<br />

This past year was marked by final preparations for the forthcoming UK <strong>Research</strong><br />

Assessment Exercise (RAE). The work to be submitted for RAE has been underway<br />

since 2001, so some <strong>of</strong> it is detailed in the current Annual Reports. The <strong>University</strong><br />

is proud <strong>of</strong> the quality <strong>of</strong> its RAE submission <strong>and</strong> looks forward confidently to the<br />

announcement <strong>of</strong> outcomes at the end <strong>of</strong> 2008.<br />

The enhanced <strong>research</strong> performance <strong>of</strong> recent years is in line with that planned<br />

for in our Strategy <strong>and</strong> Action Plan for <strong>Research</strong>, <strong>Research</strong> Training <strong>and</strong> Innovation,<br />

entitled SUPPORTIVe 1 . Developed through comprehensive, university-wide<br />

consultation, SUPPORTIVe articulates our commitment to ensuring that <strong>research</strong><br />

at the <strong>University</strong> <strong>of</strong> <strong>Ulster</strong> fully supports our goals summarized as ‘excellence,<br />

innovation <strong>and</strong> regional engagement’.<br />

I commend this report to you as a demonstration that <strong>University</strong> <strong>of</strong> <strong>Ulster</strong><br />

<strong>research</strong> ranks proudly amongst UK institutions; documents, analyses <strong>and</strong> shapes<br />

the modern Northern Irel<strong>and</strong> <strong>and</strong> attracts international recognition <strong>and</strong> awards.<br />

<strong>Research</strong> Institute Director<br />

Much <strong>of</strong> the activities recorded in this Annual Report<br />

were undertaken with the forthcoming submission<br />

date for the RAE very much in our consciousness.<br />

Nevertheless, as the report records it was an<br />

extremely productive year.<br />

Pr<strong>of</strong>essor Arthur Aughey continued his substantial<br />

contribution to the politics <strong>of</strong> these isl<strong>and</strong>s with a<br />

book entitled ‘The Politics <strong>of</strong> Englishness’ published<br />

by Manchester <strong>University</strong> Press. Pr<strong>of</strong>essor John<br />

Offer’s book ‘An Intellectual History <strong>of</strong> British Social<br />

Policy: Idealism versus Non-Idealism was published<br />

by the Policy Press <strong>and</strong> has received very positive reviews. Cathy Gormley-<br />

Heenan published her first book - ‘Political Leadership <strong>and</strong> the Northern Irel<strong>and</strong><br />

Peace Process published by Palgrave. Pr<strong>of</strong>essor Vani Borooah was elected a<br />

member <strong>of</strong> the Royal Irish Academy while Pr<strong>of</strong>essor Paul Carmichael became<br />

an Academician with the Academy <strong>of</strong> Learned Societies for the Social Sciences.<br />

Two further edited books appeared via Manchester <strong>University</strong> Press. ‘Pluralism<br />

<strong>and</strong> Devolution in Education in Northern Irel<strong>and</strong>’ co-edited by Osborne (with<br />

Hughes <strong>and</strong> Donnelly) <strong>and</strong> ‘Devolution <strong>and</strong> Constitutional Change in Northern<br />

Irel<strong>and</strong>’ edited by Carmichael, Knox <strong>and</strong> Osborne.<br />

Awards were received from ESRC, Leverhulme <strong>and</strong> the Nuffield Foundation<br />

as well as a variety <strong>of</strong> national <strong>and</strong> regional bodies. Major conferences were<br />

organised throughout the year <strong>and</strong> included a major seminar on Multiculturalism<br />

in Canada while this years Annual Lecture on the British Constitution produced<br />

an erudite <strong>and</strong> entertaining discourse by the Pr<strong>of</strong>essor Lord Norton <strong>of</strong> Louth. Dr<br />

Susan Hodgett continued our substantial initiative on Canadian Studies with core<br />

funding received for a second year. Additionally, one <strong>of</strong> our <strong>research</strong> students<br />

received support from the Foundation for Canadian Studies in the UK for his<br />

comparative Northern Irel<strong>and</strong> –Quebec study <strong>of</strong> <strong>social</strong> capital.<br />

The SPRI has managed to develop a vibrant <strong>research</strong> culture in a relatively short<br />

period <strong>of</strong> time where the <strong>Research</strong> Assessment Exercise has exerted a strong but<br />

not overwhelming influence. We try to remember that <strong>research</strong> as an activity that<br />

is about independent rigorous investigation, <strong>of</strong>ten given our orientation, towards<br />

analysing issues <strong>of</strong> concern to public <strong>policy</strong> <strong>and</strong> practice. To many SPRI members<br />

it is these applied concerns which motivate their <strong>research</strong>, especially within the<br />

context <strong>of</strong> an established devolved administration in Northern Irel<strong>and</strong>, rather<br />

than the somewhat artificial requirements <strong>of</strong> the RAE. Nevertheless, since UK<br />

universities receive their core <strong>research</strong> income through the RAE process, it is a<br />

process that must be effectively engaged with. It would seem that the next RAE<br />

will be based more on a model driven by measures <strong>of</strong> more direct relevance to<br />

science subjects. There must be a concern that the distinctive nature <strong>of</strong> <strong>social</strong><br />

science (the value <strong>of</strong> the <strong>research</strong> monograph, engagement with <strong>policy</strong> makers<br />

<strong>and</strong> practitioners etc) could lose ground. The role <strong>of</strong> rigorous Social Science<br />

<strong>research</strong> must remain a significant part <strong>of</strong> the total portfolio <strong>of</strong> <strong>research</strong> at the<br />

<strong>University</strong> <strong>of</strong> <strong>Ulster</strong> <strong>and</strong> in Northern Irel<strong>and</strong> as a whole.<br />

3. SOCIAL POLICY & SOCIAL WORK RESEARCH<br />

Social Policy, Policy Studies <strong>and</strong> Social Work<br />

Some <strong>of</strong> the highlights for this year included the publication <strong>of</strong> John Offer’s book<br />

An Intellectual History <strong>of</strong> British Social Policy: Idealism versus Non-Idealism (with a forward by Robert Pinker), The Policy<br />

Press, Bristol (2006), <strong>and</strong> which has received positive reviews. Roger Austin’s book “Re-connecting Young People in<br />

Northern Irel<strong>and</strong>’ published by Routledge has also received a warm welcome.<br />

Two edited books published by Manchester <strong>University</strong> Press also appeared. The first Pluralism <strong>and</strong> Devolution in Education<br />

in Northern Irel<strong>and</strong> was edited by Donnelly <strong>and</strong> McKeown (External) <strong>and</strong> Osborne while the other Devolution <strong>and</strong><br />

Constitutional Change in Northern Irel<strong>and</strong> was edited by Carmichael, Knox <strong>and</strong> Osborne. The latter volume drew on<br />

<strong>research</strong> funded by the ESRC’s Devolution <strong>and</strong> Constitutional Change Programme. Knox <strong>and</strong> Carmichael received a<br />

further ESRC award to evaluate the impact <strong>of</strong> their <strong>research</strong> on the Review <strong>of</strong> Public Administration. Carmichael <strong>and</strong><br />

Knox have a continued involvement with the processes <strong>of</strong> reforming public administration in Northern Irel<strong>and</strong>. During<br />

2006-07 Osborne was awarded a Leverhulme Trust Fellowship which enabled collaborative work on equality <strong>policy</strong> in<br />

Canada, Northern Irel<strong>and</strong> <strong>and</strong> Britain to be undertaken especially with Agocs (Western Ontario).<br />

The group participated fully in the new initiative in Canadian Studies (see below) with Acheson, Hodgett <strong>and</strong> O’Connor,<br />

being co-recipient <strong>of</strong> a Canadian Sustained Studies Award to investigate comparative aspects <strong>of</strong> multiculturalism in<br />

Northern Irel<strong>and</strong>, Britain <strong>and</strong> Canada.<br />

Two major conferences were organized in this period. The first was the final Northern Irel<strong>and</strong> seminar relating to<br />

the ESRC’s Devolution <strong>and</strong> Constitutional Change Progamme where papers summarizing the work on devolution in<br />

Northern Irel<strong>and</strong> were presented. The second conference was a collaborative seminar with the <strong>University</strong> <strong>of</strong> Staffordshire<br />

(supported by the Department for Employment <strong>and</strong> Learning, the Higher Education Authority (Dublin) <strong>and</strong> The Times<br />

Higher Education Supplement) <strong>and</strong> examined wider access policies in the four home UK countries <strong>and</strong> the Republic <strong>of</strong><br />

Irel<strong>and</strong>. For a listing <strong>of</strong> all speakers during the year see section 6.<br />

Social Work <strong>research</strong> continued around two key clusters: ‘Community Care’ <strong>and</strong> ‘Evidence Based Practice’ which is<br />

emerging as an exciting new focus for emerging work in relation to the effectiveness <strong>of</strong> <strong>social</strong> interventions <strong>and</strong> the<br />

systematic review <strong>of</strong> published <strong>research</strong>. This includes contributions from Duffy (management <strong>of</strong> r<strong>and</strong>omised controlled<br />

trials) <strong>and</strong> Taylor (searching <strong>of</strong> electronic databases <strong>and</strong> the application <strong>of</strong> <strong>research</strong> evidence in decision making). In<br />

November 2006 the Social Work group in SPRI sponsored a day conference with the South & East Belfast Health & Social<br />

Services Trust on the application <strong>of</strong> <strong>research</strong> in Social Work practice entitled: Enhancing Social Work: Innovative Approaches<br />

to Evidence Based Practice. The conference was attended by about 80 participants engagement with the topic.<br />

Canadian Studies <strong>Research</strong> Programme<br />

Since the establishment <strong>of</strong> the Programme in January 2006 there has been significant activity between SPRI staff <strong>and</strong><br />

Canadian colleagues. The Government <strong>of</strong> Canada has supported this work from its Canadian Studies Development<br />

Programme in 2006 <strong>and</strong> 2007. Four members <strong>of</strong> the <strong>research</strong> <strong>institute</strong> (Hodgett, Aughey, O’Connor <strong>and</strong> Acheson) also<br />

won the Government <strong>of</strong> Canada’s largest <strong>research</strong> grant, the Sustained Studies Award in Contemporary Canadian Issues<br />

for comparative <strong>research</strong> into Multiculturalism <strong>and</strong> Social Cohesion in Canada <strong>and</strong> the UK. This helped to establish<br />

excellent working relationships with academics from Canadian universities particularly Queen’s <strong>University</strong> Kingston<br />

(Policy Studies <strong>and</strong> Philosophy, Pr<strong>of</strong>essors’ Kymlicka <strong>and</strong> Banting), the <strong>University</strong> <strong>of</strong> Ottawa (Centre on Governance,<br />

Pr<strong>of</strong>essors’ Andrews, Paquet <strong>and</strong> Rocher) <strong>and</strong> York <strong>University</strong> (Politics, Pr<strong>of</strong>essor Leah Vosko).<br />

A number <strong>of</strong> publications have been undertaken on Canadian topics. Hodgett et al.’s (2007) book Doing Development<br />

Differently: Regional Development on the Atlantic Periphery was published by Cape Breton <strong>University</strong> Press. As well, she<br />

co-edited (with Dr. Steve Royle, QUB), a special issue <strong>of</strong> the British Journal <strong>of</strong> Canadian Studies (2007) 19:2 on Culture<br />

<strong>and</strong> Identity in Contemporary Canada including a contribution by the Chief Justice <strong>of</strong> Canada the Rt. Hon. Beverley<br />

McLachlin PC. Institute members have, on several occasions during this year, made contributions to Canadian journals<br />

<strong>and</strong> to the media across Canada.<br />

The Canadian Studies <strong>Research</strong> Programme has organised a number <strong>of</strong> conferences including a major event on Diversity,<br />

Multiculturalism <strong>and</strong> Immigration opened by the Canadian High Commissioner to the UK, H.E. Mr. Jim Wright, speakers<br />

included Will Kymlicka, Keith Banting <strong>and</strong> Francois Rocher. In February 2007 we co-organised a conference at the<br />

British Library on Area Studies <strong>and</strong> the Globalised World with contributions from Pr<strong>of</strong>essor Tony Giddens (LSE) <strong>and</strong><br />

John Ralston Saul. A further conference was held with Queen’s <strong>University</strong> Belfast on Challenges to Globalism. And, in<br />

September 2007, a keynote speaker to the Public Administration Committee Conference was the senior <strong>policy</strong> advisor<br />

to the Prime Minister <strong>of</strong> Canada 1993-2003, Mr. Edward Goldenberg.<br />

A number <strong>of</strong> Canadian Studies <strong>research</strong> seminars have also been held. Visiting speakers have included Pr<strong>of</strong>essor Ailsa<br />

Henderson (Wilfrid Laurier <strong>University</strong>), Pr<strong>of</strong>essor Mike Prince (<strong>University</strong> <strong>of</strong> Victoria) <strong>and</strong> Pr<strong>of</strong>essor Ralph Matthews<br />

(<strong>University</strong> <strong>of</strong> British Columbia). Finally, post graduate <strong>research</strong> has been a high priority <strong>of</strong> the Programme since its<br />

inception <strong>and</strong> in this regard we have been successful. The Foundation for Canadian Studies has awarded us scholarships<br />

to support Doctoral <strong>Research</strong> on Canada at <strong>University</strong> <strong>of</strong> <strong>Ulster</strong> <strong>and</strong> from this Jim McAteer was awarded the prestigious<br />

British Library, Eccles Centre, Postgraduate Award for his <strong>research</strong> on Canada.<br />

4. Politics & International Relations <strong>Research</strong><br />

During this year the Politics group in SPRI achieved some notable publications. Cathy Gormley-Heenan’s first book,<br />

Political Leadership <strong>and</strong> the Northern Irel<strong>and</strong> Peace Process, was launched at No Alibi’s bookshop in Botanic Avenue, Belfast<br />

in December 2006. The book was published by Palgrave-Macmillan as part <strong>of</strong> the St. Antony’s College - Oxford series <strong>and</strong><br />

was formally launched by our former colleague, Pr<strong>of</strong>essor Moncia McWilliams, Chief Commissioner <strong>of</strong> the Northern<br />

Irel<strong>and</strong> Human Rights Commission. (Photo attached)<br />

Cathy has received numerous awards <strong>and</strong> commendations for her teaching, which is heavily influenced by her <strong>research</strong><br />

agenda. She has been awarded the new entrants prize in the Political Studies Association’s (PSA) Bernard Crick Awards<br />

for Outst<strong>and</strong>ing Teaching in 2006, was commended in the European Political Science Network’s Innovative Teaching<br />

Awards in 2007, <strong>and</strong> has also been awarded the <strong>University</strong> <strong>of</strong> <strong>Ulster</strong>’s Distinguished Teaching Fellowship Award in 2007.<br />

Arthur Aughey’s book The Politics <strong>of</strong> Englishness was published by Manchester <strong>University</strong> Press in April 2007. This book<br />

forms part <strong>of</strong> a larger <strong>research</strong> agenda on the place <strong>of</strong> Engl<strong>and</strong> within the new devolved United Kingdom <strong>and</strong> developed<br />

some <strong>of</strong> the arguments outlined briefly in ‘The Challenges to English Identity’ in R. Hazell (ed) The English Question<br />

Manchester: Manchester <strong>University</strong> Press (2006), 45-63. He was convenor <strong>and</strong> chair <strong>of</strong> plenary session on ‘Englishness<br />

as Ideology’ at the International Conference on Political Ideologies, <strong>University</strong> <strong>of</strong> Liverpool, 4-6 July 2007. For the<br />

period March-June 2007, he was in receipt <strong>of</strong> a British Academy small grant for <strong>research</strong> on the Campaign for an English<br />

Parliament <strong>and</strong> this has been written up as an article for Nations <strong>and</strong> Nationalism.<br />

Aughey has been involved concurrently in a large <strong>research</strong> project, funded by the Nuffield Foundation <strong>and</strong> coordinated by<br />

the Constitution Unit at <strong>University</strong> College London, which is looking at the potential trajectories <strong>of</strong> British constitutional<br />

politics over the next decade. He presented a paper on ‘The Future <strong>of</strong> Britishness’ at the project’s seminar series<br />

‘Constitutional Futures’ at the Constitution Unit, <strong>University</strong> College London in August 2007. His contribution has been<br />

worked into a full <strong>research</strong> paper which will appear in R Hazell (ed) Constitutional Futures 2 (Oxford <strong>University</strong> Press<br />

5. EDUCATION RESEARCH<br />

Considerable effort during this year was devoted to the Education submission to the RAE. Overall, thirteen scholars<br />

were returned <strong>of</strong> whom ten academics, ten are in the <strong>research</strong> <strong>institute</strong>. <strong>Research</strong> income over the period 2001 to<br />

2007 was £6,027,648; a total <strong>of</strong> 30.17 doctorates <strong>and</strong> 18.17 scholarships were awarded during that period. The UOA<br />

in collaboration with the UNESCO Centre mounted a popular seminar series featuring distinguished guests such as<br />

Marilyn-Cochrane Smith <strong>of</strong> Boston College, <strong>and</strong> Michael Woolcock <strong>of</strong> Harvard <strong>University</strong>.<br />

Some highlights <strong>of</strong> the year were the publication <strong>of</strong> Roger Austin’s book on E-Schooling <strong>and</strong> the continuation <strong>of</strong> the<br />

funding for his Dissolving Boundaries project; Lesley Abbott’s winning the Brian Simon Educational <strong>Research</strong> Fellowship<br />

from the British Educational <strong>Research</strong> Association, Linda Clarke’s ESRC meeting <strong>of</strong> Minds Fellowship (on Communities<br />

<strong>of</strong> Practice theory <strong>and</strong> Communal Constructivism), John Dallat’s consultancy on Teaching <strong>and</strong> Learning for the 21 st<br />

Century in Maynooth, the publication <strong>of</strong> Gerry McAleavy’s major project on Bullying, Alan McCully’s consultancy on the<br />

Rosalind Pritchard ran a conference for the British Association <strong>of</strong> International <strong>and</strong> Comparative Education (BAICE)<br />

in her capacity as Chair <strong>of</strong> BAICE. This conference on Diversity <strong>and</strong> Inclusion was mounted jointly with colleagues at<br />

Queen’s, <strong>and</strong> resulted in a guest-edited issue <strong>of</strong> the journal “Compare”.<br />

In the future, the UNESCO Centre will coordinate NI participation in the European Values Study (2008) <strong>and</strong> the<br />

International Civics <strong>and</strong> Citizenship Education Study (2009). Funding has already been secured for the establishment<br />

<strong>of</strong> an international development unit (DFID, £299k) which will support the extension <strong>of</strong> current EU <strong>research</strong> into<br />

education for reconciliation (in partnership with Save The Children <strong>and</strong> UNICEF).<br />

7. NEWS<br />

• February 2007 - Pr<strong>of</strong>essor Paul Carmichael, Head <strong>of</strong> the School <strong>of</strong> Policy Studies, was invited to become<br />

an Academician within the Academy <strong>of</strong> Learned Societies for Social Science. Pr<strong>of</strong>essor Carmichael has<br />

been Honorary Secretary <strong>of</strong> the Political Studies Association since 2000, the Vice Chair (Membership) <strong>of</strong><br />

the Public Administration Committee <strong>of</strong> the Joint <strong>University</strong> Council since 2005 <strong>and</strong> Visiting Scholar at<br />

the Humboldt <strong>University</strong> in Berlin. Previously, he served on the QAA Benchmarking panel for Politics <strong>and</strong><br />

International Relations.<br />

• April 2007 - A team from SPRI held a two day seminar with colleagues at the <strong>University</strong> <strong>of</strong> Ottawa on 2 <strong>and</strong><br />

3 April. The seminar was concerned with ‘the governance <strong>of</strong> the voluntary sector’ <strong>and</strong> involved Dr Susan<br />

Hodgett, Dr Nick Acheson <strong>and</strong> Pr<strong>of</strong> Bob Osborne <strong>of</strong> SPRI together with Pr<strong>of</strong> Gillies Paquet, Pr<strong>of</strong> Caroline<br />

Andrews, Ruth Hubbard, Monica Gattinger <strong>and</strong> Luc Juillet from Ottawa. Papers were given by Pacquet <strong>and</strong><br />

Hubbard <strong>and</strong> Hodgett <strong>and</strong> Osborne. Discussion <strong>and</strong> responses to each <strong>of</strong> the papers ensured a lively debate.<br />

Consideration is being given to further work. This visit was undertaken as part <strong>of</strong> the SPRI’s Canadian<br />

Studies activities. A number <strong>of</strong> other <strong>research</strong> contacts were made during the visit <strong>and</strong> it is anticipated that<br />

these will lead to further collaboration during 2007/08<br />

• June 2007 - Dr Deirdre Heenan, member <strong>of</strong> the Social & Policy <strong>Research</strong> Institute, has been awarded a<br />

distinguished 2006 National Teaching Fellowship. This prestigious award is an honour for Deirdre personally<br />

<strong>and</strong> brings distinction to the <strong>University</strong>.<br />
