Soldier Dies in<br />
Afghanistan<br />

OTTAWA – At approximately 4:00 p.m. Kandahar time,<br />
23 April 2009, a Canadian Forces member was found dead<br />
in her accommodation room, at Kandahar Airfield.<br />
Deceased is Major Michelle Mendes, based in Ottawa,<br />
Ontario.<br />
An investigation is ongoing to establish the circumstances<br />
of this incident. No further details are available at<br />
this time, although enemy action has been ruled out.<br />
Our thoughts are with the family and friends of our lost<br />
comrade. Our primary focus at this time is to provide the<br />
best possible support to the family of our soldier and to<br />
her colleagues.<br />
<strong>The</strong> immediate family of Major Mendes has no comment<br />
at this time. <strong>The</strong>y are asking that the media respect their<br />
privacy and they will provide a statement in due course.<br />

What is a Fire Ban<br />
A fire ban is an order issued by the provincial government<br />
to restrict the use of fire in areas of high hazard. <strong>The</strong> order<br />
describes what types of fire are allowed or may in fact entirely<br />
prohibit the use of any fire.<br />
As the wildfire hazard climbs in areas of the province, local<br />
wildfire management areas make recommendations to the Minister<br />
of Sustainable Resource Development to initiate an order<br />
to implement a fire ban. This is a tool to attempt to minimise the<br />
risk of accidental wildfires resulting from human activity. <strong>The</strong><br />
ministerial order is a temporary law in effect until it is revoked<br />
when the wildfire hazard has sufficiently lowered.<br />
What is an area closure<br />
An area closure is an order issued by the provincial government,<br />
which limits the traffic and activity in a designated area.<br />
Area closures are issued to protect public safety under extreme<br />
fire hazards to eliminate the concern of emergency evacuation<br />
in remote locations or concentrated areas of human activity.<br />
If the hazard continues to build to extreme levels the Minister<br />
may order an area closure for a particular area affected<br />
by the extreme hazard. This is a tool, which manages the<br />
number of people in a given area in the event that a wildfire<br />
threatens to burn the forest creating the need for emergency<br />
evacuation. <strong>The</strong> main focus of an area closure is public safety.<br />
Usually a fire ban comes into effect prior to an order for an area<br />
closure. A fire ban can exist in the same geographic location of an<br />
area closure. <strong>The</strong> fire ban is utilised to restrict the use of fire and<br />
the area closure is to restrict access. <strong>The</strong>se are both temporary<br />
laws in effect but are no guarantees against the start of wildfires.<br />
Wildfire prevention utilises education, engineering and to<br />
get its message out to the public. Increase public support is<br />
needed to help in the prevention of wildfires.<br />
<strong>The</strong>re are many factors to consider in revoking an order to<br />
allow the use of fire or access to an area. Present weather,<br />
forecasted weather, geographic location and accessibility to<br />
an area must all be considered prior to revoking an order.<br />

avril 2009, un membre des Forces canadiennes a été retrouvé<br />
sans vie dans sa chambre, à l’aérodrome de Kandahar.<br />
Le militaire décédé est Major Michelle Mendes, basée à<br />

Une enquête est présentement en cours afin de déterminer<br />
les circonstances qui entourent cet incident. Aucune autre<br />
