- open drug activity
- new shelter
- where will those folks move
- recycling depot is changing e.g. more chronic homeless
- Esquimalt is not equipped to deal with increased and/or high needs
social issues
- issues will move to Esquimalt Neighbourhood House – not equipped
and not the mandate. Children and families would be impacted”

4. Barriers
