RECOMMENDATIONS<br />

To the Government of Uganda<br />

Recognize the particular situation of<br />

perpetrators born into or who have been<br />

abducted and grown up in the LRA and<br />

other rebel groups in Uganda and devise a<br />

justice strategy appropriate to their complex<br />

political status.<br />

To Local Leaders<br />

Hold community based dialogues and<br />

discussions that sensitize concerned<br />

populations regarding complex political<br />

victims, and propose appropriate justice<br />

strategies based on consultation with<br />

affected persons.<br />

To Child Rights Advocates<br />

Recognize and address the challenge of<br />

complex political victims.<br />

To ICC<br />

Future investigations should consider the<br />

historical context in which crimes are<br />

committed in order to identify complex<br />

political victims.<br />

To Donors and UN Organizations<br />

Support the creation of a public debate on<br />

complex political victims such as popular<br />

media (radio, television, papers), community<br />

based dialogues and regional and national<br />

discussion forums.<br />

Support initiatives and programmes that<br />

will assist complex political victims in<br />

attaining justice, reconciliation and<br />

reintegration<br />
