Program Year 5 <strong>Action</strong> <strong>Plan</strong> Institutional Structure response:<br />
Monitoring<br />
Staff has established the following policies and procedures in which to utilize to monitor<br />
activities authorized under federal programs and to ensure long-term compliance with the<br />
provisions <strong>of</strong> those programs. As a method for making assessments, the performance<br />
standards under observation will serve to measure resources consumed, track the status <strong>of</strong><br />
projects, measure and compare accomplishments with projections, and provide methods for<br />
change and/or improvement, where needed.<br />
The <strong>City</strong> has a standard operating procedure as it relates to monitoring. The process for<br />
conducting monitoring is thoroughly addressed. On an on-going basis, we will continue to<br />
evaluate, revise, and implement schedules, timeframes, and monitoring tools which are<br />
consistence with the program overall goal and is appropriate for staff to undertake, given the<br />
capacity <strong>of</strong> the staff. The <strong>City</strong> will utilize appropriate measures including desktop reviews and<br />
financial reviews to assess performance. Periodic on-site reviews will also be conducted. The<br />
following aspects will be evaluated for performance indicators by examining and commenting<br />
