concept of significant threat to public safety.
Having satisfied that threshold determination and given the
manifest absence of anything amounting to a discharge plan or
appropriate and necessary community supports, our least restrictive and
least onerous alternative was to detain Ms. Aune in custody at FPH under
circumstances and conditions outlined in the presence of all parties and
counsel.
