-<strong>Topic</strong>: Responsibility to Act Against Terrorism<br />
Terrorism is defined as the use of violence and threats to intimidate or coerce, especially<br />
for political purposes. These threats and actions were seen throughout history such as on<br />
9/11/01, when members of Al-Qaeda sent four passenger planes into the two World Trade<br />
Centers in New York City. This topic of terrorism was called to the UN to form agreements and<br />
possible solutions against such attacks to make our world a safer and more peaceful place.<br />
Programs such as the International Convention for the Suppression of the Financing of Terror,<br />
which was developed on December 9 th , 1999 as the twelfth major attempt at identifying the<br />
source of terrorism so it may be suppressed and eliminated around the world. This is unlike<br />
many other programs because most programs make attempts to eliminate terrorism. The<br />
International Convention for the Suppression of the Financing of Terror focuses on preventing<br />
the funding of terrorism through the use of three strategies; requiring states to take steps to<br />
prevent the financing of terrorism either directly or indirectly. This convention also requires<br />
states to hold citizens that sponsor terrorism responsible for their crimes and provides for the<br />
identification and removal and stopping of all funds associated with terrorist activities.<br />
Canada feels that terrorism is a long term challenge that all nations of the world must<br />
come together and work to prevent and eliminate. There must be a constant and comprehensive<br />
internal response where all nations come to an agreement upon common goals and standards.<br />
Canada is an active participant in the global fight against terrorism by participating in<br />
conventions such as United Nations, G8, Asia-Pacific Economic Cooperation (APEC), the<br />
Organization of American States (OAS), the ASEAN Regional Forum (ARF), the North Atlantic
Treaty Organization (NATO), the Organization for Security and Cooperation in Europe (OSCE),<br />
the International Civil Aviation Organization (ICAO), the International Maritime Organization<br />
(IMO), and the World Customs Organization (WCO).<br />

Possible solutions to solve these problems are having more meetings with leaders of Al-<br />
Qaeda to come to a consensus on the limits a country may go in terms of nuclear development,<br />
research and construction. Canada also feels that troops should be sent in to seek out these<br />
terrorist groups via satellite and heat sensors (to detect human presence). These soldiers should<br />
be kept on radar and monitored incase of any attacks or detection of nuclear weapons.<br />
