Open to all crews, this award is designed to help one lucky<br />

crew to cover the cost of their ‘counsumables’ for the event –<br />

fuel, tyres, oil etc. It is open to any crew who carry the Inkjet<br />

Wholesale decals on their car during the event. The decals are<br />

to be located on each front door of the vehicle, as near as<br />

practicable below the event decal. Location may be varied on<br />

side of vehicle at the competitor’s discretion, as long as it<br />

remains clearly visible. Get your decals at book-in. Winner<br />

drawn at presentation after the event.<br />

<strong>SERVICE</strong> CREW INSTRUCTIONS<br />

WELCOME!<br />

From the Clerks of Course<br />

A warm welcome to the <strong>Bega</strong> <strong>Valley</strong> <strong>Rally</strong> 2013.<br />

Servicing will be carried out at two locations this year:<br />

• Opposite Edrom Road - it will be used twice (Service 1 and 3) by the crews in the Long Course as<br />

they fight out the 11 stages. It is located on the Princes Highway some 18km south of Eden.<br />

• Service 2 will be at a Princes Highway wayside stop at Genoa (43km south of Edrom Road)<br />

The Short Course competitors will visit each location for servicing, and their rally ends when they<br />

return to Edrom Road the second time, having completed eight special stages.<br />

Please exercise care and patience into and out of the service parks – 20km/h is the speed limit on<br />

the track between the highway and the service area at the Edrom Road service park.<br />

At the entrances/exits to both locations please take care with fast moving oncoming traffic – the<br />

speed limit is 100km/h – so give more than ample warning of your intentions by using your<br />

indicators.<br />

Please observe traffic regulations on the public roads – the Police are aware of the event, so assist<br />

us with community relations by ‘doing the right thing’.<br />

Catering will be available at Edrom Road service park courtesy, once again, of the Kiah Community<br />

Hall Committee – led by Joyanne McGovern. Although the ‘girls’ are doing this for their charity they<br />

are also breaking into their long weekend for our benefit. Note that there will be no catering at<br />

Genoa.<br />

Do take part in the gathering of crews and supporters and spectators at the start at the Snug Cove<br />

Wharf until you have to leave – the competitors will take almost two hours to get to the service<br />

area for the first time, whereas you will only need 30 minutes to get to the Edrom Road service park<br />

plus set up time. The cafes at the wharf will provide breakfast and refreshments, from 7:00am.<br />

We trust you will enjoy the event and your stay in Eden.<br />

<strong>SERVICE</strong> CREW CONDUCT<br />

Extract from the National <strong>Rally</strong> Code: Article 7.6 Service vehicles and crews:<br />

The following procedure provides for the control of service and support crews. This procedure is mandatory for all<br />

events of championship status and should also be applied in all events where the participation of such crews is planned<br />

or likely.<br />

(i) It is the responsibility of the Clerk of Course or his nominee to make provision for the movement of service vehicles,<br />

for the location of service areas throughout the event and for the control of service crews at such areas.<br />

(ii) Service vehicles and crews must be registered with the organisers prior to the start of the event. The registration<br />

form should be part of the entry form. The organisers shall supply to service crews suitable identification markings and<br />

these shall be exhibited on service vehicles throughout the event.<br />

(iii) It is generally recommended that the organisers plan the route of the event so that one suitable service point is<br />

provided approximately every 100km of the rally route.<br />

(iv) Service crews must be able to reach service areas by using only main or secondary roads which are not part of the<br />

rally route. The service areas should be located away from main or heavily trafficked roads.<br />

(v) Registered service crews shall be given a set of “Service Crew Instructions” which shall include a list of service areas<br />

together with the estimated time of arrival of the first competing vehicle at each such point and with the route to be<br />

used by service vehicles between service areas. A nominal charge may be made for such “Service Crew Instructions”<br />

and this charge may be payable with the entry fee.<br />

(vi) The service crew instructions should, where practical, be based on readily available commercial, Auto Club or oil<br />

company maps. They should not require any navigational skill from service crews. The use of ordinance map grid<br />

references to locate service areas is discouraged.<br />

(vii) The competitors’ route instructions must include the locations of all service controls. Competitors’ route<br />

instructions should not be issued to service crews.<br />

(viii) Supplementary Regulations may provide for stricter control of service crews. Service crews may be issued with<br />

control cards and be required to book in and out at service controls. Supplementary Regulations may also provide that<br />

competing crews may incur monetary penalties or such other penalties as may be deemed appropriate by the stewards,<br />

for the following offences:<br />

• a service crew member disobeying a reasonable request of an official;<br />

• a service crew member acting in a manner prejudicial to the interest of the sport;<br />

• obtaining assistance from unregistered service crew/s within normal service areas.<br />

The imposition of points penalties on competing crews for offences by service crews shall be made only where it can be<br />

proven to the stewards that such competing crews were directly responsible for the action of the service crews.<br />

(ix) Service crews must at all times obey the Road Traffic Regulations applicable to the event.<br />

(x) To discourage service crews from speeding during events:<br />

(a) service crews must comply with the relevant civil speed limits.<br />

(b) the Clerk of Course may impose lower speed restrictions than the civil limits where necessary to maintain good<br />

community relations.<br />

(c) detection of speeding must be carried out in a manner acceptable to the stewards. An official of the event such as a<br />

judge of fact must be present at the detection point<br />

(d) if speeding is reported by the police to the Clerk of Course or the stewards, the stewards may apply penalties as in<br />

(g) below provided the competitor is given the opportunity to first offer an explanation to the stewards.<br />

(e) the competing crew for which the service crew is registered is responsible for the payment of any fines imposed.<br />

(f) when a service crew is registered for more than one competitor, all such competitors are jointly and severally liable<br />

for payment of penalties in the event of default.<br />

(g) penalties applicable for service crews detected speeding during an event are:<br />

Service crews are advised that under Article 611.5 of the event’s Supplementary Regulations competing crews are<br />

responsible for the actions of the service crews and may be fined and/or excluded from the results, and will be<br />

responsible for paying any fines listed above which are incurred by service crews.<br />

ACTIVITIES<br />

Issue of Instructions<br />

Road books and service crew instructions can be collected by the competitor at documentation<br />

between 1400 and 1700 at the Eden Fishermen’s Club on Saturday 8 th June.<br />

Competitor Briefing<br />

The competitor and service crew briefing will be conducted at 1800 on Saturday at the Eden<br />

Fishermen’s Club The briefing is compulsory for both of the crew members. Service crews are<br />

welcome to attend.<br />

40 TH JUBILEE CELEBRATIONS EVENING ON SATURDAY<br />

This year’s event will feature a special night to remember the 40 th Jubilee of the name of the event.<br />

Prominent past competitors Ross Dunkerton, Ed Mulligan, Bob Watson, David Officer and Neal<br />

Bates most probably will be in attendance and competitors and officials are invited to join the<br />

festivities. Gather in the Captain’s Table Room at the Eden Fishermen’s Club around 2000, where<br />

Max Roberts (who competed in 1973) will act as MC for the evening. Anyone interested is welcome.<br />

Presentation<br />

The presentation of outright trophies will be made at the Club on Sunday, commencing<br />

approximately at 2100. All are welcome to attend and the Club which will provide a smorgasbord<br />

for purchase.<br />

START OF EVENT<br />

The start of the event will be at the Snug Cove Wharf, and the first classic vehicle leaves at 0730.<br />

Vehicles will start at two minute intervals. A service crew member is permitted to present the<br />

vehicle to the assembly area.<br />

Reporting to the Start Assembly Area<br />

Competitors may arrive at the start location at any time, but no later than the ‘report’ time below<br />

(eg: a crew may wish to arrive quite early to partake of breakfast at the local cafes).<br />

REFUELLING OVERVIEW<br />

98 Octane fuel available from the Eden Shell service station. However, it holds limited volume.<br />

All refuelling, and decantering, is to take place in the designated refuelling service area at the<br />

service parks ONLY. Any crews found refuelling their competition vehicle outside this area will<br />

be reported to the Clerk of Course, who will take punitive action.<br />

Any crew member assisting with the refuel of vehicles must wear:<br />

Non-flammable clothing that is neck to wrist to ankle;<br />

Closed footwear;<br />

Not smoking.<br />

Whilst refuelling vehicles must:<br />

Be adequately grounded (eg: not on wheel stands);<br />

Ignition must be turned off;<br />

Doors open;<br />

If a person is in the vehicle seat belts must be unbuckled.<br />

Siphoning is the preferred method of refuelling, as it reduces the risk of spillage and<br />

contamination to the environment.<br />

Servicing is PROHIBITED within the refuel area.<br />

A fire unit from the Kiah Rural Fire Brigade will be in attendance throughout the day at the<br />

refuelling area.<br />

There are no rubbish or oil receptacles - you are required to keep your own rubbish and take it<br />

when you leave.<br />

CATERING AT <strong>SERVICE</strong> PARKS<br />

The Kiah Community Hall Committee will be supplying a catering service with soft and hot<br />

drinks available, together with the usual food service, at Edrom Road. There is no service at<br />

Genoa.<br />

ORGANISERS RECOVERY VEHICLES PASSING THROUGH STAGES<br />

Service crews are not permitted into any special stage until it is reopened to public traffic. This<br />

may be earlier than the published time, depending on the occurrence of incidents. The status of<br />

the stages can be obtained by contacting <strong>Rally</strong> Headquarters. Two recovery vehicles arranged<br />

by the organisers will travel at the rear of the field and will offer some assistance to crews who<br />

have stopped.<br />

RUNNING IN DARKNESS<br />

Stages conducted in darkness – this table indicates darkness competition in red and italic.<br />

These times are if the event is running to schedule. The larger than expect field has meant<br />

some cars at the end of the field may run the last stage in darkness. Darkness can be as early<br />

as 1700 with heavy cloud cover and as late as 1715 on a clear day.<br />

Crews need to assess if the event is behind schedule when at Service 3 and determine if extra<br />

EDEN FISHERMEN’S CLUB<br />

The Eden Fishermen’s Club will be the host for the event over the weekend.<br />

SIGNING IN EACH DAY<br />

Under state law all visitors to the Club are required to ‘sign in’ EACH DAY, and the entry<br />

slip kept on one’s person whilst in the club. Please observe this rule.<br />

CLUB DRESS RULES<br />

<strong>Rally</strong> personnel article would normally conflict with the club dress rules. However, the confines<br />

of the rules will lifted for the duration of the event at the club.<br />

MEALS<br />

The Old Tom’s Dining Room at the club provides quite excellent meals with a wide range of food<br />

for selection. ‘Normal’ hours will apply on Friday and Saturday (noon to 1400; 1800 to 2030 –<br />

later if demand justifies). On Sunday the Club will provide a fixed menu dinner between 1830<br />

and 2030 in the Dining Room for purchase of a meal ($20 per plate with soup and sweets<br />

extra).<br />

Please note that the bar is operated separately to the dining area/s and only CASH is accepted –<br />

there is an ATM at the club. The restaurant takes all credit cards.<br />

The club operates a Courtesy Bus and this will run on both Saturday and Sunday nights.<br />

HEADQUARTERS<br />

The event headquarters will be located at the club, with the official notice board on the upper<br />

floor.<br />

This store, located opposite the Shell Service Station, is run by Judy and Gwen and will be open<br />

from 0800 Saturday and Sunday. It normally will close around 1400/1500 on Saturday, but will<br />

CAR WASH<br />

The car wash is located at 5 Storey Avenue, near the junction of Princes Highway and Storey<br />

Avenue.<br />

EDEN EATERIES<br />

As with the majority of country towns Eden eateries close early, particularly in the winter off<br />

tourism season – there is normally no reason to stay open.<br />

It is advisable to ring a restaurant and make a booking in order that the staff know you are<br />

coming. This should be done by 1830 at the latest.<br />

1. Turn right from the Edrom Road service park into the Princes Highway (heading<br />

south).<br />

2. At Wallagaraugh Road (35.4km from Edrom Road) the competitors turn into this<br />

road coming from the south AFTER the Genoa service. DO NOT ENTER THIS<br />

ROAD.<br />

3. At Wangarabell Road (41.7km from Edrom Road) competitors will emerge from<br />

the right. DO NOT ENTER THE APPROACH TO THIS ROAD – please drive to the<br />

Genoa Service area which is 1km further south.<br />

4. At 42.7km from Edrom Road turn right into the wayside stop.<br />

To return to Edrom Road service park retrace the above.<br />
