Primary health care in Egypt:<br />

According to the UNDP (2011), the<br />

population <strong>of</strong> Egypt is 82 Million<br />

(2009); 43% live in urban areas.<br />

Over 90% <strong>of</strong> the population has<br />

access to safe water and to improved<br />

sanitation.<br />

According to the Ministry <strong>of</strong> Health<br />

(MOH), private health sectors include<br />

private clinics and hospitals, nongovernmental<br />

organization (NGO)<br />

polyclinics and hospitals, in addition<br />

to other sporadic facilities pertaining<br />

to different occupations. MOH is the<br />

major provider <strong>of</strong> preventive and<br />

curative health care (80,000 beds).<br />

Urban areas have almost all health<br />

sectors present, while rural areas<br />

have mainly MOH health facilities,<br />

private clinics or NGO facilities.<br />

Often people bypass the primary<br />

health care unit / center to get better<br />

services in outpatient clinics <strong>of</strong> public<br />

hospitals, or they even resort to<br />

private clinics. There is no referral<br />

system.<br />

Health Sector Reform Project<br />

(1994-2009) adopted the <strong>Family</strong><br />

Health Model. It developed national<br />

standards for quality health care<br />

delivery. While welcome, this is still in<br />

its infancy.<br />

- 1,103 primary clinics in two pilot<br />

Governorates - Alexandria and<br />

Menoufia - were upgraded to<br />

family clinics services. Later on they<br />

expanded family clinics to 21 out <strong>of</strong><br />

27 governorates.<br />

- Around 1,825 general (GP) and<br />

specialized physicians - 64.8%<br />

females - were trained as family<br />

physicians. Length <strong>of</strong> training<br />

however is less than 3 years. Egypt<br />

needs at least 40,000 <strong>full</strong>y trained<br />

family physicians with more than the<br />

current 6 month training period.<br />

A basic health package provides<br />

child health, maternal health, all age<br />

groups health, emergency care and<br />

other.<br />

According to the WHO, the ratio <strong>of</strong><br />

physicians per 10,000 populations<br />

is 28.3 in Egypt, making a total <strong>of</strong><br />

226,400 physicians; 85,000 <strong>of</strong> them<br />
