Governor Suspends<br />

Rt. 113 Project<br />

Citing a lack of consensus among Sussex County legislators,<br />

Governor Jack Markell this week halted work on the<br />

proposed series of bypasses along Rt. 113 from <strong>Milford</strong> to<br />

the state line.<br />

Following a meeting with legislators on Wednesday, January<br />

26, the Governor issued the following sttatement:<br />

“Today, the Governor and Secretary Wicks met with Sussex<br />

County legislators to discuss the future of the Route<br />

113 project and as a result of that meeting, the Governor<br />

and Secretary have suspended the Route 113 Project.<br />

This is a project that began in 2000 at the direction of<br />

elected officials in Sussex County, with almost universal<br />

support from Sussex County legislators who have cast public<br />

votes in favor of the project and have attended several<br />

of the more than 85 public meetings over the last 11 years.<br />

However, recently some of the same legislators now advocate<br />

for halting the project.<br />

Councilman<br />

Adkins Will Not<br />

Seek Re-election<br />

Jason Adkins, who made <strong>Milford</strong> history<br />

when he was elected to the City Council at<br />

the age of 24, has announced that he will<br />

not seek re-election to another term.<br />

His statement, obtained by the <strong>Milford</strong><br />

<strong>Review</strong>:<br />

I am writing this letter to thank everyone<br />

in <strong>Milford</strong> for the opportunity to have<br />

served as your city councilman for the last<br />

two years. Very few things in my life can<br />

compare to the pride I have had in serving<br />

According to the Governor, “what was clear at today’s<br />

meeting is there is no consensus among current elected<br />

officials in Sussex County as it relates to this project.<br />

This project was estimated to bring approximately $850<br />

million of capital investment in Sussex County, create<br />

hundreds of jobs and relieve gridlock. However, this<br />

Administration is not prepared to move forward and<br />

make that investment given the current lack of consensus<br />

from Sussex County elected officials.”<br />

As a result, the Governor and Secretary have suspended<br />

the Route 113 Project as of today and no further work<br />

will take place on the project. According to Governor,<br />

“should the Sussex County delegation decide to take<br />

ownership and leadership with respect to this project in<br />

the coming months, I will reconsider my decision. If<br />

not, there are other important projects throughout the<br />

state where these resources can and will be re-directed.”<br />

Concern over the project heightened in recent weeks<br />

upon the revelation in the news media of questionable<br />

contracts between the Delaware Dept. of Transportation<br />

(DelDOT) and real estate developers in the Millsboro-Dagsboro<br />

area. As a result of those contracts and<br />

other questionable decision-making on the part of Del-<br />

DOT, Secretary Carolann Wicks issued revised guidelines<br />

concerning property acquisition and also accepted<br />

the retirement of one top official and the reassignment<br />

of another.<br />

the city that I will forever consider my home.<br />

However, due to near term uncertainties regarding my<br />

residence (I am sure my father would strongly agree), I<br />

feel as if I must step down at this time. I do not think it<br />

would be fair to run for another term unless I was confident<br />

I could serve it in its entirety.<br />

<strong>The</strong> past two years have brought a culmination of<br />

successes, emotions, and challenges that I truly believe<br />

resulted in the creation of a long term vision for the<br />

economic success of <strong>Milford</strong>. Due to the actions of the<br />

council, we are on pace to see more growth this year<br />

than any other city in our area. I am proud of the direction<br />

the council is heading, and I am relieved that I am<br />

able to leave with the knowledge that those who remain<br />

will continue to make decisions that foster long term<br />

prosperity and growth for <strong>Milford</strong>.<br />

Furthermore, I want to express my appreciation for<br />

the hard work and dedication that Mr. Baird and Chief<br />

Hudson commit to the city. We are fortunate to have<br />

them.<br />

I am proud to come from a city who was willing to<br />

give a 24 year old the opportunity to serve as their councilman.<br />

I am forever in your debt <strong>Milford</strong>, but I promise<br />

that my service has only just begun.


PNC Bank Robbed; Suspect Arrested<br />

Staff Report<br />

Police have arrested Samuel Jae Evans, 33, of Harrington after<br />

a late-morning bank robbery at a <strong>Milford</strong> branch of PNC Bank<br />

yesterday, January 31.<br />

According to police, Evans entered the bank shortly after 10am<br />

armed with a handgun and wearing a mask. He demanded<br />

money from two separate employees of the bank, but was only<br />

able to obtain money from one of them, a total of around<br />

$2,000. Evans then allegedly pointed the handgun at several<br />

bank customers and employees before discharging one round.<br />

No one was hit by the discharged gunshot.<br />

Evans fled the bank in a 1994 Ford Probe, after which the vehicle<br />

was involved in a traffic accident on South DuPont Highway<br />

in Harrington. Harrington Police and Delaware State Police<br />

made contact with him after the accident, in which Evans<br />

disregarded two stop signs and struck a Honda Civic traveling<br />

southbound on 113.<br />

For his role in the bank robbery, Evans was charged with Robbery<br />

1st Degree, Attempted Robbery 1st Degree, Reckless<br />

Endangering 1st Degree (4 counts), Aggravated Menacing (9 counts), Possession of a Firearm During the Commission<br />

of a Felony (2 counts), Possession of a Firearm by Person Prohibited, Wearing a Disguise During the Commission<br />

of a Felony 2 counts), Offensive Touching and Criminal Mischief Under $1500.<br />

For his role in the traffic accident, Evans was charged with Vehicular Assault First Degree, Driving Under the Influence<br />

of Alcohol, Driving While Suspended, Failure to Yield, Disregarding a Stop Sign and Driving at an Unreasonable<br />

Speed.<br />

Evans was remanded to Sussex Correctional Institute in lieu of $122,000 cash bond.<br />

Kenton Endures Leg Hall Tradition<br />

Freshman State Representative Harvey Kenton (R-<strong>Milford</strong>) has reached<br />

a milestone in his fledgling lawmaker career, having endured the traditional<br />

friendly hazing that awaits any member of the State House of Representatives<br />

who works their first bill.<br />

Rep. Kenton was the prime House sponsor of Senate Bill 6, a bill that<br />

would allow the City of <strong>Milford</strong> to change its charter in regard to local<br />

elections. <strong>The</strong> city holds its municipal elections on the fourth Saturday in<br />

April. <strong>The</strong> bill would allow those elections to be moved to the preceding<br />

Saturday in the unlikely event the usual date falls during Easter weekend<br />

– as it does this year.<br />

rushed the<br />

bill to the floor on Jan. 26, a day before an expected snow storm, to<br />

ensure it was sent to the governor prior to the General Assembly’s six<br />

week budget-writing break. Rep. Kenton said the charter revision<br />

needed to get done before the recess because of the time needed to<br />

advertise the election change.<br />

Rep. Kenton said he was “a little bit nervous” about working his<br />

first bill, but that the experience was ultimately “a lot of fun.”<br />

After this year, the City of <strong>Milford</strong> won’t have to worry about an<br />

Easter weekend conflict with their municipal elections until the year<br />

2038.<br />

Annual “One Campaign” Kicks Off<br />

<strong>The</strong> Greater <strong>Milford</strong> Boys and Girls Club kicked off their annual “One Campaign” on Friday, January 28.<br />

Board President, Fred Duffy, welcomed guests to the Club and introduced members of the Board including<br />

Kate Marvel, Bob Voshell, Glen Stevenson and Richard Johnson. <strong>The</strong> new Executive Director for the Club<br />

Dorian Mendez-Vaz was recognized and spoke about her commitment to the <strong>Milford</strong> community and the future<br />

of the club. “I believe that central to our well being as a society is how we help our young people excel to<br />

their greatest potential,” commented Dorian. Ms. Mendez-Vaz was welcomed as the new Executive Director for<br />

the Greater <strong>Milford</strong> Boys and Girls Clun back in December of 2010.<br />

Bill Strickland, Chairman of the One Campaign recognized Richard Johnson of Richard Y Johnson & Son<br />

and Terry Murphy, President and CEO of Bayhealth Medical Center, for their gracious contributions to the<br />

Club to begin this year’s campaign. <strong>The</strong> goal for the campaign is to raise $150,000 to provide ongoing operating<br />

support to a wide variety of education activities included but not limited to homework help, tutoring, mentoring,<br />

computer skills and expanded before and after school programs, fitness and health programs, arts programs<br />

and service and youth development programs. Last year Chairmen Bill Strickland and Charlie Burton were successful<br />

in meeting that goal and intend to do so again this year. “We will meet this goal,” stated Mr. Strickland<br />

“because the people of <strong>Milford</strong> always come out to support their community.”<br />

Ashley Duffy, Delaware Youth of the Year in 2006, was the guest speaker for the event. Since receiving the award Ashley has obtained a Bachelor’s Degree in Psychology from<br />

Hampton University in Hampton, VA and is awaiting the responses from multiple law schools where she has applied. She stated that becoming the Youth of the Year for the<br />

Boys and Girls Club allowed her to see “how remarkably significant” the Club is for children involved. “It has fostered assistance in every possible obstacle in my life,” commented<br />

Ashley.<br />

Ashley’s story of success demonstrates the ability that the Boys and Girls Club has to change lives of the children in our community. “I can proudly say that the Club has allowed<br />

me to discover my personal gift. I knew right away that I wanted to serve for the rest of my life,” stated Ashley.<br />

<strong>The</strong> One Campaign is the Greater <strong>Milford</strong> Boys & Girls Club’s major fundraiser. All funds raised through the One Campaign will be matched dollar for dollar by Boys & Girls<br />

Clubs of Delaware. 100% stays in our community. For many kids, <strong>The</strong> Club has been able to bridge the gap between school and home with a productive, healthy alternative. If<br />

Rotary Honors Representative George Carey<br />

<strong>The</strong> <strong>Milford</strong> Rotary Club held its annual “Evening<br />

of Friendship” on January 29 at the Shawnee Country<br />

Club. <strong>The</strong> dinner, which has been held for over 20<br />

years, honored former Representative V. George Carey<br />

and his wife Jeanette for their service to the <strong>Milford</strong><br />

community and the 36th Representative District.<br />

Representative Carey was a driving force behind the<br />

creation of the Delaware Agricultural Lands Preservation<br />

Program which has preserved more than 67,000<br />

acres of farmland. He successfully sponsored legislation<br />

to reform Delaware’s extensive “tax ditch” system to<br />

eliminate problems caused by encroachment in rightof-ways.<br />

He was a member of the influential Joint Bond<br />

Bill Committee which funds state road and building<br />

construction and played a key role in securing state<br />

funding for the Delaware Veterans Home. Carey also<br />

served on the House Energy, Natural Resources, Capital<br />

Infrastructure and Agricultural Committee.<br />

Former Representative Bob Walls presented a tribute<br />

to George Carey and his wife Jeanette from Governor<br />

Jack Markell. <strong>The</strong> tribute recognized George and his<br />

wife for “their continued service to the citizens of Delaware<br />

for over 26 years.”<br />

Councilman Skip Pikus and David Rutt presented<br />

George Carey with a flag of the City of <strong>Milford</strong> from<br />

Mayor Ronnie Rogers and extended an honorary membership<br />

to the <strong>Milford</strong> Rotary Club for both George<br />

and his wife. George commented about the gifts he received<br />

that evening from the community joking, “This<br />

is much better than dying in office.” As usual, George<br />

became the entertainment himself as he thanked everyone<br />

for their continued support over the years.<br />

“Governor Markell has invited me and three other<br />

Republicans who are no longer in the state legislature<br />

this year to dinner with him and his wife. I never<br />

thought he’d be this excited to see three Republicans<br />

leave,” joked George.<br />

<strong>The</strong> funds generated by the event will help supplement<br />

programs which reach a wide range of <strong>Milford</strong><br />

students. <strong>The</strong> <strong>Milford</strong> Rotary Club has assisted the<br />

Music Department, the Math Department and the Science<br />

Department to purchase supplies, train teachers in<br />

special programs and upgrade equipment. At the event,<br />

<strong>Milford</strong>’s choral students entertained guests as they displayed<br />

their talents to the crowd. To date, the Evening<br />

of Friendship has generated $325,000 which has been<br />

invested in the education of <strong>Milford</strong> children.<br />

“As a community we should take pride in the students<br />

who graduate from our schools and go on to some of<br />

the best colleges, music conservancies and trade schools<br />

in the country,” stated Councilman Skip Pikus.<br />

At the age of 22 Michele Stevens created My Bambino and opened a retail store in Rehoboth<br />

Beach, Delaware. Michele’s wish was to merge her two passions: art and living at<br />

the beach. Having attended <strong>The</strong> Art Institute of Philadelphia and <strong>The</strong> American College<br />

of Art in London, England, creativity came easy for Michele. <strong>The</strong> store opened in the<br />

spring of 1992 with a handful of products that could be hand painted and personalized.<br />

Michele recalls that her first day of sales was only $52.<br />

Since then Michele has simultaneously expanded her business globally and locally. In<br />

1998 Michele developed an online site to replace her hand-drawn catalogue that she gave<br />

to her customers so they could order once they returned home from the beach area. In<br />

2006 My Bambino moved to <strong>Milford</strong> and set up a full-sized facility complete with a team<br />

of talented artists.<br />

“<strong>The</strong> Rehoboth store was only a small boutique and we just keep outgrowing the area.<br />

I just had a hunch that <strong>Milford</strong> was the place where I could find enough room and enjoy<br />

a competitive workforce,” commented Michele.<br />

<strong>The</strong> Chamber of Commerce for Greater <strong>Milford</strong> Mission Statement is to support<br />

a balanced economic development of the greater <strong>Milford</strong> area by promoting<br />

Civic, Industrial, Commercial, and Educational, Agri-Business, Social and<br />

Quality of Life interests of the community.<br />

<strong>The</strong> CCGM works with the City of <strong>Milford</strong>, Downtown <strong>Milford</strong>, Inc., county<br />

officials, state officials and over three hundred area businesses to do it’s best<br />

to carry out the mission.<br />

As you’re probably aware by now, the City of <strong>Milford</strong> hired Consultant John<br />

Rhodes, to produce an Economic Development Strategy for the community,<br />

addressing the specific tasks that need to be done in order for <strong>Milford</strong> to have a<br />

bright economic future while maintaining an excellent quality of life.<br />

One of the most important suggestions is that the strategy needs to be an<br />

integrated effort of the Community Organizations, Government and residents.<br />

As mentioned in a prior article, the Chamber of Commerce is hosting a Community<br />

Forum in February, working in conjunction with the City of <strong>Milford</strong><br />

and their vision for economic growth. <strong>The</strong> chamber hopes the Community<br />

Forum will bring ideas and suggestions from community organizations to work<br />

together making the vision a reality.<br />

rocking chair accompanied by the caption “This Chair Rocks – Choose one of 90 designs, from ladybugs to choochoo<br />

trains, to have hand painted on this classic baby gift.” My Bambino has also been featured in national magazines<br />

such as Parenting and Home Furnishings.<br />

With a staff of between 11-25, depending on the season, a majority of the workers at the <strong>Milford</strong> locations are<br />

artists who create the personalized touch that each customer receives. <strong>The</strong> most popular items at My Bambino are<br />

hand crafted piggybanks, rocking chairs and jewelry boxes. <strong>The</strong>y also offer baby furniture, home décor, pet products<br />

and seasonal gifts.<br />

for pets. Michele is also looking at the possibility of opening a showroom to feature her unique products. Although<br />

just in the stages of contemplation she commented “I always did retail and would love to offer a showroom in our<br />

facility.”<br />

Delaware Laws Now<br />

Accessible as e-Books<br />

Accessing the First State’s laws is now faster and more convenient with the launch of the<br />

Delaware Code in an e-book format.<br />

State Registrar of Regulations Jeff Hague says the change is more than just cosmetic.<br />

“When people visit the Delaware Code webpage, they’ll see the Code depicted as a series<br />

of 32 volumes, each containing a different title and the state constitution. After they<br />

download the free reader, they’ll be able to view and browse each volume just as they<br />

would any book. You can change the way in which you want to view it and search all the<br />

content.”<br />

<strong>The</strong> new format can also be read on dedicated e-book readers, like Amazon’s Kindle, as<br />

well as on tablets and smart phones with the appropriate apps.<br />

“<strong>The</strong> other new feature is that the Code is downloadable,” Hague said. “Until now, you<br />

had to be online to access it. Now you only need to go online once to download it. After<br />

that, you can read it whenever it’s convenient.”<br />

Man In Stolen Backhoe<br />

Leads Police on ‘Chase’<br />

On Saturday, January 29 at approximately<br />

330am, <strong>Milford</strong> Police observed a<br />

backhoe being operated on the roadway in<br />

the area of Big Stone Beach Rd and New<br />

Wharf Rd. When Police attempted to stop<br />

the operator the subject refused to stop<br />

and led police on a short chase before the<br />

suspect fled on foot behind a farm North<br />

of New Wharf Rd.<br />

Police were able to identify the subject as<br />

Willard J. Millman III,25, also known as<br />

B.J. Millman of <strong>Milford</strong>. Millman was later located the following evening<br />

and taken into custody w/out incident.<br />

<strong>The</strong> Backhoe Millman was operating was found to be stolen from a<br />

construction company in Laurel, De.<br />

Millman was charged w/ Receiving stolen property over 1,500 dollars<br />

and resisting arrest. He was released on 3,000 unsecured bond pending<br />

a preliminary hearing.<br />

Staff Report<br />

On Friday, January 28, 2011, the <strong>Milford</strong><br />

Police responded to the Goodwill Store after<br />

receiving a report of a <strong>The</strong>ft.<br />

Upon arriving, Police made contact with<br />

Takara Brittingham, 20 yo of <strong>Milford</strong>.<br />

Brittingham had reported that she was the<br />

victim of a theft.<br />

Brittingham became disorderly toward<br />

Police while in the store. Police made several<br />

attempts to calm Brittingham in front<br />

of store patrons and employees but Brittingham refused and became<br />

more irate.<br />

While Police attempted to take Brittingham into custody, she forcefully<br />

resisted and struck one officer in the head (causing minor injury).<br />

Brittingham was charged with Resisting Arrest by Force, Assault 2nd<br />

on a Law Enforcement Officer and Disorderly Conduct.<br />

Brittingham was arraigned through JP2 and was committed to WCI<br />

in default of $3,250.00 cash bond.<br />

On Sunday, January 11 at approximately<br />

10:10 pm, the <strong>Milford</strong> Police responded to<br />

a residence on Causey Ave after receiving<br />

a report of suspicious activity at the residence.<br />

<strong>The</strong> male subject on scene was identified<br />

as Jerry P. Anderson, 48 yo of Lincoln.<br />

Anderson was arrested and charged with<br />

Burglary 3rd, hindering prosecution, conspiracy<br />

2nd, resisting arrest, theft under<br />

$1000.00 and criminal mischief. Police recovered<br />

2 books of mailing stamps in Anderson’s possession that were<br />

taken from the residence.<br />

Anderson was committed to SCI in default of $7,000.00 secured<br />

bond. Police are still searching for the second suspect in this incident<br />

and he is described as a white male, mid 40’s, average height/ weight<br />

and blonde hair. This suspect may go by the name “Charlie” and may<br />

Snowstorm season is now in full swing and thousands of Delawareans are out<br />

in the cold trying to clear the white stuff from their cars, driveways and sidewalks.<br />

A Bayhealth Medical Center Emergency Department physician says the snow<br />

season could be potentially dangerous, or even deadly, for those who aren’t careful.<br />

“I’ve treated strained backs, broken bones, cardiac arrest, and severed fingers<br />

from people trying to clear snow from the blades of their snow blower. All of<br />

these injuries are preventable,” said Bayhealth Emergency Department Medical<br />

Director and Emergency Department Chairman Craig Hochstein, M.D.<br />

Dr. Hochstein has the “scoop” on how you can shovel snow safely:<br />

1. Shoveling snow can be a serious safety risk if you are a smoker, elderly, have<br />

a history of heart disease, high blood pressure, high cholesterol or other health<br />

issues. If you fall into any of these categories, ask a friend or pay somebody to<br />

shovel for you!<br />

2. Before starting to shovel, be sure you have warmed up properly. Try using<br />

the same type of stretching you do before your regular exercise routine.<br />

3. Lift with your legs, not your back. Start with your feet slightly apart, bend<br />

your knees and keep your back as straight as possible so that the lifting comes<br />

from your leg muscles, not your back. Never bend at the waist. Step in the<br />

direction that you are throwing snow. Your feet should point in the direction<br />

you are lifting and throwing.<br />

4. Start slowly, work at a steady pace and take frequent breaks. Shoveling<br />

snow rapidly for long periods at a time will compromise your safety.<br />

5. Be sure to remain hydrated by drinking water. Avoid drinking caffeinated<br />

beverages, alcohol, and energy drinks. Dehydration can cause dizziness,<br />

fainting or worse.<br />

8. Choose a small plastic shovel, so you are not lifting as much weight. A<br />

curved handle shovel is designed to take the strain off your back. Spray the<br />

blade with a lubricant to keep snow from sticking.<br />

9. To stay warm, wear multiple layers for insulation, and so that you can<br />

shed layers if you become overheated. Be sure to cover your extremities to<br />

guard against frostbite.<br />
