7. Beneficiary selection<br />
q Preparing transparent criteria for prioritizing 7,972 beneficiaries from the<br />
12,548 fully/severely damaged houses based on the principle of prioritization<br />
based on degree of damage to house and economic status. Prioritization<br />
done in special gram sabha using these criteria.<br />
q<br />
5,800 beneficiaries prioritized of the total target of 7,972 in 140 Gram Sabhas.<br />
Beneficiary List has been placed in public domain and is also available at<br />
www.sikkimrmdd.gov.in web portal. Remaining to be completed shortly.<br />
Capacity building and IEC<br />
q Training of technical staff: The AE/JEs have been trained in the technical<br />
aspects of house construction and management of block level stores<br />
in various training workshops. Also the “Mason Training Handbook” has been<br />
prepared in both English and Nepali to simplify the technical aspects<br />
of house construction.<br />

Training of accounts staff to maintain accounts and management of block<br />
level stores by the store keepers has also been conducted.<br />
Record keeping: Record keeping at District, Block and Block Level Stores has<br />
been simplified by providing pre-printed registers and training has also been<br />
conducted<br />
8. Why progress appears slow<br />
q Finalizing the technical house design took time: Consultation with experts from<br />
NDMA, People’s Science Institute and others<br />

Finalizing the strategy for stock material purchase and management which<br />
is transparent and fair. 23 lakh bags of cement and 2 lakh quintals of TMT bars<br />
need to be not only purchased transparently, but also provided to 7,972<br />
destinations as per requirement without leakage.<br />
Establishment of Block Level Stores for the first time<br />
q Prioritization of beneficiaries: Prioritization 7,972 of the total 12,548<br />
beneficiaries following a transparent criteria in special gram Sabhas<br />

Inadequate staff at Block level: Existing technical staff at the Block level<br />
(1AE and 3 JEs) are already constructing 6,000 houses under Rural Housing<br />
Mission and implementing flagship programs like MGNREGA, IAY,<br />
NRDWP, TSC, BRGF, NSAP and various other state programmes<br />
Shortage of masons and labour: Already 6,000 houses under Rural Housing<br />
Mission are under various stages of construction. There is an acute shortage of<br />
masons and labour to build the houses<br />
