NOTE<br />

The risk management approach should include a control plan to include:<br />

a) who is responsible and accountable for implementation of the plan;<br />

b) what resources are to be utilized (e.g. people, budget);<br />

c) timetable for implementation;<br />

d) details of the mechanism and frequency of review of compliance with the plan.<br />

Risk management strategies should include the hierarchies of control. These are elimination of the work, substitution with<br />

an alternative organism/activity, isolation of the hazard, the use of engineering controls, administrative controls, or the<br />

reliance on personal protective equipment (PPE).<br />

4.3.2 Conformity and compliance<br />

The organization shall ensure that all relevant requirements are identified and fulfilled within the biorisk<br />

management system. Legal requirements include national / federal, regional / state, provincial, city and local<br />

regulatory requirements with which the organization shall comply.<br />

NOTE The organization should adopt measures to identify legal and other requirements for the facility in relation to the<br />

biological agents and toxins that will be held and used, but also other regulations including for example: worker protection<br />

and rights, environmental impact and general health & safety (e.g. fire, electrical, etc.). There is a need to monitor for new<br />

and upcoming requirements, as well as those already in existence. This information should be kept up to date and the<br />

requirements incorporated into the biorisk management system of the facility.<br />

4.3.3 Objectives, targets and programme<br />

4.3.3.1 Biorisk control objectives and targets<br />

The organization shall establish, implement and maintain documented biorisk control objectives and targets<br />

for an effective control of biorisk at relevant functions and levels in the organization.<br />

4.3.3.2 Monitoring controls<br />

Management shall establish the controls and put in place documented procedures for monitoring the<br />

effectiveness of the controls being applied to reduce or eliminate the hazards identified in the risk<br />

assessment process.<br />

NOTE The controls can be monitored by regular audits, by utilizing corrective action reporting processes where<br />

problems have been identified, by investigation of incidents and accidents and improving controls and their<br />

implementation and by ensuring that adequate resources are provided to maintain the effectiveness of the controls.<br />
