3 Minor Hockey Program Structure
The Burnaby Winter Club Minor Hockey Association falls under the mandate of the Pacific Coast
Amateur Hockey Association (PCAHA), which in turn falls under the British Columbia Amateur
Hockey Association (BCAHA) and the Canadian Amateur Hockey Association (CAHA).
The Club operates programs at the following levels (revised for 2002/2003 season):
Rascals: Up to 5 years (run directly by the BWC Office and not as part of BWC Minor
Hockey)
Initiation: Placement is by age initially and then by skill level
Initiation A (Hockey 1): age 5
Initiation B (Hockey 2): age 6
Initiation C (Hockey 3): age 7
Initiation D (Hockey 4): age 8
Atom: ages 9 and 10
Pee Wee: ages 11 and 12
Bantam: ages 13 and 14
Midget: ages 15, 16 and 17
Juvenile: ages 18, 19 and 20
The Rascal program is run through the BWC Office and is for pre-Initiation children. This program
is essentially equivalent to Hockey 1 of Initiation, but has a tradition for success because basic
skating skills are emphasized extensively.
The Initiation level or Hockey 1, 2, 3, & 4 has been reformatted to allow players to focus on skill
development within ability groupings of similar skills. The initial placement is by age grouping. The
use of the small rink for practices re-enforces this quick thinking puck movement game.
Atom through Juvenile continues to build on the basics of skating, puck movement and team play.
For Atom through Midget, the teams are selected as 1 st team, 2 nd team, etc. The first team entered
in a division shall be registered on CHA “A” cards with the BCAHA, except the Atom Division in
which “A” teams shall be registered with the PCAHA. An Association may enter a “B” team in a
division only if an “A” team has first been entered. (PCAHA Rules & Regulations – B1 (a) & (b).
The 3 rd or 4 th teams may be Rep teams or “C”, depending on the coach’s view of calibre of team.
The initial tiering classification within “A” or “B” is based on the previous season’s performance and
the anticipated level of the team for the upcoming season. The Divisional Manager, in conjunction
with the coach, makes a tiering recommendation to the Managing Director of the Division
(PCAHA).
