Executive Summary<br />

Section one outlines the purpose of this report and its background in terms of the National Spatial<br />

<strong>Development</strong> Perspective (NSDP).<br />

This report (Report Two) contains a long term <strong>2030</strong> <strong>Xhariep</strong> <strong>Indicative</strong> <strong>Development</strong> <strong>Framework</strong> (<strong>2030</strong><br />

XIDF) to inform the future sustainable long term development of the <strong>Xhariep</strong> region. This framework has<br />

been informed by extensive research and stakeholder participation. Report One, <strong>Xhariep</strong> Situational<br />

Analysis, contains a comprehensive review of trends which impact on the future of the <strong>Xhariep</strong> District<br />

and which have informed the development of the XIDF.<br />

The <strong>Xhariep</strong> District is vast and covers roughly an area of 34289 km. In 2007, the total population was<br />

127,626 people (Statistics South Africa: 2007 Community Survey) or 0.26% of the national population of<br />

48,502,063 people. This population lives in 23 small towns and surrounding rural areas.<br />

The District‟s economy produced approximately 3.45% of the Province‟s economic value in 2006, with a<br />

Gross Value Added of R1.808 billion (Quantec Regional Statistics).<br />

The purpose of the <strong>2030</strong> <strong>Xhariep</strong> <strong>Indicative</strong> <strong>Development</strong> <strong>Framework</strong> (XIDF) is as follows:<br />

a) To outline a <strong>2030</strong> best case scenario or vision for the District‟s long term development framework<br />

which can mobilize support from key stakeholders as part of an ongoing process of consensus<br />

building and strategically aligned and leverage action between both state and non-state roleplayers<br />

b) To provide a high level indicative development framework, or long term strategic, of strategic<br />

objectives and initiatives which can impact on the achievement of the desired <strong>2030</strong> scenario and<br />

vision<br />

c) To assist in aligning the <strong>Xhariep</strong> IDP with the National Spatial <strong>Development</strong> Perspective.<br />

The <strong>2030</strong> XIDF is therefore a tool which can alter the development trajectory of the District and unite<br />

provincial and local stakeholders behind a common vision which can leverage government and private<br />

sector resources in a targeted manner which can meaningfully impact on <strong>Xhariep</strong>‟s sustainability and<br />

quality of life.<br />

Section two summarises the main past trends, causes, and possible implications for <strong>Xhariep</strong> (as analysed<br />

in detail in Report One);<br />

Section three presents the <strong>Xhariep</strong> <strong>2030</strong> vision and best case scenario regarding a long term view of<br />

<strong>Xhariep</strong>‟s potential future<br />

Section four presents the <strong>2030</strong> <strong>Xhariep</strong> <strong>Indicative</strong> <strong>Development</strong> <strong>Framework</strong> (<strong>2030</strong> XIDF), identifying<br />

key strategic choices and initiatives which can make a meaningful impact on achieving the <strong>2030</strong> vision<br />

and best case scenario<br />
