Let’s talk about success.<br />

As PAI nears its 50th year in business, we are already looking ahead to <strong>the</strong> change we will make in our<br />

next 50 years. Thanks to your support, partnership, and engagement, PAI can harness <strong>the</strong> gains of <strong>the</strong><br />

past to ensure success in <strong>the</strong> years ahead.<br />

What does that success look like<br />

For us, it’s a woman who has accessible, affordable, effective contraception and is empowered to plan<br />

her family and her future. Reproductive freedom lies at <strong>the</strong> heart of human dignity, and when a woman<br />

has autonomy over her body and life, communities, families, countries, and <strong>the</strong> planet thrive.<br />

She is <strong>the</strong> protagonist of our common story, and she drives every aspect of our programs.<br />

Can a woman access <strong>the</strong> health care she needs without traveling untold distances, waiting in long<br />

lines, and paying fees that are simply beyond her means Is <strong>the</strong> service she receives at a clinic<br />

of high quality Can she talk with a provider in private, and is <strong>the</strong>re follow-up available to her to<br />

have a method removed (like an IUD), or to switch between methods If <strong>the</strong> woman is young and<br />

unmarried, can she receive <strong>the</strong> care she needs without discrimination, and with full protection<br />

and promotion of her rights<br />

We know that we can best tackle <strong>the</strong>se challenges when we see <strong>the</strong> world through her eyes. And<br />

we work every day to share her perspective and vision at <strong>the</strong> highest levels of government—making<br />

her case one person, one lawmaker and one community at a time. We work with key advocates<br />

and champions, we bring resources to <strong>the</strong> people that need <strong>the</strong>m, we push back on preconceived<br />

notions and deeply embedded societal norms, and we are dogged in our belief that family planning<br />

tools are life-changing for women across <strong>the</strong> globe.<br />

And while we are proud of our impact, we know <strong>the</strong>re is tremendous work ahead. Reproductive rights<br />

are increasingly under attack on our own shores, and more than 200 million women in developing<br />

countries still don’t have <strong>the</strong> contraception <strong>the</strong>y need to space and limit <strong>the</strong>ir pregnancies. Our mission<br />

is more urgent than ever.<br />

We’re pursuing that mission through an ambitious 10-year vision encapsulated in a new strategic plan<br />

and our unique perspective, which brings toge<strong>the</strong>r research, advocacy and local partnerships to make a<br />

lasting difference for women and <strong>the</strong>ir families.<br />

We trust our strategy and <strong>the</strong>ory of change as we have seen its power. We know that when we work with<br />

local partners, build on what <strong>the</strong>y know and leverage our talents and perspectives to great effect, extraordinary<br />

change is possible.<br />

What we know<br />

To empower women, see <strong>the</strong><br />

world through <strong>the</strong>ir eyes.<br />

At PAI, women are at <strong>the</strong> center of everything we do. We know that in developing<br />

countries, 222 million of <strong>the</strong>m can’t get <strong>the</strong> family planning <strong>the</strong>y want.<br />

We know that <strong>the</strong>y walk—sometimes for hours—to clinics, only to find <strong>the</strong><br />

method <strong>the</strong>y want is out of stock. We know that <strong>the</strong>y face stigma and misconceptions.<br />

And we know <strong>the</strong>y deserve better. For almost 50 years, we’ve fought<br />

on Capitol Hill and around <strong>the</strong> world for better access to contraceptives.<br />

We live in a time of exciting,<br />

eye-opening change.<br />

In all corners of <strong>the</strong> globe, women are staying in school, stepping into <strong>the</strong><br />

paid workforce, and making strides toward equality. Family planning is<br />

helping <strong>the</strong>m do it. But we still have a great deal to do. We need better support<br />

at <strong>the</strong> national and international level for <strong>the</strong> policies and programs that<br />

make real change where women need it most. We’re positioned to navigate<br />

this changing landscape, checking for blind spots and helping our partners<br />

adjust and thrive.<br />

Local partners see it all up-close.<br />

Perspective matters. That’s why we invest in and work with local partners<br />

who are experts in <strong>the</strong>ir country contexts. Their firsthand experience and<br />

valuable insights guide our international work, and remind us why we do it.<br />

Research and advocacy toge<strong>the</strong>r<br />

bring our vision into focus.<br />

Strong, effectively linked research and advocacy can make a lasting difference<br />

for access to family planning and, by extension, for women and <strong>the</strong>ir families.<br />

We provide an evidence base and innovative strategies for advocates to make<br />

<strong>the</strong>ir strongest case to policymakers.


What we saw in 2012 a<br />

An organized opposition in Congress waged relentless attacks on reproductive health both<br />

domestically and internationally, with attempts to cut overall family planning funding,<br />

re-impose <strong>the</strong> harmful Global Gag Rule, and zero out funding for <strong>the</strong> United Nations <strong>Population</strong><br />

Fund. PAI led <strong>the</strong> way in fending off <strong>the</strong>se cuts, making more than 675 advocacy contacts<br />

with influencers and political leaders within Congress and <strong>the</strong> Executive Branch staff.<br />

Holding <strong>the</strong> line is not enough. In <strong>the</strong> next 10 years, we want to double annual worldwide<br />

funding for family planning and reproductive health. That means persuading <strong>the</strong> U.S. to<br />

pay its fair share of $1 billion annually for international family planning.<br />

Momentum is building. The London Summit<br />

on Family Planning raised $2.6 billion and<br />

kicked off FP2020, a push to reach 120 million<br />

more women with family planning by 2020. But<br />

new funding must come with a commitment<br />

to accountability. PAI’s Reproductive Health<br />

BudgetWatch project worked with partners in<br />

2012 to track <strong>the</strong> implementation of funding<br />

commitments at <strong>the</strong> country level—a task that<br />

will become even more important as those<br />

commitments grow.<br />

We can’t stop. To build on this momentum, PAI<br />

is working to increase funding for family planning<br />

and reproductive health from international<br />

institutions and o<strong>the</strong>r global donors by 5 percent<br />

per year, and move recipient countries to action. We want developing country governments<br />

to double funding and resources budgeted for reproductive health, and spend 100% of <strong>the</strong><br />

funds <strong>the</strong>y allocated for family planning on programs.<br />

Integrating HIV and reproductive health services is a<br />

win-win for women. In 2012, PAI produced a film, In<br />

One Place, and companion book, Under One Roof, which<br />

highlighted <strong>the</strong> challenges women face in accessing family<br />

planning and HIV care and <strong>the</strong> need for offering both<br />

services toge<strong>the</strong>r. Both <strong>the</strong> film and book were released at<br />

<strong>the</strong> <strong>International</strong> AIDS Conference in Washington, DC,<br />

bringing <strong>the</strong>se critical issues to a broad audience.<br />

We’re committed to advocating with global donors and<br />

national governments to change polices that inhibit<br />

access to family planning and reproductive health<br />

services. That means not only challenging funding<br />

rules that keep HIV and family planning separate, but<br />

taking on <strong>the</strong> Global Gag Rule, abortion laws, so-called<br />

refusal clauses that can stifle access at pharmacies, and anti-prostitution pledges that<br />

serve to deny services to sex workers.


nd What we want to see<br />

Domestic champions are a loud and powerful<br />

voice for women in developing countries.<br />

Last year, PAI took Senate staff on a Congressional<br />

study tour to Guatemala, to show<br />

<strong>the</strong> effects of <strong>the</strong> Global Health Initiative on<br />

<strong>the</strong> ground. We also held events in <strong>the</strong> key<br />

Congressional districts of Pittsburgh, Boston<br />

and Portland, Oregon to ensure lawmakers<br />

heard about family planning directly from<br />

<strong>the</strong> people <strong>the</strong>y represent.<br />

We want to mobilize influencers to create a supportive policy environment for family<br />

planning. PAI will continue to engage “grasstops”—such as public officials, academics,<br />

business leaders and NGO thought leaders—in its advocacy with <strong>the</strong> U.S. Congress and<br />

administration; at <strong>the</strong> United Nations; in <strong>the</strong> EU and with international institutions; and<br />

in developing countries.<br />

Partnership drives real policy change. In Malawi, PAI worked with local partners to produce<br />

and launch a report on population, climate change and sustainable development. The report<br />

led to meetings with <strong>the</strong> Vice President and Minister of Health at a critical time and resulted<br />

in <strong>the</strong> incorporation of climate change as a priority issue in <strong>the</strong> 2013 National <strong>Population</strong><br />

and Development Policy. The Malawi partnership was just one example of PAI’s successful<br />

small grants strategy, which distributed almost $700,000 in 2012.<br />

We want to make a real difference where <strong>the</strong> need is greatest. PAI will select 10 priority<br />

countries around <strong>the</strong> world based on <strong>the</strong> unfulfilled demand for reproductive health<br />

and our ability to make an impact. We’ll deeply engage with local partners to improve<br />

national-level policies, remove barriers to family planning and reproductive health, and<br />

make sure women’s needs are accounted for in o<strong>the</strong>r areas of development.


On <strong>the</strong> Horizon<br />

At PAI we have a bold but unrelenting vision. We see a world in which every person<br />

has access to high-quality, effective and affordable family planning and reproductive<br />

health services. We see that when a woman has control of her life and her body, she<br />

can thrive. And we see <strong>the</strong> difference in her family, her community, and our world.<br />

We have ambitious work ahead, but our shoulder is to <strong>the</strong> wheel. First, <strong>the</strong>re are numerous<br />

opportunities, especially at <strong>the</strong> national level, to get family planning into <strong>the</strong><br />

hands of more women who want it. That means tackling legal barriers, making sure<br />

supplies get to <strong>the</strong> women who need <strong>the</strong>m, and that skilled health workers are on <strong>the</strong><br />

ground, in key communities.<br />

We know we need to be in certain communities for <strong>the</strong> long haul. In <strong>the</strong> coming<br />

year, we are going to focus on priority countries in <strong>the</strong> developing world, where <strong>the</strong><br />

challenges women face are substantial, but <strong>the</strong> potential is tremendous. Over <strong>the</strong><br />

next three years, we anticipate investing in 10 countries where we will build lasting<br />

partnerships and make meaningful progress in closing <strong>the</strong> gap. We’ve already selected<br />

<strong>the</strong> first three countries—Kenya, Guatemala and Malawi—and are in <strong>the</strong> process<br />

of designing what <strong>the</strong>se in-depth and on-<strong>the</strong>-ground programs will look like.<br />

Our goals are ambitious, and we know we need a bigger and stronger PAI to make<br />

<strong>the</strong>m a reality. PAI is on track to being <strong>the</strong> best-known and most-respected organization<br />

that advocates for global family planning and reproductive health. We have <strong>the</strong><br />

vision; now we’ll focus on securing <strong>the</strong> resources to make it happen.<br />

In short, we’re making ourselves better to better serve women around <strong>the</strong> world.<br />

Their time is now. Our time is now.<br />

We are so grateful to have you as a partner in this important work. Toge<strong>the</strong>r, <strong>the</strong>re is<br />

no limit to what we can achieve.
