Let’s talk about success.
As PAI nears its 50th year in business, we are already looking ahead to the change we will make in our
next 50 years. Thanks to your support, partnership, and engagement, PAI can harness the gains of the
past to ensure success in the years ahead.
What does that success look like
For us, it’s a woman who has accessible, affordable, effective contraception and is empowered to plan
her family and her future. Reproductive freedom lies at the heart of human dignity, and when a woman
has autonomy over her body and life, communities, families, countries, and the planet thrive.
She is the protagonist of our common story, and she drives every aspect of our programs.
Can a woman access the health care she needs without traveling untold distances, waiting in long
lines, and paying fees that are simply beyond her means Is the service she receives at a clinic
of high quality Can she talk with a provider in private, and is there follow-up available to her to
have a method removed (like an IUD), or to switch between methods If the woman is young and
unmarried, can she receive the care she needs without discrimination, and with full protection
and promotion of her rights
We know that we can best tackle these challenges when we see the world through her eyes. And
we work every day to share her perspective and vision at the highest levels of government—making
her case one person, one lawmaker and one community at a time. We work with key advocates
and champions, we bring resources to the people that need them, we push back on preconceived
notions and deeply embedded societal norms, and we are dogged in our belief that family planning
tools are life-changing for women across the globe.
And while we are proud of our impact, we know there is tremendous work ahead. Reproductive rights
are increasingly under attack on our own shores, and more than 200 million women in developing
countries still don’t have the contraception they need to space and limit their pregnancies. Our mission
is more urgent than ever.
We’re pursuing that mission through an ambitious 10-year vision encapsulated in a new strategic plan
and our unique perspective, which brings together research, advocacy and local partnerships to make a
lasting difference for women and their families.
We trust our strategy and theory of change as we have seen its power. We know that when we work with
local partners, build on what they know and leverage our talents and perspectives to great effect, extraordinary
change is possible.

What we know
To empower women, see the
world through their eyes.
At PAI, women are at the center of everything we do. We know that in developing
countries, 222 million of them can’t get the family planning they want.
We know that they walk—sometimes for hours—to clinics, only to find the
method they want is out of stock. We know that they face stigma and misconceptions.
And we know they deserve better. For almost 50 years, we’ve fought
on Capitol Hill and around the world for better access to contraceptives.

We live in a time of exciting,
eye-opening change.
In all corners of the globe, women are staying in school, stepping into the
paid workforce, and making strides toward equality. Family planning is
helping them do it. But we still have a great deal to do. We need better support
at the national and international level for the policies and programs that
make real change where women need it most. We’re positioned to navigate
this changing landscape, checking for blind spots and helping our partners
adjust and thrive.
Local partners see it all up-close.
Perspective matters. That’s why we invest in and work with local partners
who are experts in their country contexts. Their firsthand experience and
valuable insights guide our international work, and remind us why we do it.
Research and advocacy together
bring our vision into focus.
Strong, effectively linked research and advocacy can make a lasting difference
for access to family planning and, by extension, for women and their families.
We provide an evidence base and innovative strategies for advocates to make
their strongest case to policymakers.

What we saw in 2012 a
An organized opposition in Congress waged relentless attacks on reproductive health both
domestically and internationally, with attempts to cut overall family planning funding,
re-impose the harmful Global Gag Rule, and zero out funding for the United Nations Population
Fund. PAI led the way in fending off these cuts, making more than 675 advocacy contacts
with influencers and political leaders within Congress and the Executive Branch staff.
Holding the line is not enough. In the next 10 years, we want to double annual worldwide
funding for family planning and reproductive health. That means persuading the U.S. to
pay its fair share of $1 billion annually for international family planning.

Momentum is building. The London Summit
on Family Planning raised $2.6 billion and
kicked off FP2020, a push to reach 120 million
more women with family planning by 2020. But
new funding must come with a commitment
to accountability. PAI’s Reproductive Health
BudgetWatch project worked with partners in
2012 to track the implementation of funding
commitments at the country level—a task that
will become even more important as those
commitments grow.
We can’t stop. To build on this momentum, PAI
is working to increase funding for family planning
and reproductive health from international
institutions and other global donors by 5 percent
per year, and move recipient countries to action. We want developing country governments
to double funding and resources budgeted for reproductive health, and spend 100% of the
funds they allocated for family planning on programs.
Integrating HIV and reproductive health services is a
win-win for women. In 2012, PAI produced a film, In
One Place, and companion book, Under One Roof, which
highlighted the challenges women face in accessing family
planning and HIV care and the need for offering both
services together. Both the film and book were released at
the International AIDS Conference in Washington, DC,
bringing these critical issues to a broad audience.
We’re committed to advocating with global donors and
national governments to change polices that inhibit
access to family planning and reproductive health
services. That means not only challenging funding
rules that keep HIV and family planning separate, but
taking on the Global Gag Rule, abortion laws, so-called
refusal clauses that can stifle access at pharmacies, and anti-prostitution pledges that
serve to deny services to sex workers.

nd What we want to see
Domestic champions are a loud and powerful
voice for women in developing countries.
Last year, PAI took Senate staff on a Congressional
study tour to Guatemala, to show
the effects of the Global Health Initiative on
the ground. We also held events in the key
Congressional districts of Pittsburgh, Boston
and Portland, Oregon to ensure lawmakers
heard about family planning directly from
the people they represent.
We want to mobilize influencers to create a supportive policy environment for family
planning. PAI will continue to engage “grasstops”—such as public officials, academics,
business leaders and NGO thought leaders—in its advocacy with the U.S. Congress and
administration; at the United Nations; in the EU and with international institutions; and
in developing countries.
Partnership drives real policy change. In Malawi, PAI worked with local partners to produce
and launch a report on population, climate change and sustainable development. The report
led to meetings with the Vice President and Minister of Health at a critical time and resulted
in the incorporation of climate change as a priority issue in the 2013 National Population
and Development Policy. The Malawi partnership was just one example of PAI’s successful
small grants strategy, which distributed almost $700,000 in 2012.
We want to make a real difference where the need is greatest. PAI will select 10 priority
countries around the world based on the unfulfilled demand for reproductive health
and our ability to make an impact. We’ll deeply engage with local partners to improve
national-level policies, remove barriers to family planning and reproductive health, and
make sure women’s needs are accounted for in other areas of development.

On the Horizon
At PAI we have a bold but unrelenting vision. We see a world in which every person
has access to high-quality, effective and affordable family planning and reproductive
health services. We see that when a woman has control of her life and her body, she
can thrive. And we see the difference in her family, her community, and our world.
We have ambitious work ahead, but our shoulder is to the wheel. First, there are numerous
opportunities, especially at the national level, to get family planning into the
hands of more women who want it. That means tackling legal barriers, making sure
supplies get to the women who need them, and that skilled health workers are on the
ground, in key communities.
We know we need to be in certain communities for the long haul. In the coming
year, we are going to focus on priority countries in the developing world, where the
challenges women face are substantial, but the potential is tremendous. Over the
next three years, we anticipate investing in 10 countries where we will build lasting
partnerships and make meaningful progress in closing the gap. We’ve already selected
the first three countries—Kenya, Guatemala and Malawi—and are in the process
of designing what these in-depth and on-the-ground programs will look like.
Our goals are ambitious, and we know we need a bigger and stronger PAI to make
them a reality. PAI is on track to being the best-known and most-respected organization
that advocates for global family planning and reproductive health. We have the
vision; now we’ll focus on securing the resources to make it happen.
In short, we’re making ourselves better to better serve women around the world.
Their time is now. Our time is now.
