This report tells the story of an agreement <strong>on</strong> access to teff genetic resources in<br />
Ethiopia, <str<strong>on</strong>g>and</str<strong>on</strong>g> the fair <str<strong>on</strong>g>and</str<strong>on</strong>g> equitable sharing of benefits derived from their use, that<br />
was hailed as <strong>on</strong>e of the most advanced of its time. This agreement between the<br />
Ethiopian Institute of Biodiversity C<strong>on</strong>servati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> the Dutch company Health<br />
<str<strong>on</strong>g>and</str<strong>on</strong>g> Performance Food Internati<strong>on</strong>al was entered into in 2005. It was seen as a<br />
pilot case of the implementati<strong>on</strong> the C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Biological Diversity in terms<br />
of access <str<strong>on</strong>g>and</str<strong>on</strong>g> benefit sharing, <str<strong>on</strong>g>and</str<strong>on</strong>g> expectati<strong>on</strong>s were high. And yet, implementati<strong>on</strong><br />
of the agreement failed. <str<strong>on</strong>g>The</str<strong>on</strong>g> Dutch company was declared bankrupt in 2009.<br />
And, as a result of several circumstances, Ethiopia was left with fewer possibilities<br />
for generating <str<strong>on</strong>g>and</str<strong>on</strong>g> sharing the benefits from the use of teff genetic resources<br />
than ever before. How was this possible Exactly what happened, <str<strong>on</strong>g>and</str<strong>on</strong>g> what can<br />
we learn How can we ensure that future access <str<strong>on</strong>g>and</str<strong>on</strong>g> benefit-sharing agreements<br />
will have better prospects of success <str<strong>on</strong>g>The</str<strong>on</strong>g>se are the central questi<strong>on</strong>s of this<br />
report, which provides an in-depth analysis of the course of events with regard to<br />
the agreement as well as a related patent <strong>on</strong> the processing of teff, <str<strong>on</strong>g>and</str<strong>on</strong>g> c<strong>on</strong>cludes<br />
by deriving recommendati<strong>on</strong>s c<strong>on</strong>cerning future access <str<strong>on</strong>g>and</str<strong>on</strong>g> benefit-sharing<br />
agreements as well as for the implementati<strong>on</strong> of the C<strong>on</strong>venti<strong>on</strong> <strong>on</strong> Biological<br />
