requirements <strong>of</strong> the designated community/communities influencing the<br />
selection <strong>of</strong> the services to be provided.<br />
If the designated community/communities or its/their requirements change<br />
over time, the DR should respond by adapting its services.<br />
Possible designated communities include:<br />
• Employees <strong>of</strong> an <strong>of</strong>ficial body, a research institute etc.<br />
• Scientists working in a particular discipline<br />
• The general public<br />

adequate access to the in<strong>for</strong>mation represented by the digital objects.<br />
The DR should regard its primary task as the current and future use <strong>of</strong> the<br />
in<strong>for</strong>mation represented by the digital objects on the part <strong>of</strong> its designated<br />
community. Use <strong>of</strong> the digital objects is predicated on their preservation,<br />
their accessibility and on ensuring the ability to interpret them. Use may be<br />
adequate despite being restricted due to legal reasons (c.f. 3.3.) or not all<br />
properties <strong>of</strong> the original being preserved (c.f. 9.2.).<br />
So-called "dark archives" are set up with no possibility <strong>for</strong> their use at<br />
present; they will only be used if the primary archive is rendered nonfunctional<br />
<strong>for</strong> whatever reason. In the event <strong>of</strong> such a crisis, use must<br />
then be guaranteed.<br />
2.1 The digital repository ensures its designated community/ communities can<br />
access the digital objects.<br />
The DR should ensure that authorised users have access to the digital<br />
objects. This includes appropriate search possibilities. When determining its<br />
service portfolio, the DR takes the needs <strong>of</strong> its designated<br />
community/communities into account. The DR announces in advance its<br />
conditions <strong>of</strong> use and any costs which may arise, listing these in a<br />
transparent manner.<br />
Access can be obtained by:<br />
• Accessing the digital objects<br />
• Creating or supplying an analogue copy (e.g., as print-out by the user<br />
or in the <strong>for</strong>m <strong>of</strong> a print-on-demand service)<br />
• Creating or supplying a digital copy (e.g. download to a storage<br />
medium by the user, email delivery)<br />
• Creating interfaces to permit access via other systems to the digital<br />
objects.<br />
2.2 The digital repository ensures that the designated community/communities<br />
can interpret the digital objects.<br />
