and holiday and sick leave entitlements. 23<br />

It is worth not<strong>in</strong>g that the LCP differs from the other migration schemes highlighted <strong>in</strong><br />

this report <strong>in</strong> that it offers participants a pathway <strong>to</strong> permanent residence. To be eligible <strong>to</strong><br />

apply <strong>for</strong> permanent residence, a caregiver must, with<strong>in</strong> the fourth year anniversary of his or<br />

her <strong>in</strong>itial entry <strong>in</strong><strong>to</strong> the program, complete two years of full time authorized work or,<br />

alternatively, 3,900 hours of full time authorized work with<strong>in</strong> a m<strong>in</strong>imum of twenty-two<br />

months.<br />

Agricultural <strong>Workers</strong><br />

There are two parallel schemes that employers <strong>in</strong> the agricultural sec<strong>to</strong>r can use <strong>to</strong> br<strong>in</strong>g<br />

temporary migrant labour <strong>to</strong> <strong>BC</strong>: The SAWP and the Agricultural Stream of the Stream <strong>for</strong><br />

Lower-Skilled <strong>Workers</strong>. <strong>Migrant</strong> workers <strong>in</strong> one scheme will often f<strong>in</strong>d themselves work<strong>in</strong>g<br />

alongside migrants who arrived through the other scheme. As such workers do<strong>in</strong>g the same<br />

job can f<strong>in</strong>d themselves subject <strong>to</strong> different conditions and oversight. WCDWA spoke with<br />

workers from both schemes.<br />

Both immigration streams have been <strong>in</strong>troduced by the Federal Government at<br />

different times <strong>to</strong> address the chronic shortage of labour <strong>in</strong> the agricultural sec<strong>to</strong>r. However<br />

as noted by Faraday, these shortages have been experienced <strong>in</strong> Canada s<strong>in</strong>ce at least the<br />

early 1900s. 26 In reality, the migrant workers who work <strong>in</strong> the agricultural sec<strong>to</strong>r are<br />

provid<strong>in</strong>g a temporary solution <strong>to</strong> a permanent problem. 27<br />

The Seasonal Agricultural <strong>Workers</strong> Program (SAWP) was launched <strong>in</strong> 1966 on a trial<br />

basis <strong>to</strong> address labour shortages <strong>in</strong> the agricultural sec<strong>to</strong>r and it is now one of Canada’s<br />
