Resolution No. 3 - Accepting the Bid for the Construction of the Marble Street Park<br />

Restroom Facility, 34 & Co., Inc.<br />

WHEREAS the City’s Purchasing Department has advertised for sealed bids for the<br />

construction of a restroom facility at Marble Street Park as part of the Bicentennial Park and<br />

Marble Street Park Improvements Project, and<br />

WHEREAS plans and specifications were issued to nine (9) prospective bidders, with<br />

four (4) bids being received and publicly opened and read in the City Purchasing Department on<br />

Thursday, April 26, <strong>2012</strong>, at 11:00 a.m., local time, and<br />

WHEREAS the City Purchasing, Engineering and Planning Departments have reviewed<br />

the bids and are recommending that the City Council accept the bid submitted by 34 & Co., Inc.<br />

of <strong>Watertown</strong>, New York in the amount of $99,000 as the lowest qualifying bid meeting City<br />

specifications, and<br />

WHEREAS the bid specifications also included “Alternate # 2” for the installation of an<br />

electronic timed locking mechanism for the restroom doors in the amount of $2,000,<br />

NOW THEREFORE BE IT RESOLVED that the City Council of the City of <strong>Watertown</strong>,<br />

New York accepts the base bid submitted by 34 & Co., Inc. of <strong>Watertown</strong>, New York in the<br />

amount of $99,000 for the construction of a restroom facility at Marble Street Park as the lowest<br />

qualifying bid meeting City specifications, and<br />

BE IT FURTHER RESOLVED that the City Council also accepts Bid Alternate # 2 for<br />

the installation of an electronic timed locking mechanism for the restroom doors in the amount of<br />

$2,000, and<br />

BE IT FURTHER RESOLVED that the Mayor, Jeffrey E. Graham, is hereby authorized<br />

to enter into and execute a Project Agreement with 34 & Co., Inc. for the project.<br />

Seconded by Council Member Joseph M. Butler<br />

Council Member Butler inquired about the square footage of the construction project.<br />

Mr. Lumbis replied it is 422 square feet.<br />

Council Member Butler noted that spending $100,000 on a 400 square foot building sounds like<br />

a lot of money. Constituents are going to ask why the cost is so high, he said.<br />

Mr. Lumbis discussed the price per square foot of the facility. He noted the design reflected a<br />

very sturdy structure to help combat vandalism. He said the project is partially funded by a grant<br />
