The South African Electrotechnical Export Council (SAEEC) is a nonprofit company<br />

established as a Public Private Partnership between South African business and<br />

the Department of Trade and Industry (the dti) to facilitate the export growth and<br />

internationalisation of its members.<br />

We represent over ninety (90) members who are South African registered companies<br />

that manufacture and provide products and related services in the Electrotechnical<br />

sector namely: Electrical Engineering, Electronics, Information Technology and<br />

Telecommunications.<br />

Our member companies have a proven track record of providing a wide range<br />

of electricity infrastructure products and services across Africa – from generation<br />

and transmission to distribution. They are highly regarded as solution providers for<br />

power and telecommunications infrastructure projects in Africa. Furthermore, their<br />

understanding of the operational environment in Africa ensures that they provide<br />

project solutions for new builds as well as rehabilitation.<br />

Dear power professionals and stakeholders,<br />

It is with great pleasure that I welcome you to Lagos for the 11 th edition of the West<br />

African Power Industry Convention (WAPIC).<br />

This year the programme unveils comprehensive strategies for enhanced<br />

electrification throughout the West African region. Every WAPIC event, over these years,<br />

has richly highlighted the centrality and critical importance of adequate electricity<br />

supply in driving all sectors of human endeavour. The lack of energy, by contrast,<br />

negatively impacts from industrial productivity to food security; from socioeconomic<br />

development to affordable healthcare delivery.<br />

But all this is set to change, and dramatically too, in a resurgent sub-Saharan Africa<br />

as countries continue to push sector reforms and transformation agendas, but most<br />

especially as you, the power industry experts and professionals, unite to collectively<br />

ponder the situation. You will, within the next two days, proffer practical and feasible<br />

solutions from your collective wealth of knowledge, expertise and experience to this<br />

seemingly intractable problem.<br />

More than any earlier edition, WAPIC 2014 pinpoints the central and key driver<br />

in achieving sustainable power generation and distribution across the region:<br />

collaborative funding which calls for as much financial investment from the private as<br />

from the public sector.<br />

I have no doubt that the outcomes of this WAPIC event will help to put this region<br />

on the next level and in accelerated track towards the achievement of enhanced<br />

access to reliable, affordable and sustainable energy supply, and ultimately, to<br />

socioeconomic growth, development and transformation.<br />

Located at The Marina in Lagos, the Island Power Project<br />

remains the fastest executed (9 months) and one of the most<br />

successful Independent Power Projects in Nigeria. The project<br />

includes an 18km dedicated underground distribution network<br />

which guarantees power delivery to public infrastructure targets<br />

all being powered using Compressed Natural Gas (CNG).<br />

The Island Power Project has drastically improved the reliability<br />

of power supply to the named facilities from 35% to 99.4%,<br />

ON THE NIGERIAN POWER<br />

SECTOR PRIVATISATION:<br />

Tony Elumelu’s success story<br />

Well-known global business leader, financier,<br />

opening session. Here is an exclusive interview<br />

with the Chairman of Heirs Holdings.<br />

What power projects are Heirs Holdings involved in that<br />

you are most excited about<br />

The Power Africa Initiative is an amazing opportunity<br />

to democratize access to power for Africans, and the<br />

$2.5 billion investment commitment we have made<br />

reflects exactly how excited I am about it. The present<br />

administration made a bold decision when it decided<br />

to affect the changes envisaged by the Power Sector<br />

Reform Act — legislation that had been on the books<br />

since 2005. And that bold step was reinforced during<br />

President Barack Obama’s last visit to Africa. We felt more<br />

strongly than ever, the need to help power Africa.<br />

Our experience so far at Ughelli power plant is testimony<br />

to the size of the opportunity; our amazing team has<br />

taken that plant from 150MW capacity when we took<br />

over in November 2013, to 450MW today; we expect<br />

it to increase 700MW by October and to achieve<br />

1000MW by the second quarter of 2015. At that rate,<br />

we’ll be contributing 20 per cent of Nigeria’s total<br />

power generation. To push the possibilities further, we<br />

are working on a greenfield project that will expand the<br />

capacity of Ughelli by an additional 1000MW in the next<br />

3 to 5 years and we’ve signed an MOU with GE and<br />

Symbion Power to facilitate this.<br />

I must add, however, that gas is an integral part of power<br />

generation and we are pleased that our oil assets in the<br />

Niger Delta will eventually produce gas to meetour gas<br />

needs at Ughelli. At current production projections, by the<br />

end of 2015, 150 mmscf per day will be produced and<br />

that will meet about 40 percent of the gas demands for<br />

Ughelli. As you can imagine, working to literally power<br />

Africa is truly exciting.<br />

What, in your view, are the main challenges in Africa’s<br />

power industry If you could change three things<br />

today, what would they be<br />

Locally, the major challenges we have are:<br />

1) unreliable transmission infrastructure and<br />

2) access to uninterrupted gas supply<br />

3) timely settlement of invoiced payments.<br />

In Nigeria, one of the biggest challenges to power<br />

generation is transmission and in fact, while Ughelli Power<br />

Plant generated at full capacity for the first time in July,<br />

we’ve been asked to scale down generation because<br />

of the outdated transmission systems; for every 100MW<br />

generated and sent to transmission companies, 40 per<br />

cent is lost, in part because of this infrastructure issue.<br />

And the challenges go beyond transmission; many plants<br />

in the country can produce more than they currently<br />

do, but the limited availability of gas makes it difficult<br />

to produce according to the companies’ individual<br />

capacities, which affects the total supply and explains<br />

why the average Nigerian hears reports of increased<br />

capacity which is yet to be translated to increased power<br />

availability in homes and places of work.<br />

Also, power generation is capital intensive and as<br />

it stands, we send the power we generate to the<br />

transmission company as soon as it’s generated and<br />

we count on the government to pay in a timely manner,<br />

but that has posed a bit of a problem. What’s more,<br />

while regulation isn’t a key challenge, it is an issue<br />

within the sector that if addressed, has the potential to<br />

speed sector growth exponentially. We need pragmatic<br />

regulation that recognizes that within Nigeria, the sector is<br />

nascent and so policies must be designed to encourage<br />

growth.<br />

In fairness, the federal government is confronting these<br />

challenges head on. It has introduced incentives for gas<br />

producers so that they can invest more in production;<br />

it is improving the gas pipelines and planning a<br />

transmission market for October. The federal government<br />

is also making ongoing investments in upgrading the<br />

transmission infrastructure and that will make all the<br />

difference. So while the challenges exist, one must<br />

continue to plod on in anticipation of the changes to<br />

come.<br />

What is your vision for this industry<br />

I believe the power industry is a catalytic sector and the<br />

development of our country and our continent cannot<br />

happen without fixing it. Our Group has the ambition<br />

we steadily increase our output, the base will change, but<br />

we are committed to keeping pace.<br />

I am an avid believer in the capacity of the private sector<br />

and the discipline it can bring to bear. I know that we will<br />

deliver on the promise of abundant power, which in turn will<br />

help address the pent up demand for access to electricity<br />

that our vibrant economy needs to keep growing at an<br />

even faster pace. A healthy, well regulated, and largely<br />

private power sector is possible and will form one of the<br />

cornerstones of true economic development.<br />

You are the WAPIC keynote speaker in November, can you<br />

give us a sneak preview of your message at the event<br />

I’ll discuss the opportunities that I have discovered in the<br />

power space and the efforts of African power sector leaders<br />

through the West African Energy Leaders Forum to improve<br />

access to electricity across West Africa. I will also speak<br />

briefly about how Heirs Holdings’ $2.5 billion commitment to<br />

Power Africa is helping to improve access to electricity, to<br />

mention but a few.<br />

CHAIRMAN DAGOGO-JACK:<br />

(now Former) Chairman, Presidential Task Force<br />

on power (PTFP) in Nigeria. Mr Dagogo-Jack is a<br />

high-level panellist during the keynote opening<br />

session.<br />

What do you think has been the Presidential Task Force<br />

on Power’s biggest accomplishment(s) thus far<br />

The PTFP was created by President Goodluck Jonathan<br />

to develop a credible Power Sector Reform Agenda<br />

and ensure its delivery within the stated timeline.<br />

Therefore, the successful handing-over of the previously<br />

government managed utilities across the power value<br />

chain made up of 6 Generation companies and 10<br />

Distribution Companies to the new private sector owners<br />

on November 1, 2013 who shall operate in a fully<br />

contracted and regulated electricity market is our best<br />

accomplishment considering the size and number of<br />

hurdles which were surmounted to get there.<br />

What has been a struggle or a disappointment so far in<br />

your view<br />

There has been no disappointment at all. This is because<br />

in designing the reform program we carefully studied<br />

the experiences of other countries and so there was no<br />

unforeseen risk. The struggle currently lies with the level<br />

of pro-activeness required from the sector institutions to<br />

navigate the reform from the current transition phase to<br />

market stability.<br />

What in your opinion are the biggest challenges to the<br />

power industry in Nigeria And in the region<br />

The biggest challenge is achieving a quick shift in the<br />

mind-set of the stakeholders at both policy and consumer<br />

levels within and beyond Nigeria. This will redefine the<br />

sector fundamentals and enable us create sustainable<br />

integrated electricity markets across the regional<br />

power pool. The persisting idea in many countries that<br />

power should be an almost free social responsibility of<br />

government must be replaced very fast with a more<br />

sustainable mind-set.<br />

What would you say to a prospective investor about the<br />

potential of the power sector<br />

The electricity coverage across Africa is so low that<br />

investors do not need any complex feasibility studies<br />

to see the huge opportunity here. Fortunately, most<br />

African Governments are embracing and implementing<br />

impressive sector reforms capable of giving the right<br />

incentives for investors.<br />

What is your vision for this industry<br />

The industry is currently undergoing some teething<br />

problems understandably arising from decades of a<br />

poorly planned and managed sector by government<br />

monopolies. As the private sector footprint in the sector<br />

gets larger I foresee an explosion of industry activities<br />

whose contribution to the economies of Nigeria and its<br />

neighbours will be phenomenal. I also foresee aggressive<br />

growth in local manufacturing and manpower training to<br />

support the industry.<br />

What has surprised you during your tenure at the Task<br />

Force so far<br />

Nothing really has surprised me. Nevertheless the general<br />

public expectation that immediately after the handingover<br />

to the private sector, Nigeria should experience 24<br />

hour electricity supply without consideration that there will<br />

be a challenging transitional phase perplexed me a bit.<br />

What will be your message at WAPIC this year<br />

WAPIC has grown to be the leader in the promotion and<br />

deepening of trade, technology and investment across<br />

the region. This is commendable. Going forward, you<br />

can begin to commit more time to the development of<br />

institutional capacity for the strengthening of the regional<br />

power pool which represents new opportunities for future<br />

growth in the industry.<br />

How important is this event on the power calendar of<br />

the region<br />

I believe it’s quite important. The growth in attendance<br />

every year testifies to this.<br />
