Welcome
Contents
Dear power professionals and stakeholders,
It is with great pleasure that I welcome you to Lagos for the 11 th edition of the West
African Power Industry Convention (WAPIC).
This year the programme unveils comprehensive strategies for enhanced
electrification throughout the West African region. Every WAPIC event, over these years,
has richly highlighted the centrality and critical importance of adequate electricity
supply in driving all sectors of human endeavour. The lack of energy, by contrast,
negatively impacts from industrial productivity to food security; from socioeconomic
development to affordable healthcare delivery.
But all this is set to change, and dramatically too, in a resurgent sub-Saharan Africa
as countries continue to push sector reforms and transformation agendas, but most
especially as you, the power industry experts and professionals, unite to collectively
ponder the situation. You will, within the next two days, proffer practical and feasible
solutions from your collective wealth of knowledge, expertise and experience to this
seemingly intractable problem.
More than any earlier edition, WAPIC 2014 pinpoints the central and key driver
in achieving sustainable power generation and distribution across the region:
collaborative funding which calls for as much financial investment from the private as
from the public sector.
I have no doubt that the outcomes of this WAPIC event will help to put this region
on the next level and in accelerated track towards the achievement of enhanced
access to reliable, affordable and sustainable energy supply, and ultimately, to
socioeconomic growth, development and transformation.
Best wishes,
As the power transformation and
reforms continue to evolve, how
will the role of the traditional and
emerging stakeholders play out and
with what impact In 2014, WAPIC
will examine the present and debate
the future of the West African power
sector with an in-depth analysis of
the key drivers that are shaping the
industry.
Topics include:
• Generation capacity and
infrastructure deficit
• Revenue profile
• Rural electrification
• Access to finance
• Regulation
to ensure sustainable economic
growth.
Effective metering management is a
vital strategy if the West African power
industry is to control future electricity
demands, minimise risks and losses,
increase customer satisfaction and
loyalty, and ultimately, grow its revenue
and provide economic wealth.
Now in its second year, Metering,
Billing/CRM West Africa will visit and
provide solutions to such burning
issues as:
• Closing the huge metering gap
• How critical are revenue protection
and asset management in a
privatised sector
• Loss reduction
• Metering technologies
• The best payment and resource
management options for electricity
suppliers and their customers
The pre-conference workshop will
focus on post-privatisation Nigeria and
how to ensure financial sustainability
through better planning and
management of the metering system
and infrastructure.
Our theme this year is
“Manufacturing excellence through
sustainable power”. There is a need
in West Africa, and specifically
Nigeria, to provide a platform that
promotes and facilitates discussion
amongst all stakeholders in the
manufacturing sector. MPAD has
been created to tackle current
challenges facing the Nigerian
manufacturing market.
Topics include:
• Solutions to a steady power supply
• Re-inventing the manufacturing
industry in Nigeria
• Stimulating business growth
• Align your business strategy with
policies and regulations
• Resource efficiency and cleaner
production
• Efficiency, productivity, profitability
Located at The Marina in Lagos, the Island Power Project
remains the fastest executed (9 months) and one of the most
successful Independent Power Projects in Nigeria. The project
includes an 18km dedicated underground distribution network
which guarantees power delivery to public infrastructure targets
all being powered using Compressed Natural Gas (CNG).
The Island Power Project has drastically improved the reliability
of power supply to the named facilities from 35% to 99.4%,
providing constant street lighting and cost savings for the state.
The new city of Eko Atlantic is an impressive urban development
project in Nigeria. Eko Atlantic will be a new home to 250,000
people and the workplace of another 150,000. Work began in
2006, dredging the first few thousand of what will eventually be
approximately 140 million tonnes of sand making it currently the
biggest land reclamation site in the world. Soon the foundation
for the first buildings will be sunk, and by 2015 the skyline will start
to change. Find out more information about this exciting project
ON THE NIGERIAN POWER
SECTOR PRIVATISATION:
Tony Elumelu’s success story
Well-known global business leader, financier,
entrepreneur, investment guru and
philanthropist Tony O. Elumelu, CON heads
the high-level list of power experts during the
opening session. Here is an exclusive interview
with the Chairman of Heirs Holdings.
What power projects are Heirs Holdings involved in that
you are most excited about
The Power Africa Initiative is an amazing opportunity
to democratize access to power for Africans, and the
$2.5 billion investment commitment we have made
reflects exactly how excited I am about it. The present
administration made a bold decision when it decided
to affect the changes envisaged by the Power Sector
Reform Act — legislation that had been on the books
since 2005. And that bold step was reinforced during
President Barack Obama’s last visit to Africa. We felt more
strongly than ever, the need to help power Africa.
Our experience so far at Ughelli power plant is testimony
to the size of the opportunity; our amazing team has
taken that plant from 150MW capacity when we took
over in November 2013, to 450MW today; we expect
it to increase 700MW by October and to achieve
1000MW by the second quarter of 2015. At that rate,
we’ll be contributing 20 per cent of Nigeria’s total
power generation. To push the possibilities further, we
are working on a greenfield project that will expand the
capacity of Ughelli by an additional 1000MW in the next
3 to 5 years and we’ve signed an MOU with GE and
Symbion Power to facilitate this.
I must add, however, that gas is an integral part of power
generation and we are pleased that our oil assets in the
Niger Delta will eventually produce gas to meetour gas
needs at Ughelli. At current production projections, by the
end of 2015, 150 mmscf per day will be produced and
that will meet about 40 percent of the gas demands for
Ughelli. As you can imagine, working to literally power
Africa is truly exciting.
What, in your view, are the main challenges in Africa’s
power industry If you could change three things
today, what would they be
Locally, the major challenges we have are:
1) unreliable transmission infrastructure and
2) access to uninterrupted gas supply
3) timely settlement of invoiced payments.
In Nigeria, one of the biggest challenges to power
generation is transmission and in fact, while Ughelli Power
Plant generated at full capacity for the first time in July,
we’ve been asked to scale down generation because
of the outdated transmission systems; for every 100MW
generated and sent to transmission companies, 40 per
cent is lost, in part because of this infrastructure issue.
And the challenges go beyond transmission; many plants
in the country can produce more than they currently
do, but the limited availability of gas makes it difficult
to produce according to the companies’ individual
capacities, which affects the total supply and explains
why the average Nigerian hears reports of increased
capacity which is yet to be translated to increased power
availability in homes and places of work.
Also, power generation is capital intensive and as
it stands, we send the power we generate to the
transmission company as soon as it’s generated and
we count on the government to pay in a timely manner,
but that has posed a bit of a problem. What’s more,
while regulation isn’t a key challenge, it is an issue
within the sector that if addressed, has the potential to
speed sector growth exponentially. We need pragmatic
regulation that recognizes that within Nigeria, the sector is
nascent and so policies must be designed to encourage
growth.
In fairness, the federal government is confronting these
challenges head on. It has introduced incentives for gas
producers so that they can invest more in production;
it is improving the gas pipelines and planning a
transmission market for October. The federal government
is also making ongoing investments in upgrading the
transmission infrastructure and that will make all the
difference. So while the challenges exist, one must
continue to plod on in anticipation of the changes to
come.
What is your vision for this industry
I believe the power industry is a catalytic sector and the
development of our country and our continent cannot
happen without fixing it. Our Group has the ambition
to generate at least a quarter of Nigeria’s power
consumption needs in the next five years. I realize that as
20 www.wapicforum.com
Expert interview
we steadily increase our output, the base will change, but
we are committed to keeping pace.
I am an avid believer in the capacity of the private sector
and the discipline it can bring to bear. I know that we will
deliver on the promise of abundant power, which in turn will
help address the pent up demand for access to electricity
that our vibrant economy needs to keep growing at an
even faster pace. A healthy, well regulated, and largely
private power sector is possible and will form one of the
cornerstones of true economic development.
You are the WAPIC keynote speaker in November, can you
give us a sneak preview of your message at the event
I’ll discuss the opportunities that I have discovered in the
power space and the efforts of African power sector leaders
through the West African Energy Leaders Forum to improve
access to electricity across West Africa. I will also speak
briefly about how Heirs Holdings’ $2.5 billion commitment to
Power Africa is helping to improve access to electricity, to
mention but a few.
“Our group has ambitions to
generate at least a quarter of
Nigeria’s power consumption
needs in the next five years.”
Expert interview
PRESIDENTIAL TASK FORCE ON POWER
CHAIRMAN DAGOGO-JACK:
“Quick shift in the mind-set of the stakeholders needed.”
Exclusive interview with Reynolds Dagogo-Jack,
(now Former) Chairman, Presidential Task Force
on power (PTFP) in Nigeria. Mr Dagogo-Jack is a
high-level panellist during the keynote opening
session.
What do you think has been the Presidential Task Force
on Power’s biggest accomplishment(s) thus far
The PTFP was created by President Goodluck Jonathan
to develop a credible Power Sector Reform Agenda
and ensure its delivery within the stated timeline.
Therefore, the successful handing-over of the previously
government managed utilities across the power value
chain made up of 6 Generation companies and 10
Distribution Companies to the new private sector owners
on November 1, 2013 who shall operate in a fully
contracted and regulated electricity market is our best
accomplishment considering the size and number of
hurdles which were surmounted to get there.
What has been a struggle or a disappointment so far in
your view
There has been no disappointment at all. This is because
in designing the reform program we carefully studied
the experiences of other countries and so there was no
unforeseen risk. The struggle currently lies with the level
of pro-activeness required from the sector institutions to
navigate the reform from the current transition phase to
market stability.
What in your opinion are the biggest challenges to the
power industry in Nigeria And in the region
The biggest challenge is achieving a quick shift in the
mind-set of the stakeholders at both policy and consumer
levels within and beyond Nigeria. This will redefine the
sector fundamentals and enable us create sustainable
integrated electricity markets across the regional
power pool. The persisting idea in many countries that
power should be an almost free social responsibility of
government must be replaced very fast with a more
sustainable mind-set.
What would you say to a prospective investor about the
potential of the power sector
The electricity coverage across Africa is so low that
investors do not need any complex feasibility studies
to see the huge opportunity here. Fortunately, most
African Governments are embracing and implementing
impressive sector reforms capable of giving the right
incentives for investors.
What is your vision for this industry
The industry is currently undergoing some teething
problems understandably arising from decades of a
poorly planned and managed sector by government
monopolies. As the private sector footprint in the sector
gets larger I foresee an explosion of industry activities
whose contribution to the economies of Nigeria and its
neighbours will be phenomenal. I also foresee aggressive
growth in local manufacturing and manpower training to
support the industry.
What has surprised you during your tenure at the Task
Force so far
Nothing really has surprised me. Nevertheless the general
public expectation that immediately after the handingover
to the private sector, Nigeria should experience 24
hour electricity supply without consideration that there will
be a challenging transitional phase perplexed me a bit.
What will be your message at WAPIC this year
WAPIC has grown to be the leader in the promotion and
deepening of trade, technology and investment across
the region. This is commendable. Going forward, you
can begin to commit more time to the development of
institutional capacity for the strengthening of the regional
power pool which represents new opportunities for future
growth in the industry.
How important is this event on the power calendar of
the region
I believe it’s quite important. The growth in attendance
every year testifies to this.
“WAPIC has grown to be the leader in the promotion and deepening of trade,
technology and investment across the region. This is commendable.”
