Review 2014 – A Fresh Look at German Foreign Policy

By assuming gre<strong>at</strong>er responsibility in intern<strong>at</strong>ional<br />

organis<strong>at</strong>ions, such as chairing the<br />

OSCE in 2016, or holding the presidency of<br />

the UN Human Rights Council or the G7 or<br />

G20, <strong>German</strong>y can also contribute to shaping<br />

intern<strong>at</strong>ional order. In addition, we will give<br />

prominence to foreign policy instruments<br />

such as intern<strong>at</strong>ional legal cooper<strong>at</strong>ion and<br />

rule-of-law promotion as a trademark of<br />

<strong>German</strong> foreign policy. Selbsteinbindung<br />

(voluntary involvement) is a defining characteristic<br />

of <strong>German</strong> foreign policy, and not just<br />

within established organis<strong>at</strong>ions. Multil<strong>at</strong>eral<br />

tre<strong>at</strong>ies and mechanisms make an indispensable<br />

contribution to maintaining peace and<br />

security, above all in the field of arms control<br />

and disarmament <strong>–</strong> see the negoti<strong>at</strong>ions on<br />

the Iranian nuclear programme. We want to<br />

strengthen this multil<strong>at</strong>eral competence, by<br />

establishing a director<strong>at</strong>e-general for issues<br />

pertaining to the intern<strong>at</strong>ional order.<br />

ANCHORING THE “EUROPEAN<br />

REFLEX” MORE FIRMLY IN GERMAN<br />

DIPLOMACY<br />

European integr<strong>at</strong>ion is the prime lesson<br />

from <strong>German</strong>y’s history and the found<strong>at</strong>ion<br />

on which <strong>German</strong> foreign policy is built.<br />

If <strong>German</strong> diplomacy is to play a defining<br />

role in the future, too, it will do so through<br />

joint initi<strong>at</strong>ives and ideas th<strong>at</strong> result in joint<br />

European action. <strong>German</strong>y will therefore<br />

make an active contribution to the future<br />

European <strong>Foreign</strong> and Security <strong>Policy</strong> str<strong>at</strong>egy<br />

and closely dovetail its elabor<strong>at</strong>ion with the<br />

process of drafting <strong>German</strong>y’s next White<br />

Paper. <strong>German</strong>y’s present strength places<br />

special demands on the “European conduct” of<br />

<strong>German</strong> foreign policy <strong>–</strong> recognised leadership<br />

is built on trust, the power of persuasion and<br />

generosity. We want to anchor the “European<br />

reflex” more firmly in all foreign policy fields<br />

by taking appropri<strong>at</strong>e staffing and structural<br />

measures, and ensure yet closer links with the<br />

institutions in Brussels. In all our undertakings<br />

within the <strong>Foreign</strong> Service and across the<br />

Federal Government, we shall from the outset<br />

give system<strong>at</strong>ic consider<strong>at</strong>ion to their impact<br />

on our EU partners.<br />

MORE ROOM FOR STRATEGIC<br />

REFLECTION<br />

The world’s “new complexity” makes it all the<br />

more vital to have gre<strong>at</strong>er room for str<strong>at</strong>egic<br />

reflection. Constant review of our analyses and<br />

the found<strong>at</strong>ions of diplom<strong>at</strong>ic action is needed.<br />

The <strong>Foreign</strong> Service is kept very busy with<br />

urgent tasks and acute crises. But <strong>at</strong> the same<br />

time the need for str<strong>at</strong>egic vision is growing.<br />

More room for str<strong>at</strong>egy <strong>–</strong> this demand is<br />

indeed meant literally. The Federal <strong>Foreign</strong><br />

Office does not intend to abolish conventional<br />

workflows and routines, but instead wants to<br />

optimise them and, where necessary, make<br />

structures less rigid. An on-going well-structured<br />

and professionally moder<strong>at</strong>ed process of<br />

defining priorities, room and time for str<strong>at</strong>egic<br />

thought, regular brainstorming sessions on<br />

underlying, cross-cutting issues <strong>at</strong> top level,<br />

and the use of modern scenario and forecasting<br />

methods are all part and parcel of this. We<br />

also want to encourage the use of joint str<strong>at</strong>egic<br />

forecasting by the Federal Government. We<br />

will likewise endeavour to learn more system<strong>at</strong>ically<br />

from past experience and enhance our<br />

evalu<strong>at</strong>ion practices.<br />
