For example one way would be to define it
as ability to read and write: But read and
write what? In what language? For what
purpose?
In Tanzania it would mean ability to
communicate through reading and writing
all that can be communicated through
speech in Kiswahili
But this leaves too many questions
unanswered for it to be universally
accepted
