Speakers<br />

Sr Paul K L Wong, MSc, MHKIS, MRICS, RPS(QS), MCIOB, MHKICM, MAIB, MHIREA<br />

Paul is the Vice Chairman <strong>of</strong> the <strong>Hong</strong> <strong>Kong</strong> <strong>Institute</strong> <strong>of</strong> <strong>Surveyors</strong> (Quantity Surveying Division). He is a Director <strong>of</strong> Chinney<br />

Construction Co., Ltd. and has about 25 years experience in the construction industry (working for consultants and<br />

contractors). He is also registered as Technical Director and Authorized Signatory under the Buildings Department’s list <strong>of</strong><br />

Registered General Building Contractors.<br />

Mr Willie M H Tam, MBA, FCMI, FSocBP, P.Eng(UK)FSPE, MSEE, MBOHS, LCGI, MHKIOE, RSO<br />

Wille is a Registered Safety Officer. He is a Safety Manager <strong>of</strong> Chinney Construction Co., Ltd. and has more than 20 years<br />

experience in the construction industry.<br />

In this talk, the speakers will talk about (1) the safety duties <strong>of</strong> front-line site staff, and (2) the ways to achieve the requirements<br />

<strong>of</strong> Bill for Site Safety and Environment under the Contract.<br />

Security <strong>of</strong> Payment Legislation in <strong>Hong</strong> <strong>Kong</strong><br />

Speakers<br />

Henry Sherman & Samson Man<br />

Mr Sherman is a senior consultant in Minter Ellison’s construction team, is admitted as a solicitor in <strong>Hong</strong> <strong>Kong</strong> and in England<br />

and Wales. Before joining Minter Ellison he was a partner in a UK law firm and advised employers, contractors and consultants<br />

on all aspects <strong>of</strong> the UK security <strong>of</strong> payment legislation, including contract drafting, payment disputes, adjudications and court<br />

challenges to adjudicators’ decisions.<br />

Mr Man is an associate in the Minter Ellison construction team. Also admitted in England and Wales, he worked for a number<br />

<strong>of</strong> years with a UK law firm and specialises in construction disputes <strong>of</strong> all kinds. He has a particular interest in security <strong>of</strong><br />

payment legislation.<br />

Details If Government's current plans bear fruit, <strong>Hong</strong> <strong>Kong</strong>'s security <strong>of</strong> payment legislation will come into force in 2015 or 2016<br />

following a consultation process due to begin over the coming months. Security <strong>of</strong> payment legislation in other countries has<br />

followed a number <strong>of</strong> different models and how far-reaching it will be in <strong>Hong</strong> <strong>Kong</strong> is not yet clear. Whatever its final form it<br />

will have a major impact on the <strong>Hong</strong> <strong>Kong</strong> construction industry.<br />

This seminar will review the experience <strong>of</strong> other countries and examine the likely options for <strong>Hong</strong> <strong>Kong</strong>.<br />
