treatment program, physicians and psychologists usually provide the needed<br />

certificate after a few sessions. However, almost all smokers who go through this<br />

exercise do not feel addicted nor feel that they need help, and f<strong>in</strong>d the mandated<br />

procedure time consum<strong>in</strong>g and <strong>of</strong>ten humiliat<strong>in</strong>g.<br />

THE THREAT OF A GOVERNMENT BACKLASH<br />

In the last three years, there has been a clear preoccupation <strong>in</strong> the national<br />

government with the <strong>in</strong>crease <strong>in</strong> <strong>cannabis</strong> consumption, especially among<br />

adolescents, who seem to downplay the risks <strong>of</strong> these drugs. Authorities connected<br />

with the National Plan on <strong>Drug</strong>s claim the <strong>in</strong>crease is a consequence <strong>of</strong><br />

mis<strong>in</strong>formation be<strong>in</strong>g distributed by pro-<strong>cannabis</strong> groups that have commercial<br />

<strong>in</strong>terests <strong>in</strong> the promotion <strong>of</strong> their products. A critical study <strong>of</strong> the “cultura<br />

cannábica” (the <strong>cannabis</strong> “culture” and movement) denounced the <strong>in</strong>coherence <strong>of</strong><br />

many <strong>of</strong> the elements <strong>of</strong> its ideology and the vested <strong>in</strong>terests <strong>in</strong>volved (Calafat et<br />

al., 2000). Accord<strong>in</strong>g to its authors, the goals <strong>of</strong> this movement are to legitimate<br />

and legalize <strong>cannabis</strong> consumption by portray<strong>in</strong>g it <strong>in</strong> a benign light. In the<br />

movement, they found people play<strong>in</strong>g roles comparable to those <strong>of</strong> “prophets,<br />

priests, technicians, organizers, and consumers.” Together they are “creat<strong>in</strong>g a<br />

culturally and socially dense multidiscipl<strong>in</strong>ary network” <strong>of</strong> self-appo<strong>in</strong>ted experts<br />

who portray the drug as benign, positive, “appropriat<strong>in</strong>g ideals <strong>of</strong> ecologists, the<br />

return to nature, health, social justice, <strong>in</strong>terculturality and even religion”(Calafat<br />

et al., p. 231). Their ma<strong>in</strong> goal is to spread “a socially positive image <strong>of</strong> <strong>cannabis</strong>”<br />

that, accord<strong>in</strong>g to these authors, has many mythical elements (Calafat et al., p.<br />

234). Moreover, this report claims that the pro-<strong>cannabis</strong> movement hides the<br />

commercial <strong>in</strong>terests <strong>of</strong> some middle-aged entrepreneurs who have <strong>in</strong>vested <strong>in</strong><br />

shops, publications, and Internet trade, and who are try<strong>in</strong>g to <strong>in</strong>fluence adolescents<br />

and young people.<br />

After recent surveys confirmed the renewed growth <strong>of</strong> <strong>cannabis</strong> consumption,<br />

a new committee was urgently assembled to study the <strong>cannabis</strong> situation and to<br />

propose measures to stop its further expansion. There was a grow<strong>in</strong>g fear that the<br />

Aznar government might harden the adm<strong>in</strong>istrative and penal treatment <strong>of</strong> <strong>cannabis</strong><br />

shops and related journals, that might have been accused <strong>of</strong> promot<strong>in</strong>g illegal drug<br />

use. 16 The terrorist crimes <strong>of</strong> Madrid <strong>in</strong> March 11, 2004, and the electoral shift<br />

three days later, have dampened the level <strong>of</strong> antagonism <strong>in</strong> the <strong>cannabis</strong> front. The<br />

new government seems less hostile to the pro-<strong>cannabis</strong> faction, and it appears<br />

unlikely that grow shops and <strong>cannabis</strong> journals will be closed. But it rema<strong>in</strong>s to be<br />

seen if the new government really departs from the drug policy <strong>of</strong> its predecessors<br />

<strong>in</strong> significant ways. At the present time, these concerns are not a government<br />
