10. To appoint such Staff in the district as is prescribed in different Recruitment Rules;<br />

11. To transfer Officers up to the level of SRO II and other Staff within the district;<br />

12. Planning and performance of Crop Survey and Agri. Census Work;<br />

13. To monitor and supervise action for avoiding Sowing and Harvesting disputes;<br />

14. Management of Mines & Minerals in the district;<br />

15. To maintain Liaison with the District Collector and other District Level Offices<br />

regarding <strong>Land</strong> <strong>Reforms</strong> Works;<br />

16. Preparation, transmission and custody of ACR. OPR of Officers and Staff under his<br />

control;<br />

17. Inspection of Offices under his Control;<br />

18. Management of non agricultural land;<br />

19. Management of HAT, MARKETS on Govt. <strong>Land</strong>s and other Sairati interest;<br />

20. Reallocation of FUNDS to the Offices under his control and exercise financial control<br />

over expenditure;<br />

22. To supervise Collection of <strong>Land</strong> Revenue & Cesses and other Govt. Dues;<br />

23. Contest of Court Cases pertaining lands in which Govt. or any Officer under his control<br />

is made as party;<br />

For S.D.L.&L.R.O. at Sub-Divisions<br />

At the Sub Division level there is a Sub Divisional <strong>Land</strong> & <strong>Land</strong> <strong>Reforms</strong> Officer, performing<br />

duties and responsibilities of former Settlement Charge Officer and Sub Divisional <strong>Land</strong><br />

<strong>Reforms</strong> Officer.<br />

The Sub Divisional <strong>Land</strong> & <strong>Land</strong> <strong>Reforms</strong> Officer has a general power of supervision and<br />

coordination of works regarding <strong>Land</strong> & <strong>Land</strong> <strong>Reforms</strong> Administration within his Sub Division.<br />

Sl. Duties & functins<br />

01. To exercise the powers of the Assistant Settlement Officer as laid down in WBLR Rules,<br />

1965;<br />

02. To supervise implementation of Ceiling Provisions laid down in WBEA Act, 1953 and<br />

WBLR Act, 1955;<br />

03. To supervise settlement of agricultural lands at the disposal of the Government;<br />

04. To supervise implementation Operation ‘BARGA’;<br />

05. Exercise powers of Collector u/s 4C of the WBLR Act, 1955 in respect of conversion of<br />

land upto 1.00 Acres;<br />

06. To plan, monitor and supervise the work in different subordinate offices;<br />

07. To transfer Officers below the level of RO and other Staff within the Sub Division;<br />

08. Planning and performance of Crop Survey and Agri. Census Work;<br />

09. To monitor and supervise action for avoiding Sowing and Harvesting disputes;<br />

10. Management of Mines & Minerals in the district;<br />

11. Preparation, transmission and custody of ACR. OPR of Officers and Staff under his<br />

control;<br />

12. Inspection of Offices under his Control;<br />

13. Management of non agricultural land;<br />

Offices regarding <strong>Land</strong> <strong>Reforms</strong> Works;<br />

16. To supervise Collection of <strong>Land</strong> Revenue & Cesses and other Govt. Dues;<br />

For B.L.&L.R.O. at Blocks<br />

At the Block level there is a Block <strong>Land</strong> & <strong>Land</strong> <strong>Reforms</strong> Officer, under the overall<br />

charge of a Block <strong>Land</strong> & <strong>Land</strong> <strong>Reforms</strong> Officer of the rank of Special Revenue Officer,<br />

Grade II. More than one officer of the rank of Special Revenue Officer Grade II may be<br />

posted in a block office depending upon the workload.<br />

08. Taking avoiding Sowing and Harvesting disputes;<br />

09. Administration of Minor Mineral Rules and exercise of powers under the Mines and<br />

Minerals (Regulation and Development) Act,1957 ;
