efficiency <strong>of</strong> <strong>the</strong> legislative and regulatory regime governing <strong>the</strong> issuance<br />

<strong>of</strong> federal Crown debt. 8<br />

During <strong>the</strong>ir testimony to <strong>the</strong> Committee as part <strong>of</strong> <strong>the</strong> CBCA <strong>statutory</strong> <strong>review</strong>,<br />

Industry <strong>Canada</strong> <strong>of</strong>ficials gave a general summary <strong>of</strong> <strong>the</strong> stakeholder feedback <strong>the</strong>y had<br />

received on both discussion papers. With respect to <strong>the</strong> 2004 paper on corporate<br />

governance, <strong>the</strong> <strong>of</strong>ficials stated that <strong>the</strong>re was little consensus on <strong>the</strong> proposals, but since<br />

<strong>the</strong>y all related only to publicly-traded corporations, <strong>the</strong> majority, at that time, felt that <strong>the</strong>y<br />

concerned matters that should be dealt with under provincial securities legislation. With<br />

respect to <strong>the</strong> 2007 paper on securities transfer rules, <strong>the</strong> <strong>of</strong>ficials stated that <strong>the</strong> majority<br />

<strong>of</strong> feedback <strong>the</strong>y received at that time was that regulation should be left to <strong>the</strong> provinces,<br />

and that <strong>the</strong> federal government should not introduce its own legislation in this area. 9<br />
