WHEREAS, <strong>the</strong> County <strong>of</strong> Cook is a home rule unit <strong>of</strong> government pursuant to <strong>the</strong> Illinois Constitution<br />

<strong>of</strong> 1970; and<br />

WHEREAS, pursuant to its home rule power, <strong>the</strong> <strong>Board</strong> <strong>of</strong> Commissioners <strong>of</strong> Cook County may exercise<br />

any power and perform any function relating to its government and affairs including protecting <strong>the</strong> public<br />

health, welfare and safety <strong>of</strong> its citizens; and<br />

WHEREAS, many Mexican immigrants are fearful <strong>of</strong> reporting crimes to <strong>the</strong> police because <strong>the</strong>y do not<br />

possess proper identification; and<br />

WHEREAS, many Mexican immigrants have difficulty conducting daily routine business transactions,<br />

including check cashing, credit card purchases, driver’s license application, and store layaway purchases,<br />

among o<strong>the</strong>r things, because <strong>the</strong>y do not possess proper identification; and<br />

WHEREAS, in 46 cities across <strong>the</strong> United Sates, including Chicago, <strong>the</strong> Mexican Consulate issues<br />

identification cards entitled “matricula consular” to Mexican nationals with a birth certificate and proper<br />

photo identification who have been residing in <strong>the</strong> United States for at least six months; and<br />

WHEREAS, <strong>the</strong> <strong>Board</strong> <strong>of</strong> Commissioners <strong>of</strong> Cook County wishes to enable Mexican immigrants to<br />

utilize <strong>the</strong> “matricula consular” as legal identification when interacting with County departments.<br />

NOW, THEREFORE BE <strong>IT</strong> ORDAINED BY THE BOARD OF COMM<strong>IS</strong>SIONERS OF COOK<br />

COUNTY:<br />

Section 1: Chapter 5, Departments and Agencies, <strong>of</strong> <strong>the</strong> Cook County Ordinances is here<strong>by</strong> amended <strong>by</strong><br />

<strong>the</strong> addition <strong>of</strong> <strong>the</strong> following new Section 5-4 as follows:
