begin to see more NAVSEA Combat Systems training entering the<br />

IBFTC schedule,expanding into C5I (Combat Systems,Command,<br />

Control, Communications, Computers, and <strong>Information</strong>) support.<br />

To show how all this can fit together, Figure 2 depicts the continuum<br />

<strong>of</strong> training delivery associated with managing,maintaining,<br />

and operating the ISNS systems on <strong>Navy</strong> Ships. As we improve<br />

our training development and delivery, IBFTC is an important<br />

tool to get Sailors initially trained on the new systems. The<br />

flexible schedule <strong>of</strong> IBFTC also allows us to pilot new ideas and<br />

test new equipment solutions to verify they will be successful<br />

when fielded at the NETC schoolhouses. To cite an example, this<br />

summer we will see the first use <strong>of</strong> simulation for ISNS TTE, using<br />

a 3-D interactive computer animated version <strong>of</strong> a TACLANE for<br />

training as part <strong>of</strong> the ISNS Systems Management course.<br />

While IBFTC serves as a resource for initial and interim delivery <strong>of</strong><br />

training, it is also important to transition any training delivered in<br />

IBFTC to formal locations to make room for the next round <strong>of</strong> new<br />

training requirements. The transition <strong>of</strong> training delivery responsibility<br />

from a developing agent to a training agent will generally<br />

be done on a course-by-course basis. The newly formed NETC<br />

centers will play a vital role in identifying which commands will<br />

support a specific training requirement, ensuring they possess<br />

the equipment, curricula and people. Figure 3 shows how this<br />

transition occurs over time. As we improve our management <strong>of</strong><br />

<strong>Navy</strong> training, the time line required for transition will decrease.<br />

The future <strong>of</strong> C5I training is bright. With resources like IBFTC and<br />

new approaches to solutions using existing resources, the <strong>Navy</strong><br />

training revolution has become a reality. We are making smarter<br />

choices for the use <strong>of</strong> our assets — improving the capability to<br />

train the fleet better and faster than ever before.<br />

To request classes in IBFTC, complete a job assignment on the<br />

IBFT Web site at https://c4isr.spawar.navy.mil/04/ibft/ and<br />

request a quota. You can also contact the host command,IBFTC<br />

coordinators,or IBFTC training specialists listed in the points <strong>of</strong><br />

contact list with any questions or requests about training<br />

development and delivery capabilities. Afloat Sailors should<br />

propose all training requests through their training <strong>of</strong>ficer.<br />

Dee Quashnock is the Head <strong>of</strong> the Human Systems Integration <strong>Department</strong><br />

under the SPAWAR <strong>Chief</strong> Engineer (also the <strong>Chief</strong> Engineer<br />

for ForceNet). Her team is responsible for HSI policy, assessment and<br />

assistance to program managers, engineers, logisticians and training<br />

managers for C4ISR systems. She was part <strong>of</strong> the original team<br />

that developed the IBFTC and collaborative support concept.<br />

The Integrated Battle Force Training Team Wins<br />

The Admiral Stan Arthur Award for Logistics Team <strong>of</strong> the Year<br />

The Admiral Stan Arthur Awards recognize military and civilian logisticians who epitomize excellence in<br />

logistics planning and execution. A Flag/SES panel reviews candidates and selects winners based on<br />

innovations which merit special recognition.<br />

The Integrated Battle Force Training Team, from Commander, Space and Naval Warfare Systems Command,<br />

was recognized as the Logistics Team <strong>of</strong> the Year. The team developed the means to provide continuous, upto-date<br />

C4I training to the fleet, and the ability to track training — and to constantly upgrade C4I training<br />

curricula. Use <strong>of</strong> this program is now mandatory for all C4I training for fleet deployers. The team is exporting<br />

the program for Commander, Naval Sea Systems Command use.<br />

The award ceremony is scheduled for the afternoon <strong>of</strong> June 27, 2003, in the Pentagon auditorium.<br />
