Silverton OCP meeting seeks residents’ vision for the future<br />

Wh<strong>at</strong> do you want your community<br />
to look like in 25 years? A dedic<strong>at</strong>ed<br />
group <strong>of</strong> about 25-30 people showed<br />
up <strong>at</strong> the Silverton Memorial Hall the<br />
evening <strong>of</strong> April 26 to consider this and<br />
other questions in a visioning session<br />
for a new Official Community Plan<br />
(OCP). SmartGrowth BC community<br />
planner Tom Lancaster was there to<br />
prod, inspire and guide residents into<br />
cre<strong>at</strong>ing their own community vision.<br />
Other questions posed by Lancaster<br />
for Silvertonians to ponder were: “How<br />
would you want people to describe<br />
Silverton after spending seven days<br />
here?” “If you have/had or are going to<br />
have kids, wh<strong>at</strong> would you want for<br />
them in Silverton?” “If someone read<br />
about Silverton in a n<strong>at</strong>ional newspaper,<br />
how would you finish the sentence,<br />
‘Silverton is…?”<br />
Critical to establishing a vision th<strong>at</strong><br />
reflects the unique makeup <strong>of</strong> a<br />
community, Lancaster explained, is<br />
identifying its needs, issues, and<br />
priorities. Understanding these helps<br />
with the form<strong>at</strong>ion <strong>of</strong> the vision,<br />
essentially a st<strong>at</strong>ement <strong>of</strong> the principles<br />
and values Silverton holds most dear.<br />
The vision st<strong>at</strong>ement then becomes the<br />
launching pad for cre<strong>at</strong>ing a list <strong>of</strong><br />
community objectives th<strong>at</strong> inform<br />
policy form<strong>at</strong>ion and design guidelines.<br />
The result: an OCP <strong>of</strong>, by, and for the<br />
people.<br />
Residents were encouraged to shout<br />
out questions, and write their needs,<br />
issues and priorities on post-it notes<br />
under each c<strong>at</strong>egory. Several consistent<br />
themes emerged. Slowing down large<br />
truck traffic was a consistent wish across<br />
all c<strong>at</strong>egories, though opinions were<br />
divided as to exactly how. “Keep the<br />
area quaint, clean, safe and pristine as<br />
possible,” and “restrict jet skis or loud<br />
w<strong>at</strong>ercraft on the lake,” reflect the<br />
general vision <strong>of</strong> most who particip<strong>at</strong>ed.<br />
The idea <strong>of</strong> a hiking/biking trail from<br />
Silverton to New Denver got a hearty<br />
cheer from the audience.<br />
Under the ‘needs’ c<strong>at</strong>egory, “more<br />
families” and “<strong>at</strong>tract full-time<br />
residents” was mentioned several times.<br />
“A vision for altern<strong>at</strong>e energy,” was<br />
another. Only one person mentioned<br />
promoting the area’s n<strong>at</strong>ural resources<br />
as a means <strong>of</strong> <strong>at</strong>tracting small mines or<br />
light industry to Silverton. One person<br />
mentioned boundary expansion but<br />

The Advisory Planning<br />
Commission (APC) for the North<br />
Slocan <strong>Valley</strong> OCP process met April<br />
26 <strong>at</strong> Knox Hall in New Denver.<br />
The group reviewed the draft<br />
guiding principles and expects to adopt<br />
them <strong>at</strong> the next meeting.<br />
Dave Wahn <strong>of</strong> the RDCK planning<br />
department reported on the interagency<br />
meeting held March 22. He said<br />
represent<strong>at</strong>ives from the Department <strong>of</strong><br />
Fisheries and Oceans (DFO), Integr<strong>at</strong>ed<br />
Land Management Bureau (ILMB),<br />
and Ministry <strong>of</strong> Environment were all<br />
in <strong>at</strong>tendance and indic<strong>at</strong>ed a<br />
Heritage workshop sets the stage for<br />
protecting Slocan’s historical treasures<br />

Residents interested in preserving<br />
Village <strong>of</strong> Slocan heritage met for a<br />
workshop led by Bob Inwood <strong>at</strong> the<br />
Silvery Slocan Hall on S<strong>at</strong>urday, April<br />
28. Inwood is a priv<strong>at</strong>e consultant who<br />
has lived in the area for 35 years and<br />
has done heritage planning in Nelson,<br />
Kaslo, Rossland, and Revelstoke.<br />
The purpose <strong>of</strong> Inwood’s<br />
present<strong>at</strong>ion was to explain the broad<br />
scope <strong>of</strong> heritage work, provide<br />
inform<strong>at</strong>ion on how the Village can<br />
establish a heritage inventory, and assist<br />
in setting up a local heritage committee<br />
to liaison with the Heritage Society <strong>of</strong><br />
BC, which sponsored the workshop.<br />
Inwood said th<strong>at</strong> since the 1980s<br />
and ’90s, there has been a steady decline<br />
in funds <strong>at</strong> both the federal and<br />
provincial levels.<br />
Federally, Heritage Canada and<br />
Parks Canada have a heritage mand<strong>at</strong>e.<br />
He urged the community to petition<br />
council to form a Community Heritage<br />
Committee and set it to work compiling<br />
a heritage inventory and a local heritage<br />
management plan. A tool kit from the<br />
Heritage Society is available to local<br />
municipalities.<br />
Another important agency is the<br />
Heritage Place Initi<strong>at</strong>ive (HPI). This<br />
established the first-ever n<strong>at</strong>ional<br />
registry <strong>of</strong> heritage sites, a program th<strong>at</strong><br />
the US and most European countries<br />
have had for decades. The Harper<br />
Conserv<strong>at</strong>ives slashed the HPI budget,<br />
resulting in the St<strong>at</strong>ements <strong>of</strong><br />
Significance program th<strong>at</strong> helps<br />
communities compile a heritage<br />
inventory – the first step in making a<br />
strong case for funding.<br />
Provincially, there is the Heritage<br />
Act and a Heritage Trust Fund<br />
administered by the Heritage Society<br />
<strong>of</strong> BC. Grants are available for some<br />
capital projects, interpretive programs,<br />
heritage walking tours, flagging,<br />
pendants and educ<strong>at</strong>ion work. Under the<br />
program 50% funding is available to<br />
successful applicants. Other agencies<br />
th<strong>at</strong> dispense funds include the Archives<br />
Associ<strong>at</strong>ion <strong>of</strong> BC, the BC Museums<br />
Associ<strong>at</strong>ion and the Columbia Basin<br />
Trust.<br />
Village <strong>of</strong> Slocan Administr<strong>at</strong>or<br />
Eunice Ludlow said Heritage BC is now<br />
<strong>of</strong>fering communities the opportunity<br />
to establish a registry <strong>of</strong> buildings over<br />
50 years old. Slocan Village Council has<br />
registered four: the Village Office, the<br />
Silvery Slocan Hall, the Women’s<br />
Institute Hall, also known as the old fire<br />
hall, and the old elementary school. Two<br />
local churches also qualify.<br />
Ludlow said work is underway to<br />
upd<strong>at</strong>e records, identify burial plots and<br />
properly commemor<strong>at</strong>e former<br />
residents interred <strong>at</strong> the cemetery. The<br />
Provincial Inspector <strong>of</strong> cemeteries will<br />
be coming to the Village on May 8 to<br />
assist the Village in determining the<br />
accuracy <strong>of</strong> the Village cemetery map.<br />
Cemetery records were lost in 1949. A<br />
Japanese expert in cemeteries who<br />
visited was dismayed <strong>at</strong> the st<strong>at</strong>e <strong>of</strong><br />
cemetery remains <strong>of</strong> Japanese<br />
Canadians who died while in Slocan<br />
area internment camps. Joyce Johnson<br />
is leading an effort to assist the Village<br />
in correcting records and cre<strong>at</strong>ing an<br />
appropri<strong>at</strong>e memorial <strong>at</strong> the cemetery.<br />
There was a strong represent<strong>at</strong>ion<br />
<strong>at</strong> the workshop from members <strong>of</strong> the<br />
St. Andrew’s Presbyterian and St.<br />
Mary’s C<strong>at</strong>holic churches who are<br />
interested in learning how to apply for<br />
government funding to preserve and<br />
upgrade their churches, both which<br />
qualify as heritage sites. Inwood said<br />
he will check on the availability <strong>of</strong><br />
church heritage funding.<br />
At the conclusion <strong>of</strong> the workshop,<br />
Joyce Johnson was design<strong>at</strong>ed to<br />
represent workshop participants <strong>at</strong> the<br />
May 9 Village council meeting and brief<br />
the mayor and council on the<br />
inform<strong>at</strong>ion. Deleg<strong>at</strong>es also agreed th<strong>at</strong><br />
council should initi<strong>at</strong>e a residents’<br />
Community Heritage Committee. The<br />
committee’s goals would be to develop<br />
a heritage str<strong>at</strong>egic plan, cre<strong>at</strong>e a<br />
heritage registry, involve longtime and<br />
newly arrived residents in heritage<br />
work, and consider establishing a<br />
heritage conservancy area.<br />
Lancaster cautioned th<strong>at</strong> with more<br />
territory comes more responsibility and<br />
expense.<br />
By the end <strong>of</strong> the evening residents<br />
were ready to post their vision<br />
st<strong>at</strong>ements, which reflected an<br />
impressive array <strong>of</strong> values. “Silverton<br />
is a vibrant, tolerant, open village made<br />
up <strong>of</strong> innov<strong>at</strong>ive, resourceful people.”<br />
A more concrete vision st<strong>at</strong>ement saw<br />
Silverton 25 years from now as “a BIT<br />
bigger, with a mixture <strong>of</strong> housing types,<br />
green spaces, safe roads and walkways,<br />
economic opportunities supported by<br />
modern communic<strong>at</strong>ions and<br />
transport<strong>at</strong>ion infrastructures.” Another<br />
one sounded like a new advertising<br />
slogan for the village: “Silverton is in<br />
the middle <strong>of</strong> nowhere and the centre<br />
<strong>of</strong> everything.”<br />
The issue <strong>of</strong> stimul<strong>at</strong>ing the local<br />
economy was <strong>of</strong> intense concern to<br />
many, who see the tourism industry as<br />
only part <strong>of</strong> the picture. “Tourism is<br />
good as part <strong>of</strong> a mixed economy,” said<br />
one. “If it’s the only thing, it’s a de<strong>at</strong>h<br />
trap.” Getting high-speed internet was<br />
seen by several as critical to <strong>at</strong>tracting<br />
businesses and young families here.<br />
Lancaster will be accepting input<br />
willingness to assist with the OCP<br />
process in any way possible. The group<br />
decided to write to DFO requesting th<strong>at</strong><br />
a shoreline inventory be done on Slocan<br />
and Summit Lakes this summer. It was<br />
also decided to invite Tola Coopper<br />
from DFO, who does shoreline<br />
inventories, to one <strong>of</strong> the APC meetings.<br />
The commission will ask the<br />
RDCK board to request the ILMB to<br />
put a mor<strong>at</strong>orium on crown land<br />
applic<strong>at</strong>ions pertaining to the foreshores<br />
<strong>of</strong> Summit and and Slocan Lakes while<br />
the planning process is underway.<br />
The group finalized the<br />
questionn<strong>air</strong>e th<strong>at</strong> will be sent to every<br />
property owner in northern Area H and<br />
posted on the RDCK website. Property<br />
owners can expect to receive the<br />
questionn<strong>air</strong>es by the end <strong>of</strong> the month,<br />
with results to be coll<strong>at</strong>ed by the end <strong>of</strong><br />
the summer.<br />
