preferable because it would avoid parkland losses in <strong>the</strong> nor<strong>the</strong>ast area of impact, an intersecti<strong>on</strong> rec<strong>on</strong>figurati<strong>on</strong><br />

at <strong>Melrose</strong> and Santa Fe still needs to be incorporated into <strong>the</strong> proposal to minimize wetland and parkland<br />

impacts to <strong>the</strong> greatest extent feasible. At a minimum, alternate alignments and road widths should be examined<br />

that avoid loss of parkland. If after all alternatives have been reviewed and <strong>the</strong> least impactive alignment results<br />

in a loss of parkland, <strong>the</strong>n compensati<strong>on</strong> <strong>for</strong> that loss should be at a very high ratio because of <strong>the</strong> local and<br />

regi<strong>on</strong>al importance of this public park.<br />

Impact to Biological Resources<br />

The <strong>project</strong> would result in impacts to sensitive coastal sage scrub habitat, and mitigati<strong>on</strong> under Rule 4(d) is<br />

proposed by preservati<strong>on</strong> of similar habitat in <strong>the</strong> unincorporated area. This is unacceptable because mitigati<strong>on</strong><br />

lands should be located in <strong>the</strong> general area of <strong>the</strong> impacts, so as to preserve habitat with similar climatic<br />

parameters. In additi<strong>on</strong>, it is our understanding that <strong>the</strong> resource agencies have prohibited mitigati<strong>on</strong> of habitat<br />

impacts in cities to compensate <strong>for</strong> similar habitat in <strong>the</strong> unincorporated area.<br />

All three alignments would result in impacts to wetlands and <strong>the</strong> minimum 50 ft. buffer needed to protect this<br />

habitat. The D<strong>EIR</strong> should examine an alternative that includes a rec<strong>on</strong>figurati<strong>on</strong> of <strong>the</strong> intersecti<strong>on</strong> of <strong>Melrose</strong><br />

and Santa Fe Road to first avoid, and if not possible, <strong>the</strong>n to minimize those wetland impacts. The correcti<strong>on</strong> of<br />

existing c<strong>on</strong>diti<strong>on</strong>s of <strong>the</strong> wetland at that intersecti<strong>on</strong> resulting from invasives, street runoff and trash, should be<br />

a c<strong>on</strong>diti<strong>on</strong> of <strong>the</strong> proposed <strong>project</strong>, as well as <strong>on</strong>going maintenance of <strong>the</strong> wetlands, to reduce impacts to<br />

wildlife. Also, an alternative described in <strong>the</strong> D<strong>EIR</strong> includes a bridge that would reduce impacts to a wetland<br />

area, but it is not clear how this would link up with <strong>the</strong> road alignment. This needs to be clarified so impacts can<br />

be evaluated.<br />

As menti<strong>on</strong>ed above, <strong>the</strong> alternatives analyses are not adequate as <strong>the</strong>y d<strong>on</strong>’t include <strong>the</strong> range of alignments<br />

that would avoid park and biological impacts, or that avoid or minimize impacts to <strong>the</strong> greatest extent feasible.<br />

In additi<strong>on</strong>, <strong>the</strong> D<strong>EIR</strong> does not adequately address <strong>the</strong> <strong>project</strong>’s impacts <strong>on</strong> climate change. There<strong>for</strong>e, <strong>the</strong><br />

D<strong>EIR</strong> does not meet all CEQA requirements and should be revised accordingly.<br />
