by 12 noon on nomination<br />

day. Nomination day is 32<br />

days before election day,<br />

which is Saturday 27 October.<br />

A postal ballot system will<br />

apply in <strong>Indigo</strong> <strong>Shire</strong>, which<br />

means that residents will<br />

receive a ballot pack 17-19<br />

days before election day.<br />

must be received by 6pm on<br />

the day before election day.<br />

It's all about<br />

ROADS<br />

The Victorian Government<br />

recently announced that <strong>Indigo</strong><br />

<strong>Shire</strong>, along with 40 other <strong>Council</strong>s,<br />

will receive $1 million each, per year, for<br />

the next four years, for local road and bridge<br />

repair, under the Country Roads and Bridges Initiative.<br />

This amount is additional to <strong>Council</strong>’s annual road maintenance<br />

budget. This financial year $670,000 is allocated to re-sheeting, with<br />

$330,000 going towards bridge works across the <strong>Shire</strong>.<br />

NOTE: Heavy rains in February and March caused over $1<br />

million of damage to <strong>Indigo</strong>’s roads and infrastructure.<br />

All emergency repairs have been completed and an application<br />

is being made to the Victorian Government for financial<br />

assistance to bring the roads back to an adequate standard.<br />

But this will take some time.<br />

The guidelines for natural disaster funding state that the repair<br />

work must be contracted out.<br />

Capital works update<br />

Maintaining <strong>Indigo</strong>'s road network<br />

<strong>Indigo</strong> <strong>Shire</strong>’s annual budget for road<br />

maintenance is approximately $1.8 million,<br />

which includes urban and rural roads,<br />

footpaths, bridges, kerb and channels,<br />

signage, rail trails and line marking on roads.<br />

This budget is used to maintain 926<br />

kilometres of gravel roads and 441<br />

kilometres of sealed roads – excluding major<br />

roads maintained by VicRoads.<br />

Around 20 <strong>Shire</strong> staff maintain the roads<br />

and three graders are full time on this task.<br />

The resealing of the <strong>Shire</strong>’s bitumen roads<br />

costs $560,000 annually and re-sheeting<br />

gravel roads is $430,000 annually. The gravel<br />

used to re-sheet roads is partly supplied<br />

from <strong>Indigo</strong> <strong>Shire</strong>’s Horseshoe Quarry.<br />

The <strong>Shire</strong> is divided into 16 zones and<br />

grader drivers make their way across the<br />

<strong>Shire</strong> working within these areas. It takes<br />

eight weeks for the graders to cover one half<br />

of the <strong>Shire</strong> and roads are maintained<br />

depending on the level of traffic on them,<br />

the location and current standard, and<br />

future development of the road.<br />

Prior to summer, fire access roads are<br />

inspected and during high fire danger<br />

periods the graders don’t go out. Grading<br />

slows down in summer because it gets too<br />

dusty and isn’t done when rain is on the way<br />

because of the muddy conditions that will<br />

only undo all the good work.<br />

lodged. Someone from the road crew will<br />

assess the road and decide if it can wait until<br />

the routine grader comes through, or it<br />

needs to be done before that.<br />

Some of the projects underway<br />

Although record rainfalls earlier in the year has hampered the<br />

2011-12 capital works program, work continues in a number of<br />

areas. Projects underway include:<br />

Harkins Road Bridge<br />

Harkins Road Bridge, near Barnawartha, is being replaced with a<br />

new concrete bridge. The old bridge had reached the end of its<br />

life and the new bridge is designed to current Australian<br />

Standards to carry all standard heavy vehicle loads. This new<br />

bridge is constructed to last 100 years with minimal costs for<br />

maintenance. The works are expected to be finished in April. The<br />

total project cost is expected to be $158,000.<br />

Public Toilet Wahgunyah<br />

The new public toilet, at the Willows Recreation Reserve, is<br />

nearing completion. It will allow for disabled access and includes<br />

baby change facilities. The total cost of the project is expected to<br />

be $60,000. The works are expected to be completed during<br />

April.<br />

Beechworth Stormwater Drainage<br />

Works are continuing on Beechworth drainage improvements in<br />

priority locations. Camp Street road shoulders have been sealed<br />

and open channel drainage works carried out to reduce scouring<br />

and silting of drains and to increase the capacity of the system.<br />

The eight poplar trees in Camp Street will remain.<br />

The total cost of the stormwater drainage work across<br />

Beechworth is expected to meet the capital budget allocation of<br />

$299,000. Underground works are also due to start in Hodge<br />

Street to Lower Stanley Road in April at a cost of $40,000.<br />

Chiltern Flood Mitigation<br />

The Northern flowpath channel works are continuing at Kilgour<br />

Street after the rain and flash flooding that occurred in March.<br />

The bulk of the earthworks in the channel and levee bank is now<br />

complete with the Kilgour Street large culvert also now in place.<br />

Concrete retaining walls are still to be installed along the rear of<br />

the property fences to provide protection. The project is designed<br />

to contain 1 in 100 year rain events to the channel. The total cost<br />

of the project for this financial year is expected to be $545,000.<br />

The completion date is 30 April 2012.<br />

<strong>Council</strong>’s Heritage Advisory Committee<br />

has $62,000 available for low interest<br />

loans to owners of heritage properties<br />

for works to conserve, preserve or<br />

enhance heritage features. Loans are<br />

available for up to half the cost of the<br />

eligible works and must be paid back<br />

within three years at an interest rate of<br />

3% (reviewed annually). Contact<br />

The Youth Bushfire Response Gift, a<br />

project for young people affected by<br />

the devastating bushfires of 2009, has<br />

come to an end with outstanding<br />

results. The project was funded by the<br />

Victorian Government and provided<br />

opportunities for young people in<br />

<strong>Indigo</strong> and Alpine <strong>Shire</strong>s to build their<br />

skills and resilience through connecting<br />

with services and actively creating,<br />

promoting and running their own<br />

activities.<br />

<strong>Indigo</strong> and Alpine worked in<br />

partnership to provide development<br />

opportunities for young people in both<br />

<strong>Shire</strong>s. The projects undertaken by<br />

young people included:<br />

• Organisation, marketing and<br />

running of The Shed music venue at<br />

the Yackandandah Folk Festival in<br />

March<br />

• Drum Beat workshops<br />

• Participation in the Harrietville<br />

Leadership Camp<br />

• <strong>Indigo</strong> Rocks and Bright ‘n’ Loud<br />

music events (which attracted over<br />

1000 people)<br />

• Bright and Yackandandah skate jams<br />

• Alpindigo Music, Master Class and<br />

Vocal Workshop<br />

• Drama and dance workshops<br />

• Film making workshops<br />

• 7 Hours 7 Minutes Short Film<br />

Festival.<br />

… and much, much more.<br />

<strong>Indigo</strong>’s Youth Development Officer<br />

Annette Walton says several thousand<br />

young people have been engaged in<br />

various ways, directly or indirectly,<br />

through the Youth Bushfire Response<br />

Gift.<br />

“And along the way, 26 young people<br />

received their Certificate III in Event<br />

Management, and because of that<br />

head start, four have gone on to study<br />

for a Diploma in Event Management at<br />

Wodonga TAFE. And because of our<br />

partnership with Wodonga TAFE, other<br />

councils in the area are looking at<br />

similar arrangements,” Annette says.<br />

Community <strong>Council</strong> matters<br />

Volunteer expo in May<br />

<strong>Indigo</strong> <strong>Shire</strong>’s Volunteer Expo, Re-inVEnt<br />

2012, will be held in late May to coincide<br />

with National Volunteer Week from 14 to<br />

20 May.<br />

“Lots of great things happen during<br />

Volunteer Week to recognise and support<br />

the contributions of volunteers and<br />

volunteer-based organisations, so it<br />

makes sense to stage Re-inVEnt at this<br />

time,” says Chris McGorlick, one of the<br />

Community Strengthening Project<br />

Officers involved in organising the event.<br />

“One of the most surprising successes of<br />

Re-inVEnt 2011 involved community<br />

groups sharing their stories. Many groups<br />

share the same struggles, even when they<br />

don’t share the same objectives. This year<br />

we’ll be looking for ways to encourage<br />

groups from across the <strong>Shire</strong> help each<br />

other overcome these struggles.”<br />

Re-inVEnt 2012 will consist of workshops,<br />

presentations, and networking<br />

opportunities for volunteer-based<br />

organisations across the <strong>Shire</strong>. A new<br />

committee has been formed to help<br />

design these activities, and includes<br />

several <strong>Council</strong> staff members,<br />

representatives from neighbourhood<br />

centres and community health, as well as<br />

community members from across the<br />

<strong>Shire</strong>. Re-inVEnt 2012 committee<br />

members are: David Kidd (Beechworth<br />

Community Health), Mandy Collins<br />

(Beechworth), Ilena Young (Beechworth),<br />

Anne Bilston (Rutherglen), Wes Canny<br />

(Wahgunyah), Alan Pleitner (Wahgunyah),<br />

Vanessa Stitz (Yackandandah), Glenys<br />

Clark (<strong>Council</strong>), Renee Dunlop (<strong>Council</strong>)<br />

and Chris McGorlick (<strong>Council</strong>).<br />

Community Strengthening UPDATE<br />

The principle behind the Community Strengthening Project is<br />

that community members devise their own Community Plan<br />

and decide what projects they want to work on. <strong>Council</strong> helps<br />

with advice, logistics and in some cases a small amount of<br />

seeding money. Community members drive the projects,<br />

including fundraising if required, applying for grants, organising<br />

working bees etc. The overall aim is to create strong local<br />

networks to ensure each project’s sustainability within its<br />

community.<br />

Community Plans are living documents that are regularly<br />

updated and revised by the community to keep them current.<br />

Sandy CREEk and District<br />

There are three priority projects in Sandy Creek. They are:<br />

1. Improve communications with upgrades to mobile<br />

phone reception and optic fibre cabling. <strong>Council</strong> will<br />

write to Telstra for an update on 2010 work to build a<br />

phone tower in the area.<br />

2. Build a changeable community events noticeboard or<br />

sign. A design will be circulated throughout the<br />

community.<br />

3. Preserve and enhance the eco-system and historical<br />

significance of the Reservoir. Group formed to develop<br />

projects that preserve and enhance the eco-system<br />

and historical significance of the Reservoir, and will<br />

work in conjunction with the Upper Sandy Creek<br />

Reserve Committee of Management.<br />

AllaNS and OsbORNES Flats<br />

At a planning night residents agreed that the two<br />

communities should undertake community planning<br />

together. Ideas for projects were brainstormed in<br />

February, which included linking the ‘Flats’ via walking<br />

paths with Yackandandah and Albury, running more<br />

community events, refurbishing community facilities, and<br />

building a community noticeboard.<br />

kERgunyah and District<br />

Two meetings, as per the ‘Small Towns Approach’ successfully<br />

utilised in Sandy Creek, led to the following priorities:<br />

• Permanent water line to Kiewa River<br />

• New fire station (including Quick Response Vehicle)<br />

• Long-term Master Plan for Kergunyah Hall.<br />

RutHERglEN<br />

A priority night was held in March, with over 50 people present.<br />

Projects originally not part of the list of ideas, such as the Wine<br />

Bottle project and solar heating for the swimming pool, were<br />

included in the voting and support from the community was<br />

very strong. Community Strengthening Officers will work with<br />

the community with new projects, which include sealing the<br />

road into the<br />

association, and<br />

Environment matters<br />

When can I collect firewood?<br />

The cooler weather always prompts many<br />

phone calls to <strong>Council</strong> regarding personal<br />

collection of domestic firewood. Where can I<br />

collect? When can I collect? What will it cost?<br />

Firewood collection can occur in designated<br />

areas of State Forest, with Department of<br />

Sustainability and Environment (DSE)<br />

responsible for management and<br />

administration of such areas. To find out<br />

where the nearest site is to you, check the<br />

DSE website, specifically the “Forest Explorer”<br />

section. This will show a current map of<br />

“Designated Firewood Collection Areas”. Maps<br />

of specific areas can be printed from the DSE<br />

website (www.dse.vic.gov.au).<br />

<strong>Council</strong>’s involvement<br />

with firewood is through<br />

requests for collection on local roads, as<br />

well as through administration of the<br />

Beechworth Community Woodlot.<br />

Requests for firewood collection from<br />

local roadsides are assessed on a case by<br />

case basis, with approval dependent on<br />

the specific safety and conservation<br />

aspects of where the timber is located.<br />

There are no ‘blanket’ collection areas on<br />

local roads and residents require a letter<br />

of permission if collection is to occur.<br />

Requests for collection from main roads<br />

should be directed to VicRoads.<br />

The Beechworth Community Woodlot has<br />

been operating for over five years. Based at<br />

the transfer station, and in partnership with<br />

the Beechworth Correctional Centre, this<br />

program uses salvaged timber for those in<br />

need. To register to receive a load of firewood,<br />

concession cardholders need to complete a<br />

form, which is available from <strong>Council</strong>’s<br />

website www.indigoshire.vic.gov.au or<br />

<strong>Council</strong>’s Customer Service Centres.<br />

DETOX your home<br />

Detox Your Home is a free service provided by<br />

Sustainability Victoria in conjunction with<br />

<strong>Indigo</strong> <strong>Shire</strong> <strong>Council</strong> - designed to collect<br />

potentially dangerous household chemical<br />

products and dispose of them without putting<br />

strain on the environment.<br />

Residents can deposit their unwanted products<br />

on Saturday 26 May, 2012, from 8am to 11am at<br />

the Rutherglen <strong>Council</strong> Depot, in Audley Street.<br />

Chemicals accepted include: old paints,<br />

batteries, gas cylinders, insecticides and<br />

pesticides, kitchen and bathroom cleaners,<br />

brake fluids, fuels and coolants, poisonous<br />

household and garden products, solvents,<br />

glues, photographic chemicals and fire<br />

extinguishers.<br />

Materials not accepted include: chemicals used<br />

by business for industrial/commercial purposes,<br />

ammunition and flares, farm chemicals, waste<br />

asbestos and containers over 20 litres.<br />

Skeleton Weed<br />

Skeleton weed (Chondrilla juncea), is a<br />

perennial herb that develops from a<br />

rosette into a sparsely leafed nonwoody<br />

plant up to one metre in<br />

height. Rosettes may often be found<br />

in clusters due to the suckering nature<br />

of the plant and can be identified by<br />

their hairless, toothed, deeply lobed,<br />

and often purplish leaves. The teeth<br />

on skeleton weed rosette leaves are<br />

distinctive. They point back towards<br />

the centre of the rosette. Stems, leaves<br />

and roots exude a thick milky sap<br />

when broken. The leaves die early in<br />

the flowering period and plants are<br />

then virtually leafless over summer.<br />

The daisy-like flowers are yellow and<br />

occur in small clusters along the stems<br />

from late spring to autumn. Seeds are<br />

small (3 to 4mm) and have a white tuft<br />

of hair (called a pappus) resembling a<br />

parachute on a short stem.<br />

Plants have a deep taproot and<br />

creeping roots that may form new<br />

plants. Skeleton Weed is a pest of<br />

broad area crops, pastures and<br />

occasionally roadsides. It is drought<br />

resistant and can provide useful<br />

Keeping our <strong>Shire</strong> BEAUTIFUL<br />

<strong>Indigo</strong> <strong>Shire</strong> is a beautiful part of the world<br />

with many reserves and natural areas for<br />

recreation and animal habitat. These natural<br />

areas are not a dumping ground for garden<br />

waste. Garden waste makes an area<br />

unsightly and can spread weeds.<br />

Beechworth Transfer Station in Diffey Road,<br />

is open Friday, Saturday, Sunday and<br />

Monday from 1pm-5pm. Rutherglen Transfer<br />

Station in Cornishtown Road is open Friday,<br />

Saturday and Sunday from 1pm-5pm. Rates<br />

for clean separated green waste are $14.80<br />

per m3. People caught dumping waste may<br />

incur a fine of up to $4000. If you see anyone<br />

illegally dumping waste please report it to<br />

<strong>Council</strong>. Many people live in <strong>Indigo</strong> <strong>Shire</strong> for<br />

its natural beauty, so please help us keep<br />

our parks and natural areas pristine.<br />

Fun run - gaol to gaol<br />

A fun run is being organised from Town Hall<br />

Gardens in Beechworth, opposite the Old<br />

Beechworth Gaol, to the new Beechworth<br />

Correctional Centre in Flat Rock Road on<br />

Sunday 3 June at 10am.<br />

The run is being organised by the charity<br />

Prisoners on the Run Inc, operated through<br />

Beechworth Correctional Centre. The 8km<br />

run will go down Williams Street, around The<br />

Gorge, Malakoff and Flat Rock Roads and<br />

finish at the Beechworth Correctional Centre.<br />

There will be stalls, sausage sizzle and<br />

children's entertainment at the Beechworth<br />

Correctional Centre afterwards. Transport will<br />

be provided for competitors requiring it back<br />

to Beechworth. Cost to enter is $10 adults, $5<br />

children and all money raised will help local<br />

kids with special needs. Registration opens<br />

from 8.30am on the day.<br />
