ROADS
The Victorian Government
recently announced that Indigo
Shire, along with 40 other Councils,
will receive $1 million each, per year, for
the next four years, for local road and bridge
repair, under the Country Roads and Bridges Initiative.
This amount is additional to Council’s annual road maintenance
budget. This financial year $670,000 is allocated to re-sheeting, with
$330,000 going towards bridge works across the Shire.
NOTE: Heavy rains in February and March caused over $1
million of damage to Indigo’s roads and infrastructure.
All emergency repairs have been completed and an application
is being made to the Victorian Government for financial
assistance to bring the roads back to an adequate standard.
But this will take some time.
The guidelines for natural disaster funding state that the repair
work must be contracted out.
Capital works update
Maintaining Indigo's road network
Indigo Shire’s annual budget for road
maintenance is approximately $1.8 million,
which includes urban and rural roads,
footpaths, bridges, kerb and channels,
signage, rail trails and line marking on roads.
This budget is used to maintain 926
kilometres of gravel roads and 441
kilometres of sealed roads – excluding major
roads maintained by VicRoads.
Around 20 Shire staff maintain the roads
and three graders are full time on this task.
The resealing of the Shire’s bitumen roads
costs $560,000 annually and re-sheeting
gravel roads is $430,000 annually. The gravel
used to re-sheet roads is partly supplied
from Indigo Shire’s Horseshoe Quarry.
The Shire is divided into 16 zones and
grader drivers make their way across the
Shire working within these areas. It takes
eight weeks for the graders to cover one half
of the Shire and roads are maintained
depending on the level of traffic on them,
the location and current standard, and
future development of the road.
Prior to summer, fire access roads are
inspected and during high fire danger
periods the graders don’t go out. Grading
slows down in summer because it gets too
dusty and isn’t done when rain is on the way
because of the muddy conditions that will
only undo all the good work.
If you would like your road graded call
Indigo Shire on 1300 365 003 or
02 6028 1100 and the request will be
lodged. Someone from the road crew will
assess the road and decide if it can wait until
the routine grader comes through, or it
needs to be done before that.
Some of the projects underway
Although record rainfalls earlier in the year has hampered the
2011-12 capital works program, work continues in a number of
areas. Projects underway include:
Harkins Road Bridge
Harkins Road Bridge, near Barnawartha, is being replaced with a
new concrete bridge. The old bridge had reached the end of its
life and the new bridge is designed to current Australian
Standards to carry all standard heavy vehicle loads. This new
bridge is constructed to last 100 years with minimal costs for
maintenance. The works are expected to be finished in April. The
total project cost is expected to be $158,000.
Public Toilet Wahgunyah
The new public toilet, at the Willows Recreation Reserve, is
nearing completion. It will allow for disabled access and includes
baby change facilities. The total cost of the project is expected to
be $60,000. The works are expected to be completed during
April.
Beechworth Stormwater Drainage
Works are continuing on Beechworth drainage improvements in
priority locations. Camp Street road shoulders have been sealed
and open channel drainage works carried out to reduce scouring
and silting of drains and to increase the capacity of the system.
The eight poplar trees in Camp Street will remain.
The total cost of the stormwater drainage work across
Beechworth is expected to meet the capital budget allocation of
$299,000. Underground works are also due to start in Hodge
Street to Lower Stanley Road in April at a cost of $40,000.
Chiltern Flood Mitigation
The Northern flowpath channel works are continuing at Kilgour
Street after the rain and flash flooding that occurred in March.
The bulk of the earthworks in the channel and levee bank is now
complete with the Kilgour Street large culvert also now in place.
Concrete retaining walls are still to be installed along the rear of
the property fences to provide protection. The project is designed
to contain 1 in 100 year rain events to the channel. The total cost
of the project for this financial year is expected to be $545,000.
The completion date is 30 April 2012.
The Youth Bushfire Response Gift, a
project for young people affected by
the devastating bushfires of 2009, has
come to an end with outstanding
results. The project was funded by the
Victorian Government and provided
opportunities for young people in
Indigo and Alpine Shires to build their
skills and resilience through connecting
with services and actively creating,
promoting and running their own
activities.
Indigo and Alpine worked in
partnership to provide development
opportunities for young people in both
Shires. The projects undertaken by
young people included:
• Organisation, marketing and
running of The Shed music venue at
the Yackandandah Folk Festival in
March
• Drum Beat workshops
• Participation in the Harrietville
Leadership Camp
• Indigo Rocks and Bright ‘n’ Loud
music events (which attracted over
1000 people)
• Bright and Yackandandah skate jams
• Alpindigo Music, Master Class and
Vocal Workshop
• Drama and dance workshops
• Film making workshops
• 7 Hours 7 Minutes Short Film
Festival.
… and much, much more.
Indigo’s Youth Development Officer
Annette Walton says several thousand
young people have been engaged in
various ways, directly or indirectly,
through the Youth Bushfire Response
Gift.
“And along the way, 26 young people
received their Certificate III in Event
Management, and because of that
head start, four have gone on to study
for a Diploma in Event Management at
Wodonga TAFE. And because of our
partnership with Wodonga TAFE, other
councils in the area are looking at
similar arrangements,” Annette says.
Volunteer expo in May
Indigo Shire’s Volunteer Expo, Re-inVEnt
2012, will be held in late May to coincide
with National Volunteer Week from 14 to
20 May.
“Lots of great things happen during
Volunteer Week to recognise and support
the contributions of volunteers and
volunteer-based organisations, so it
makes sense to stage Re-inVEnt at this
time,” says Chris McGorlick, one of the
Community Strengthening Project
Officers involved in organising the event.
“One of the most surprising successes of
Re-inVEnt 2011 involved community
groups sharing their stories. Many groups
share the same struggles, even when they
don’t share the same objectives. This year
we’ll be looking for ways to encourage
groups from across the Shire help each
other overcome these struggles.”
Re-inVEnt 2012 will consist of workshops,
presentations, and networking
opportunities for volunteer-based
organisations across the Shire. A new
committee has been formed to help
design these activities, and includes
several Council staff members,
representatives from neighbourhood
centres and community health, as well as
community members from across the
Shire. Re-inVEnt 2012 committee
members are: David Kidd (Beechworth
Community Health), Mandy Collins
(Beechworth), Ilena Young (Beechworth),
Anne Bilston (Rutherglen), Wes Canny
Community Strengthening UPDATE
The principle behind the Community Strengthening Project is
that community members devise their own Community Plan
and decide what projects they want to work on. Council helps
with advice, logistics and in some cases a small amount of
seeding money. Community members drive the projects,
including fundraising if required, applying for grants, organising
working bees etc. The overall aim is to create strong local
networks to ensure each project’s sustainability within its
community.
Community Plans are living documents that are regularly
updated and revised by the community to keep them current.
Sandy CREEk and District
There are three priority projects in Sandy Creek. They are:
1. Improve communications with upgrades to mobile
phone reception and optic fibre cabling. Council will
write to Telstra for an update on 2010 work to build a
phone tower in the area.
2. Build a changeable community events noticeboard or
sign. A design will be circulated throughout the
community.
3. Preserve and enhance the eco-system and historical
significance of the Reservoir. Group formed to develop
projects that preserve and enhance the eco-system
and historical significance of the Reservoir, and will
work in conjunction with the Upper Sandy Creek
Reserve Committee of Management.
AllaNS and OsbORNES Flats
At a planning night residents agreed that the two
communities should undertake community planning
together. Ideas for projects were brainstormed in
February, which included linking the ‘Flats’ via walking
paths with Yackandandah and Albury, running more
community events, refurbishing community facilities, and
building a community noticeboard.
kERgunyah and District
Two meetings, as per the ‘Small Towns Approach’ successfully
utilised in Sandy Creek, led to the following priorities:
• Permanent water line to Kiewa River
• New fire station (including Quick Response Vehicle)
• Long-term Master Plan for Kergunyah Hall.
A priority night was held in March, with over 50 people present.
Projects originally not part of the list of ideas, such as the Wine
Bottle project and solar heating for the swimming pool, were
included in the voting and support from the community was
very strong. Community Strengthening Officers will work with
the community with new projects, which include sealing the
road into the
showgrounds,
providing more
opportunities for
young people,
forming a
progress
association, and
creating a master
plan for the parks
and recreation
reserve.
Environment matters
When can I collect firewood?
The cooler weather always prompts many
phone calls to Council regarding personal
collection of domestic firewood. Where can I
collect? When can I collect? What will it cost?
Firewood collection can occur in designated
areas of State Forest, with Department of
Sustainability and Environment (DSE)
responsible for management and
administration of such areas. To find out
where the nearest site is to you, check the
DSE website, specifically the “Forest Explorer”
section. This will show a current map of
“Designated Firewood Collection Areas”. Maps
of specific areas can be printed from the DSE
website (www.dse.vic.gov.au).
As these areas are continually
changing, hard copy maps
are only now available at
reception at the DSE
Wodonga office (1 McKoy St
Wodonga). Please note that
DSE no longer requires a
Firewood Collection Permit
for this collection. Enquiries
relating to collection from
State Forests should be
directed to DSE on 03 5731
1247.
Council’s involvement
with firewood is through
requests for collection on local roads, as
well as through administration of the
Beechworth Community Woodlot.
Requests for firewood collection from
local roadsides are assessed on a case by
case basis, with approval dependent on
the specific safety and conservation
aspects of where the timber is located.
There are no ‘blanket’ collection areas on
local roads and residents require a letter
of permission if collection is to occur.
Requests for collection from main roads
should be directed to VicRoads.
The Beechworth Community Woodlot has
been operating for over five years. Based at
the transfer station, and in partnership with
the Beechworth Correctional Centre, this
program uses salvaged timber for those in
need. To register to receive a load of firewood,
concession cardholders need to complete a
form, which is available from Council’s
website www.indigoshire.vic.gov.au or
Council’s Customer Service Centres.
Skeleton Weed
Skeleton weed (Chondrilla juncea), is a
perennial herb that develops from a
rosette into a sparsely leafed nonwoody
plant up to one metre in
height. Rosettes may often be found
in clusters due to the suckering nature
of the plant and can be identified by
their hairless, toothed, deeply lobed,
and often purplish leaves. The teeth
on skeleton weed rosette leaves are
distinctive. They point back towards
the centre of the rosette. Stems, leaves
and roots exude a thick milky sap
when broken. The leaves die early in
the flowering period and plants are
then virtually leafless over summer.
The daisy-like flowers are yellow and
occur in small clusters along the stems
from late spring to autumn. Seeds are
small (3 to 4mm) and have a white tuft
of hair (called a pappus) resembling a
parachute on a short stem.
Plants have a deep taproot and
creeping roots that may form new
plants. Skeleton Weed is a pest of
broad area crops, pastures and
occasionally roadsides. It is drought
resistant and can provide useful
grazing. For further information go to
the Department of Primary Industries
Keeping our Shire BEAUTIFUL
Indigo Shire is a beautiful part of the world
with many reserves and natural areas for
recreation and animal habitat. These natural
areas are not a dumping ground for garden
waste. Garden waste makes an area
unsightly and can spread weeds.
Beechworth Transfer Station in Diffey Road,
is open Friday, Saturday, Sunday and
Monday from 1pm-5pm. Rutherglen Transfer
Station in Cornishtown Road is open Friday,
Saturday and Sunday from 1pm-5pm. Rates
for clean separated green waste are $14.80
per m3. People caught dumping waste may
incur a fine of up to $4000. If you see anyone
illegally dumping waste please report it to
Council. Many people live in Indigo Shire for
its natural beauty, so please help us keep
our parks and natural areas pristine.
